SUBJECT Request parking restrictions on Glassell Street along the frontage and in the vicinity of Hart Park. 2. SUMMARY A combination of various parking restrictions on Glassell Street is an effective tool for combatting transient activity in the park after hours. 3. RECOMMENDED ACTION Ratify the recently-implemented restrictions to on-street parking on Glassell Street adjacent to Hart Park. 4. FISCAL IMPACT The total expenditure for the project is $1,500 and funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263). 5. STRATEGIC PLAN GOALS Goal 1: Provide for a safe community b. Provide and maintain infrastructure necessary to ensure the safety of the public. 6. DISCUSSION AND BACKGROUND In Fall 2019, concern was expressed over the high volume of nighttime activity near the western perimeter of Hart Park. Specificalty, recurring transient activity, including loitering, in Hart Park after its 10PM daily closure had required increased police patrols. Because the availability of parking encourages transient activity, modifying street parking was seen as an effective solution. ITEM 3 � 02/12/2020 The Public Works Department, in consultation with the Community Services, and Police Departments, has already taken measures on Glassell Street to address these concerns, _ as shown in the attached Work Order and delineated below: 1. Added approximately 300 feet of red curb across the bridge deck between the two park entrances just north of the 22 Freeway to improve visibility into the park 2. Improved visibility to/from the driveway south of 655 S Glassell Street by adding red curb on both sides; 3. Added to the on-street handicap parking supply by relocating the existing off-street space onto Glassell, for a total of 3 on-street handicap spaces and; 4. Created a new loading space for park visitors in place of the off-site handicapped space and lastly; 5. Implemented 3 hours limiting parking where no red or blue curb exists along the park frontage to encourage moderate parking turnover. Under usual circumstances, the proposal would normally be vetted and approved by the City Traffic Commission (CTC) prior to implementation. However, because the concern had risen to the point of becoming an urgent public safety matter and, at the time, the CTC was not scheduled to meet again until February 12, 2020, it was in the public interest that the above modifications be made as soon as possible and prior to CTC action. Since December, when the parking restrictions were implemented, the affected area has been periodically monitored to gauge their effectiveness. Based on observations, there appears to be a decrease in overnight transient parking. Moreover, staff has neither observed any negative impacts to the surrounding area nor received any negative comments from area residents. Staff is prepared to make additional modifications, if any, as directed by the CTC. Staff respectfully recommends that the City Traffic Commission ratify the aforementioned modifications to on-street parking on Glassell Street adjacent to Hart Park. 7. Additionally, the overnight presence of high profile vehicles on Glassell Street often conceals activities that the Police are being asked to monitor. Because the availability of parking encourages transient activity, modifying street parking is seen as an effe�tive solution. The Public Works Department, in consultation with the Community Services, and Police Departments, has developed a parking modification plan that strives to address these concerns. The features of this plan are depicted in the attached figure and include the following benefits: 1. Improves visibility into the park by adding approximately 300 feet of red curb across the bridge deck between the two park entrances just north of the 22 Freeway; 2. Improves visibility to/from the driveway south of 655 S Glassell Street by adding red curb on both sides; 3. Respects the parking needs of nearby residents by preserving parking north of the park and � will allow for making adjustments to the parking modification plan as necessary based on public input. Under usual circumstances, the proposal would normally be vetted and approved by the City Traffic Commission (CTC). However, the CTC is not scheduled to meet again until February 12, 2020. The urgent public safety need has necessitated that the parking modifications be made prior to CTC action. Therefore, Staff intends to bring this item to the CTC for approval and to ratify the parking changes made above afterthe changes are made. Staff is prepared to make additional modifications as directed by the Commission when it does hear this item at its February meeting. This approach will also allow staff to gauge the effectiveness of the changes in the interim, identify any unintended consequences they may have on residential parking demand, and incorporate any necessary adjustments into a final recommendation to the CTC. David mentioned that more and more people are parking their cars on 5, Glassell St. overnight along the Glassell St. sidewalk. The cars are parked from the bridge up to the northern boundary of the park. They sleep in the cars and make their way down to the bathrooms and other park facilities throughout the night. We talked about various ways to reduce or eliminate this problem. One solution was to post "No Parking" signs on S. Glassell St. that would restrict parking during certain hours each night. For example, no parking between the hours of 1am and 5 am. Restricting parking during these hours would enable street sweeping to occur on a regular basis and also increase visibility into the park by passing patrol officers and park security. This would also dramatically reduce the number of cars parked overnight with people living within the cars. Please let me know your thoughts on this issue and what the next step would be to help make this happen.
