SUMMARY The request is to add the 500 Block of East Maple Avenue to the Area "A" Neighborhood Permit Parking Area. 3. RECOMMENDED ACTION Approve the request. 4. FISCAL IMPACT The total expenditure for the project is $1000 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263). 5. DISCUSSION AND BACKGROUND A resident living on the 500 block of East Maple Avenue is requesting that it be added to the Downtown Neighborhood Parking Permit Area (Area "A"). The 500 block is located between Shaffer and Cleveland streets. Per the City's Parking Permit Ordinance, the Residential Permit Parking Program was developed to mitigate the intrusion of non-residential, e.g. university, commercial, and industrial, parking demands on residential streets. In doing so, the program assures that local residents and their guests have access to convenient on-street parking in proximity to their homes. ITEM 1 1 02/12/2020 For a street to be considered, a resident of the affected neighborhood must provide the Traffic Engineering Division with a letter of request. Certain city streets, such as this, that are in the Permit Area `A' are exempt from paying application fees since said fees were waived at the July 24, 2001, City Council Meeting. The original Parking Permit Area `A' was established in February 1987. The Orange City Council approved the implementation of a permit parking program in the neighborhood adjacent to Chapman University, to prevent student parking from encroaching into the residential neighborhood. With the adoption of Parking Permit Area `A', it was the intent that each eligible street within the permit area could request activation of permit parking on a case-by-case basis. Parking Study Because the 500 block of East Maple Avenue lies within in Permit Area "A", it needs not satisfy any minimum parking occupancy thresholds other prospective permit parking areas are subjected to. Therefore, a petition was circulated without a parking occupancy analysis being conducted. Staff provided a petition form to the applicant, with instructions to make a good faith effort to contact all the addresses identified thereon. The results of the petition are shown in the table below: In Favor Opposed Unsigned Total 7 0 0 Percentage 100% 0% 0 Analvsis In order for staff to recommend permit parking be implemented, no less than a 55% majority of the affected residents must support the proposal. As discussed above, 100% of the residents on the affected block are in favor of the parking permit program. Therefore, the petition meets the minimum requirements. If approved, parking permits will be issued to residents only. Participation in the permit program is voluntary; however, after implementation, any vehicle parked on the street without a permit can be cited by the Orange Police Department. Recommendation Staff respectfully recommends that the Traffic Commission approve the request for permit parking on the 500 Block of East Maple Avenue and forward to the City Council for final approval. The proponent and all residents and businesses within 300 feet of the study area were notified of the Traffic Commission Meeting. 7.
