Notice to Public:
If you are interested in addressing the Design Review Committee on any item,
please fill out your full name and address on a gray card provided at the meeting
and submit the completed card to the Chair. The Design Review Committee
Chair will call your name and allow you to speak when the item is considered.
When you speak to the Design Review Committee, state your full name and
address for the record. Members of the public must direct their questions to the
Chair and not to other members of the Committee, the staff, the applicant, or the
audience. Speaking time is limited to three (3) minutes per person, so please
organize your comments accordingly.
The Chair will:

2. Receive the staff report
3. Receive the applicant’s presentation
4. Receive public input
5. Lead Committee discussion and determination
NOTE: Any Public Record that is distributed less than 72 hours prior to the
Design Review Committee meeting will be made available at the Design
Review Committee meeting and at the City Clerk’s office counter at City Hall,
300 E. Chapman Avenue, Orange, CA 92866.

All matters that are listed under the Consent Calendar are considered to be routine by the Design
Review Committee and will be enacted by one motion. There will be no separate discussion of
said items unless members of the Design Review Committee, staff, or the public request specific
items to be removed from the Consent Calendar for separate action.

3.1 DESIGN REVIEW NO. 4909-17 – CHICK-FIL-A
A proposal to demolish an existing 8,579 square-foot structure and construct a one-
story, 4,527 square-foot Chick-fil-A restaurant building with a double drive-thru lane
and associated surface parking, landscaping, and utilities.

3.2 DESIGN REVIEW NO. 4924-17 – ARCHITECTS ORANGE STAIRS AND PATIO
Final determination on the paint color for new metal structures at the rear of two
historic buildings. The project for replacement of an exterior stair and remodeling of
outdoor patios was approved by the Design Review Committee on November 6, 2019.

3.3 DESIGN REVIEW NO. 4986-19 – ROD’S LIQUOR CONVERSION
Final determination regarding design features for a project to convert Rod’s Liquor,
an existing convenience store, to a restaurant. The project was approved by the
Design Review Committee on November 6, 2019.

3.4 DESIGN REVIEW NO. 4984-19 – BUCKNER RESIDENCE
Preliminary review for a proposal to construct a 1,527 square foot habitable basement
under an existing historic single-family residence.

4. ADJOURNMENT:
The regular meeting scheduled for Wednesday, January 1, 2020 has been canceled. The
next regular meeting is scheduled for January 15, 2020 at 5:30 p.m. in the Council
Chamber.
APPEAL PROCEDURE
Any final determination by the Design Review Committee may be appealed, and such appeal must be filed
within 15 calendar days after the action is taken. This appeal shall be made in written form to the Community
Development Department, accompanied by an initial appeal deposit fee of $1,000.00.
The Community Development Department, upon filing of said appeal, will set petition for public hearing before
the City Planning Commission at the earliest possible date.
If you challenge any City of Orange decision in court, you may be limited to raising only those issues you or
someone else raised at the public meeting described on this agenda, or in a written correspondence delivered to
the Design Review Committee at, or prior to, the public meeting.
