MEETING MINUTES AUGUST 27, 2019
The City Council of the City of Orange, California convened on August 27, 2019, at 5:00 p.m. in
an Adjourned Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
5:00 P.M. SESSION
1. ROLL CALL
PRESENT —Alvarez, Murphy, Nichols, Monaco
ABSENT —None
2.ORAL COMMUNICATIONS—None
3. RECESS TO CLOSED SESSION—The City Council recessed to Closed Session at 5:00
p.m. with all Members present to discuss the following
a. Conference with Legal Counsel — Existing litigation pursuant to Government Code
Section 54956.9(a) & (d)(1).
1) Case: Southwest Voter Registration Education Project, et al. v. Ciry of Orange,
California, Orange County Superior Court
b. Conference with Legal Counsel—Anticipated litigation pursuant to(Government Code
Section 54956.9(d)(2)-(4).
c. Conference with Labor Negotiator pursuant to Government Code Section 54957.6:
City Negotiators: Rick Otto, City Manager; Gary Sheatz, City Attorney.
Employee Organizations: Orange Maintenance and Crafts Employees' Association,
Orange Municipal Employees' Association, Orange Management Association, Water
Division Employees' Association.
4. ADJOURN TO REGULAR MEETING —At 6:00 p.m. the City Council adjourned the
Closed Session to an Adjourned Regular Meeting on Tuesday, August 27, 2019, in the
Council Chamber.

1. OPENING
This Adjourned Regular Meeting of the Orange City Council was called to order by Mayor
Murphy at 6:06 p.m.
1.1 INVOCATION
Given by Reverend Mark Siegert from St. John's Lutheran Church.
1.2 PLEDGE OF ALLEGIANCE TO THE FLAG
Led by Councilmember Chip Monaco.

Memorial adjournment for Stan Gabel.

Brian Wenzel — spoke regarding a dangerous pit bull in his neighborhood and his
frustration with the City's response.

11. PUBLIC HEARINGS
11.1 Public hearing pursuant to Elections Code section 10010(a)(2) to receive public
comment regarding the content of the draft City Council districting maps published
on August 20,2019,and the Proposed Election Rotation schedule.(Public hearing will
not commence before 6:05 P.M.) (E1100.0)
Time set for a public hearing pursuant to Elections Code section 10010(a)(2) to receive
public comment regarding the content of the draft City Council districting maps published
on August 20, 2019, and the Proposed Election Rotation schedule.
Dr. Justin Levitt, National Demographics Corporation (NDC), presented a series of draft
district maps submitted by the public as well as those prepared by NDC.
Mayor Murphy opened the Public Hearing.
Public S epakers:
Reggie Mundekis — spoke in support of map 118, 115, and 116 as they do not split the
Presidential Tract neighborhood.
Gregory Pleasants—spoke in support of map 105 and 106.
Luis Ortiz-Franco—spoke in support of map 105 and 106.
AJ Ricci-spoke in support of map 110 and 120.
Arianna Barrios—spoke in support of map 101, 103, 104, 113, 120, and 122.
Theresa Sears—spoke in support of map 122.
Laura Thomas —spoke in support of map 122 and expressed concerns with the maps that
split the OPA neighborhood.
Bonnie Robinson—spoke in support of map 105 and 106 with modifications so as not to
split the OPA neighborhood.
Mayor Murphy closed the Public Hearing.

11. PUBLIC HEARINGS (Continued)
Council discussed the differences in the maps and concurred that map 122 was the closest
to meeting the requirements of the lawsuit.
Council selected maps 122, 106,and 110 as focus maps for further discussion,and directed
NDC to modify the maps by preserving the neighborhoods as discussed and incorporating
the comments from the public speakers using map 122 as the starting point. Revised maps
will be accepted until September 3, 2019.
12. ADJOURNMENT—There being no further business, the meeting was adjourned at 7:25
p.m. in Memory of Stan Gabel.
The next Regular City Council Meeting will be held on Tuesday, September 10, 2019, at
6:00 p.m.in the Council Chamber,with Closed Session beginning at 5:00 p.m.if necessary.
