1. SUBJECT
Approval of plans and specifications for D-176; Collins Avenue and Tustin Street Water
Quality Storm Drain Improvements and authorization to advertise Bid No. 190-39.
2. SUMMARY
Plans and specifications for the Collins Avenue and Tustin Street Water Quality Storm
Drain Improvements Project have been completed, and the project is ready to be
advertised for bids. The total estimated construction cost including 10% for contingencies
and 15% for construction engineering is $311,949.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for the Collins Avenue
and Tustin Street Water Quality Storm Drain Improvements project.
4. FISCAL IMPACT
The total expenditure for this project is $311,949 and will be funded in CDS Installation-
Collins-Bioclean (30108) through:
Solid Waste (220) 62,589

6. DISCUSSION AND BACKGROUND
The City of Orange applied for and received $249,360 through the Environmental
Cleanup Tier 1 Grant Program administered by the Orange County Transportation
Authority (OCTA) for the Collins Avenue and Tustin Street Water Quality Storm Drain
Improvements project. This program is a competitive grant program that provides
matching funds to cities to help protect Orange County beaches and waterways from
transportation-generated pollution and to improve overall water quality.
Public Works has completed the preparation of construction plans and bid documents for
the project and is requesting authorization from the City Council to advertise the project.
The project drainage area consists of 214 acres, and it is composed of commercial,
manufacturing, industrial, bus stop locations, multi-family homes, mobile home parks, and
single-family home section of Orange. It generates potentially significant amounts of
leaves, trash, and other debris.
The City has looked at various options to control trash and debris. Through the Orange
Municipal Code, it can enforce sections related to littering and nuisances. Through its
weekly street sweeping program, the City picks up a large amount of trash and debris.
However, trash and debris not picked up by the street sweepers have the potential to
enter the storm drain system and impact the downstream water bodies. The proposed
Debris Separating Baffle Box (DSBB) is a Continuous Deflection Separator (CDS) unit,
and helps address this deficiency by capturing trash and debris and other gross pollutants
via its trash screens, sediment chambers, and the use of an oil skimmer and hydrocarbon
boom filters. The DSBB will be placed on Collins Street befinreen Batavia Street and
Parker Street. The proposed connector pipe screens (CPS) also help solve this deficiency
by capturing trash and debris and other pollutants. The CPS will be installed in ten (10)
catch basins along Tustin Street befinreen Lincoln Avenue and Grove Avenue.
The total project cost is estimated at$311,949 including 15%for construction engineering
and 10% for contingency. Upon receipt of public bids, staff will return to the City Council
and recommend any funding adjustments and award of contracts based on the outcome
of the public bid.
The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing
Facilities" Class 1. The CEQA Notice of Exemption will be filed with the County Recorder's
Office upon Council's approval of the plans and specifications.
Construction is scheduled to begin in June 2020 and is expected to be completed by July
2020.
Specifications and cost estimates are available for review in the Public Works
Department.
