SUBJECT Approval of plans and specifications for Asphalt Replacement at Various Locations for Fiscal Year 2020-2021 and authorization to advertise Bid No. 190-37. 2. SUMMARY Specifications have been completed for Asphalt Replacement at Various Locations for Fiscal Year 2020-2021. The project is ready to be advertised for bids. 3. RECOMMENDED ACTION Approve the plans and specifications, and authorize advertising for bids. 4. FISCAL IMPACT The total expenditure for this project will be funded in the Asphalt Products through Water Fund (600). 5. DISCUSSION AND BACKGROUND Throughout the year, the Water Division conducts routine and emergency repairs of existing infrastructure within the City right-of-way. These repairs are throughout the City and are usually caused by water main breaks, existing service abandonment, and new service installations. Often, these underground water infrastructure repairs require the removal of existing asphalt concrete on the City streets. Once necessary repairs have been made, Water Division crews will repave the excavated areas with temporary asphalt ITEM 3• • i 04/14/2020 so that the street can be used without extended delays. Permanent pavement restorations are typically completed by a City authorized contractor. Over the past several years, approximately 2,000 tons of asphalt concrete have been used per fiscal year. To obtain a cost savings with economies of scale, several asphalt concrete repair areas are packaged together to be completed at one time. The cost to repair individual asphalt concrete patches separately is considerably more expensive due to multiple mobilizations and the limited amount of asphalt needed for each location. Generally, work perFormed by the City's authorized contractor shall include traffic control, saw cutting and removal of temporary asphalt concrete, grinding, paving and overlay, slurry seal, and adjustment of existing utility valves and covers to grade. All repairs are done in accordance with the City Public Works standards and specifications and are completed on an "as needed" basis. The term of the contract is for one year with an option to renew annually up to a total of four additional years. At the end of the first year, depending on the contractor's work performance and quality, the City can choose to extend the contract to the next year with either a 2% increase or an increase that matches the Consumer Price Index (CPI), whichever is less. 7.
