1. SUBJECT
Appropriation of $140,000 in designated grant funding received from California State
Library.
2. SUMMARY
Grant funds from California State Library will be used to enhance and expand the Library's
programming and resources for children, teens, and their families.
3. RECOMMENDED ACTION
1. Accept into the City's revenue budget $140,000 in grant funds from California State
Library into the following revenue account numbers.
100.2001.45290.30145, General Fund — Out of School Grant. 70,000
100.2001.45290.30146, General Fund — Early Learning Grant 70,000

2. Authorize the appropriation of $140,000 in grant funds into the following expenditure
account numbers for Out of School (30145) and Early Learning (30146):

4. FISCAL IMPACT
The total appropriation for these grants is funded by the additional revenue received from
the State of California.

6. DISCUSSION AND BACKGROUND
The Orange Public Library has been awarded an Early Learning Grant and an Out of
School Grant for Fiscal Year 2019-2020 (FY20). California State Library has generously
provided support to our Library to expand and enhance its programming and resources
for children, teens, and their families.
The goal of the Early Leaming Grant program is to provide families with support in
improving their children's health and literacy.The goal of the Out of School Grant program
is to provide community youth with a safe, welcoming, and supportive space to spend
their out of school time.
All funds must be spent or encumbered by the end of Fiscal Year 2020-2021 and will be
used for staffing, technology, collection materials, furniture, marketing, and materials for
health, literacy, and STEM-based programming.
