SUMMARY This request is to provide sight distance at the above noted locations. 3. RECOMMENDED ACTION 1. Approve the installation of 20' of red curb plus the curb returns at the intersections of Culver Ave. and Lilac Ln., Culver Ave. and Plum Ln., and Orchard Ave. and Flower St. 2. Deny the installation of red curb markings at Orchard Ave. and Lilac Ln., Orchard Ave. and Plum Ln. and in front of 414 Lilac Lane. 4. FISCAL IMPACT The total expenditure for the project is $500 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263). 5. DISCUSSION AND BACKGROUND Mr. Gary Huntley of Lilac Lane is asking for red curb markings at five intersections in his neighborhood as well as in front of his house. The basis for the request is to provide sight distance at these locations. ITEM 2 � 11/13/2019 Both Culver Avenue and Flower Street se'rve as local collector streets in the study area. Both streets have an estimated daily traffic volume of 3,000 vehicles. There are several high density residential developments on Culver Avenue and Flower Street adjacent to the study area. There is a rather high demand for on street parking on both Culver Avenue and Flower Street. Vehicles often park into the curb returns at Orchard Ave. and Flower Street, Plum Lane and Culver Ave. and Lilac Lane and Culver Ave. Lilac Lane, Plum Lane and Orchard Avenue have very light traffic volumes and the demand for on street parking is reduced. Staff has observed vehicles parking around the curb returns at Lilac Lane and Orchard Avenue in the evening hours even though there were a number of legal parking spaces within the area that could be utilized. Our records indicate that there are no reported accidents at any of the five intersections in the past three year period. Mr. Huntley's house is located just south of Culver Avenue and he is impacted by the parking demands on Culver Avenue. However painting red curb adjacent to his driveway would move at least one vehicle further into the neighborhood. Again there are no reports of accidents in the area and there are no other driveways with red curb on Lilac Lane. Recommendation Based on our observations the streets that intersect Flower Street and Culver Avenue should have some red curb to provide some sight distance for motorists. Given the lack of an accident history and low traffic volumes, the two intersections that are within the neighborhood as well as the proponent's driveway should not have red curb. It is therefore Staff's recommendation the Traffic Commission take the following action: 3. I am a resident in the City of Orange and was referred to you about having curbs in our neighborhood painted red. The area has a high density of condos and apaitments where people are parking so close to the intersections that it is causing a significant safety hazard. Cars have to pull well into intersections before being able to see well enough to make a turn safely. Also there is a assisted living center on Culver, Fountain assisted living, that people park right up to the driveway openings, also causing a safety issue as cars cannot see trying to exit the facility. The intersections I would like to see the curbs painted red are Culver and Lilac Ln, Culver and Palm, Lilac Ln and Orchard, Palm and Orchard, Orchard and Flower and Culver and Flower. Also if possible, I live at 414 S Lilac Ln and would like to have 10 feet of my curb north of my driveway painted red. High profile vehicle often park at or near the edge of my driveway making it unsafe to back out. Many times cars coming from Culver onto Li�ac Ln start to accelerate when making the turn and have to stop abruptly because they cannot see us backing out. The last area of concern is where the fire hydrants are near these intersections. The curbs need to be painted red there is well.
