1 . SUBJECT
Approval of plans and specifications for SP-4112;Annual Slurry Seal at Various Locations
Project Fiscal Year 2019-2020 and authorization to advertise Bid No. 190-33.
2. SUMMARY
Plans and specifications have been completed and the project is ready to be advertised
for bids. The total estimated construction cost including contingencies and construction
engineering is $427,260.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for the Annual Slurry
Seal at Various Locations Project Fiscal Year 2019-2020.
4. FISCAL IMPACT
The total expenditure for this project is $427,260 and will be funded in Pavement
Management Program (13120) through:
Gas Tax (272) 130,000
Measure M2 (263) 47,000
Road Maintenance Rehabilitation Account (274) 250,260
Total: 427,260

6. DISCUSSION AND BACKGROUND
The Annual Slurry Seal Project at Various Locations Fiscal Year 2019-2020 (FY20) is part
of our FY20 Annual Street Maintenance activities and is designed to prolong pavement
life of city streets. Rehabilitation methods vary depending on the sustained damage, but
in general, consist of slurry seal with localized areas of pavement reconstruction as
needed. The rehabilitated pavement will have a longer service life and will provide a safe
and smooth ride for the public.
This slurry seal project will include approximately 41 residential streets throughout the
City. The streets selected for maintenance in accordance with our Pavement
Management Plan, generally fall into the "fair" category and require work at this time to
prevent pavement deterioration and higher cost for asphalt concrete overlay in the future.
The total cost for street slurry seal is estimated at$427,260 including 15%for construction
engineering and contingency. Upon receipt of public bids, staff will return to the City
Council and recommend any funding adjustments and award of contracts based on the
outcome of the public bid. If the unit price for slurry seal comes in below the estimate,
additional streets may be added for rehabilitation.
The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing
Facilities" Class 1 (c). The CEQA Notice of Exemption will be filed with the County
Recorder's Office upon Council's approval of the plans and specifications.
Construction is scheduled to begin in July 2020 and is expected to be completed by
August 2020. Specifications and cost estimates are available for review in the Public
Works Department.
