SUBJECT Request to remove the red curb from the outside of the turn at Palmyra Avenue and Flower Street. 2. SUMMARY This request is to provide additional on street parking for the residents of the area. 3. RECOMMENDED ACTION Approve the removal of 132 ft. of red curb on the outside of the Palmyra Ave./ Flower St. turn provided there are no strong objections from the adjacent apartments. 4. FISCAL IMPACT The total expenditure for the project is $ 500 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263). 5. STRATEGIC PLAN GOALS Goal 1: Provide for a safe community b. Provide and maintain infrastructure necessary to ensure the safety of the public. 6. DISCUSSION AND BACKGROUND The basis for this request from Mr. Subrebost is to provide additional on street parking spaces for the residents living in the subject area. The existing red curb was approved by the Traffic Commission on May 9, 1984 as a Consent Calendar Item. Existinq Conditions Currently there is approximately 152 ft. of red curb on the outside of the Palmyra Ave.- Flower St. Turn and 100 ft. on the inside. The lane width on the outside of the turn is 54 ft. at the apex of the Turn or "knuckle" and only 18 ft. wide on the inside of the turn. This is a high density residential area, on street parking in the subject area is in high demand. Most of the red curb could be removed from the outside portion of the turn without ITEM 1 � 11/13/2019 negatively impacting traffic safety. This would provide an additional five to six parallel parking spaces. Staff does not support the removal of red curb from the inside of the turn because the narrower lane width could increase the potential for side swipe accidents. Recommendation Removing the red curb from the outside of the Palmyra Ave. — Flower St. turn would free up additional parking spaces. This will not solve the parking issues in the subject area but the additional parking spaces may help. Some red curb should remain on the west side of the driveway serving the apartments at 2151 W. Palmyra Ave. for sight distance. Staff therefore recommends that the Traffic Commission approve the removal of 137 ft. of red curb from the outside of the turn leaving 15 ft. of red curb adjacent to the driveway at 2151 W. Palmyra Avenue. The proponent as well as the residents living within 300 ft. of the subject area were notified of the Traffic Commission Meeting. 7. Palmyra Ave. east- west to north-south corner cw•b. Both the inner and outer curbs on that West Palmyra Ave. would be nice to change to allowable parking, I believe I only originally mentioned the larger radius corner curb.. Another interesting parallel is that at W. Palmyra Ave. and S. Lime St. has a similar street curve as our area of W. Palmyra Ave., yet their corner curbs are allowed to park(see below). That area is all low density(high acreage homes), while our area is all high density apartments and condominiums where street parking is very limited (no driveways).
