ABSENT: Chair McDermott. FLAG SALUTE: Committee Member McCormack led the flag salute. PUBLIC PARTICIPATION: Opportunity for Members of the public to address the Design Review Committee (DRC) on matters not listed on the Agenda. There were no speakers. CONSENT ITEMS: (1) APPROVAL OF MINUTES: October 16, 2019 A motion was made to approve the October 16, 2019 minutes as written. MOTION: Imboden SECOND: Fox AYES: McCormack, Fox, Skorpanich, and Imboden NOES: None ABSENT: McDermott MOTION CARRIED DESIGN REVIEW COMMITTEE MINUTES November 6, 2019 Page 2 of 6 AGENDA ITEMS: Continued Items: (2) DESIGN REVIEW NO. 4980-19 – CAESAR RESIDENCE  A proposal to construct a new detached Accessory Dwelling Unit (ADU) behind an existing single-family residence. The property is a contributing historic resource within the Old Towne Historic District. The proposal was continued by the DRC on September 5, 2019 and October 16, 2019.  166 N. Cambridge Street  Staff Contact: Kelly Ribuffo, (714) 744-7223, kribuffo@cityoforange.org  DRC Action: Final Determination Kelly Ribuffo, Associate Planner, provided an overview of the project consistent with the staff report, focusing on the changes made since the Committee’s review at the October 16, 2019 meeting. Vice Chair Skorpanich opened the public comment portion of the meeting. Tony Trabucco, representing the Old Towne Preservation Association, spoke in opposition of the project. There were no other speakers; the public comment was closed. The Committee had additional comments and questions on the following:  The existing unit count based on public comment.  The calculation of useable open space in relation to setback areas.  The limited separation between the two buildings.  Design options for the parking area and adjacent patio area. Committee Member Fox made a motion to approve Design Review No. 4980-19 – Caesar Residence based on the findings and conditions in the staff report with the additional condition prohibiting parking in the open space area between the two units, and that the site plan return to the DRC for final approval prior to issuance of building permit. (3) DESIGN REVIEW NO. 4898-17 – SHELL STATION AND CAR WASH  A proposal to refurbish an existing full service gas station, including the conversion of existing service bays to convenience store area, expansion of the convenience store building, sale of beer and wine for off-site consumption, construction and operation of a new 2,600 sq. ft. drive-through automatic car wash building, and related site improvements.  2640-2658 N. Shiv Talwar, project architect, and Surinder Multani, project owner, spoke on behalf of the project. Vice Chair Skorpanich opened the public comment portion of the meeting. There were no speakers; the public comment was closed. The Committee had additional comments and questions on the following:  The representation of the height of the retaining wall behind the trash enclosure on the grading plan.  Plan discrepancies and internal inconsistencies.  Concerns about how the architecture meets the ground plane, especially where the car wash meets the slope.  The quantity, type, and size of trees that were selected.  Concerns that on-site circulation is overly constrained.  The need for the project design to reflect the topography, particularly from the West.  The Committee would like to see a finished grading plan with the site plan laid over it in order to see the final elevation. Committee Member Imboden made a motion to continue the item. SECOND: McCormack AYES: McCormack, Skorpanich, Imboden and Fox NOES: None ABSENT: McDermott MOTION CARRIED New Agenda Items: (4) DESIGN REVIEW NO. 4986-19 – ROD’S LIQUOR CONVERSION  A proposal to convert Rod’s Liquor, an existing convenience store, to a restaurant. The building is a contributing historic resource in the Plaza Historic District. A preliminary review for the project was held on September 18, 2019.  118 W. There were no other speakers; the public comment was closed. Committee Member Imboden disclosed he met with the applicant. The Committee had comments and questions on the following:  Proposed materials, setback of and type of rollup doors and glazing above the doors.  Height differentiation and design of the side railing/gate.  Material of lintels.  The prism glass needs to be restored by a conservator who has historic knowledge.  Conflict on plans regarding floataway doors.  How the new brick will be placed to show that it is new, compared to the original historic brick.  The ground plane identifying the gas pumps is an important part of history and should be preserved.  Alignment of the mullions with the transom windows up above.  Committee needs to be informed about any treatment of portions that will be removed and replaced to ensure compliance with the Secretary of Interior Standards.  Committee is concerned about preserving the façade and then having it covered with shading material that doesn't meet the design standards. Shading solutions should be considered from the beginning.  The Committee needs to see the material board, light fixture cut sheet and shading options before approving the project.  The Committee would like to see old wall murals or historic content preserved if any are uncovered during restoration. Jeff Rabbitt explained the applicant’s intent of the prism glass, garage door materials, height of the railing, integration of new brick and window shading. Committee Member Fox made a motion to approve Design Review No. 4986-19 and Minor Site Plan Review No. 0987-19 – Rod's Liquor Conversion based on the findings and conditions in the staff report with the following additional conditions:  Rollup doors on Olive Street shall be solid wood and panelized per applicant's discretion.  The patio gate on Olive Street shall be lowered to match the new railing height.  Glazing on the Chapman Avenue storefront below the existing transom window that is to remain shall have its mullions aligned with the mullion of the transom.  Prior to issuance of a building permit, the following shall return to the DRC: o Color and materials board, including a sample of the brick, door and window frame material and finish, patio floor material and texture, and metal finishes, including the railing o Brick cap detail on bulkhead o Door frame and window details o Light fixture cut sheets DESIGN REVIEW COMMITTEE MINUTES November 6, 2019 Page 5 of 6  A conservator-level specification shall be provided for the treatment of the historic prism glass transom at the time the project returns to the DRC.  A conservator-level specification for the treatment of the historic brick shall be provided at the time the project returns to the DRC. Recommendations:  The applicant shall strive to preserve, as part of the design, any historic signage found inside the building. SECOND: Imboden AYES: McCormack, Skorpanich, Imboden and Fox NOES: None ABSENT: McDermott MOTION CARRIED Recess: 8:34 p.m. – 8:44 p.m. (5) DESIGN REVIEW NO. 4924-17 – ARCHITECTS ORANGE STAIRS AND PATIO  A proposal to replace an existing exterior stair and remodel outdoor patios at the rear of two historic buildings in the Plaza Historic District.  144 N. Orange Street and 141-149 N. Glassell Street, Plaza Historic District  Staff Contact: Marissa Moshier, (714) 744-7243, mmoshier@cityoforange.org  DRC Action: Final Determination Marissa Moshier, Historic Preservation Planner, provided an overview of the project consistent with the staff report. Vice Chair Skorpanich opened the public comment portion of the meeting. Tony Trabucco, representing the Old Towne Preservation Association, asked the Committee to address the painted sign on the building. There were no other speakers; the public comment was closed. The Committee had comments and questions on the following:  Signage which will return at a later date for approval.  Awning material and color.  Type of trees, size and recommendations for alternative type of trees, caution is needed when selecting Date Palm trees.  Recommended finding an alternative for string lighting.  The brightness of the white stairs; it would be preferable to have a softer color.  Consider removing asphalt and replacing it with ground pavers.  4x4" moduline pavers may not be available; considered 5" melville plank. Committee Member McCormack made a motion to approve Design Review No. 4924-17 and Minor Site Plan Review No. 0916-17 – Architects Orange Stairs and Patio subject to the findings and conditions in the staff report, with recommendations made by Committee Member McCormack DESIGN REVIEW COMMITTEE MINUTES November 6, 2019 Page 6 of 6 during the discussion, and with an additional condition that the white paint for the metal structure shall return to the Committee prior to issuance of a building permit.
