Chapman Avenue, Orange, California 5:00 P.M. 1. OPENING 1.2 ROLL CALL PRESENT — Alvarez, Whitaker, Smith, Murphy, Nichols ABSENT - None 1.3 PRESENTATIONS/ ANNOUNCEMENTS/ INTRODUCTIONS - None 2. REPORTS FROM BOARDS, COMMITTEES, AND COMMISSIONS - None CITY COUNCIL MEETING FEBRUARY 5, 2015 7. ADMINISTRATIVE REPORTS 7.1 a). Discussion and possible adoption of Resolution No. 10840 requesting termination of the LAFCO application for detachment of territory from City of Orange, proposed "Ridgeline Country Club Reorganization." (OR1800.0.9) b). Resolution No. 10840 A Resolution of the City Council of the City of Orange requesting termination of the LAFCO application for detachment of territory from City of Orange, proposed "Ridgeline Country Club Reorganization." PUBLIC SPEAKERS: Laura Thomas — OPA urged approval of Resolution No. 10840. Dennis Givens — Asked the Council to approve his property's detachment from the City. DISCUSSION: Deputy City Manager Irma Hernandez responded to Mayor pro tem Whitaker's question on lot -line adjustments that because the properties cross City and County lines, lot -line adjustments are not available. LAFCO indicated to staff that the parcels have to be considered together because that was how the application was received. Considering the parcels one by one is not an option the City has. Staff's recommendation to terminate the LAFCO application was determined by finding no public benefit for the City in allowing the detachment. Mayor Smith noted that the City will be losing area to the County. The one space that the City will receive has all the liability due to traffic concerns. Councilmember Murphy confirmed that the only option the Council has is to consider the application as one decision rather than looking at one parcel at a time. Councilmember Alvarez confirmed that due to City and County lines being crossed there is no option to bring the parcels into either the County or the City without LAFCO and a new application. REPORTS FROM CITY MANAGER - None LEGAL AFFAIRS - None ADJOURNMENT FEBRUARY 5, 2015 The City Council adjourned at 5:30 p.m. to its Regular Meeting of Tuesday, February 10, 2015, at 6:00 p.m. in the Council Chambers. Declaration of Chief Clerk, Robert Zornado, declaring posting of City Council agenda of a Special Meeting on February 05, 2015 at Orange Civic Center kiosk, Police Facility at 1107 North Batavia, and Main Public Library at 407 E. Chapman; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said Special Meeting; and available at the Civic Center City Clerk's Office.
