Regular City Council meetings are held on the second Tuesday of each month at 6:00 p.m. Agenda Information This agenda contains a brief general description of each item to be considered. The Agenda and supporting documentation is available after 4:00 p.m.on the Thursday prior to the Council meeting at the City Clerk's Office located at City Hall, 300 E. Chapman Avenue, Orange, during regular business hours, 7:30 a.m. —5:30 p.m. Monday through Thursday, and alternating Fridays, as well as on the City's Website www.cityoforange.org. Any documents received after the agenda packet distribution are available at the Council meeting and City Clerk Office counter. Information may be obtained by calling the City Clerk's Office at(714)744-5500. Public Testimony Pursuant to Government Code Section 54954.3, the public may comment on any agenda item before or during consideration by the City Council, and on any other matters under the Council's jurisdiction. Applicants making presentations to the Council on agenda items are given sufficient time to address the Council and are also provided an opportunity to address questions from the public. The public is then allowed up to three (3) minutes to speak on that specific agenda item. General public comments are on the agenda under the Public Comments section at the beginning of the 6:00 p.m. Session. In accordance with Ordinance No. 10-01 any person making personal, impertinent, slanderous or profane remarks or who becomes boisterous while addressing the Council shall, by the presiding officer, be barred from further audience before the Council, unless pernussion to continue is granted by a majority vote of the Council. Members of the public are advised that all pagers, cellular telephones and any other communication devices are to be turned off upon entering the City Council Chamber. LEGAL AFFAIRS 9.1 Adoption of the 2019 Edition of the California Building Standards Code amending Title 15 of the Orange Municipal Code. Recommended Action: 1) Approve Resolution No. 11186. A Resolution of the City Council of the City of Orange setting forth findings with respect to local conditions within the City of Orange justifying modifications and changes to the 2019 Editions of the California Building Standards Code. 2) Introduce Ordinance No. 10-19 for First Reading. An Ordinance of the City Council of the City of Orange amending Title 15 of the Orange Municipal Code adopting and amending the 2019 Editions of the California Codes and Related Model Codes with Appendices, relating to the Building Codes 3) Set the November 12, 2019, Regular City Council meeting as the time and place for the Public Hearing and Second Reading and adoption. PUBLIC HEARINGS 11.1 Continued Public hearing pursuant to Elections Code section 10010(a)(2) to receive public comment regarding the content of amended City Council districting maps published on October 15, 2019, and consider the introduction and first reading of Ordinance No.06-19 an ordinance of the City Council of the City of Orange amending Title 2 of the Orange Municipal Code by adding Chapter 2.02 to establish a by-district election system for City Council members in six council districts with a separately elected Mayor pursuant to California Elections Code § 10010 & California Government Code §§ 34871(c) & 34886. (Continued from 9-10-2019) Time set for a public hearing to consider approval of an ordinance establishing a by-district election system. Recommended Action: 1) Review amended maps and select final map reflecting electoral districts; 2) Designate Rotation of Elections in the Districts and Term of Office as follows: A. Councilmembers shall be elected in Council Districts _, , _, and _ beginning at the General Municipal Election in November 2020, and every four years thereafter, except as provided in Subdivision (B) below. B. The City Council shall, on a one-time basis only and prior to the first day for circulating nomination papers for the General Municipal Election in November 2020, designate the candidate elected from one of Council Districts and , to serve a two-year term. C. Councilmembers shall be elected in Council Districts _ and _, and in the district designated for a two-year term as provided in subdivision (B), beginning at the General Municipal Election in November 2022, and every four years thereafter; and 3) Introduction and First reading of Ordinance No. 06-19 an ordinance of the City Council of the City of Orange amending Title 2 of the Orange Municipal Code by adding Chapter 2.02 to establish a By-District Election System for City Council members in six council districts with a separately elected Mayor pursuant to California Elections Code § 10010 & California Government Code §§ 34871(c) & 34886. PUBLIC HEARINGS (Continued) 11.2 Continued Public Hearing for General plan amendment No.2018-0001,Zone Change No. 1286-18, Development Agreement No. 005-18, and Environmental Review No. 1857-18 approving the Trails at Santiago Creek Project,a development of 128 single- family detached homes on 40.7 acres and leaving approximately 68.5 acres for open space located at 6145 East Santiago Canyon Road. (Continued from 9-24-2019) Time set for a public hearing to consider approval of General plan amendment No. 2018- 0001, Zone Change No. 1286-18, Development Agreement No. 005-18, and Environmental Review No. 1857-18. Recommended Action: 1) Approve Ordinance No. 07-19 for First Reading. An Ordinance of the City Council of the City of Orange approving Zone Change No. 1286-18, changing the zoning from Sand and Gravel (S-G) and Single Family Residentia18,000 square feet minimum (R- 1-8) to Specific Plan (SP) consisting of Single Family Residential R-1-8 and R-1-10, and Open Space, and adopting the Trails at 5antiago Creek specific plan on a site commonly referred to as Sully Miller located at 6145 East Santiago Canyon Road, previously identified as 6118 East Santiago Canyon Road. 2) Approve Ordinance No. 08-19 for First Reading. An Ordinance of the City Council of the City of Orange approving Development Agreement No. 0005-18 for the Trails at Santiago Creek Project, on a site commonly referred to as Sully Miller located at 6145 East Santiago Canyon Road,previously identified as 6118 East 5antiago Canyon Road. 3) Approve Resolution No. 11187.A Resolution of the City Council of the City of Orange A) Certifying the adequacy of Final Environmental Impact Report No. 1857-18 (SCH No. 2017031020), (B) Adopting Findings of Fact, (C) Adopting a Statement of Overriding Considerations, (D) Adopting a Mitigation Monitoring and Reporting Program, (E) Imposing other project related conditions for related project entitlements for the construction of 128 new detached single-family residences and approximately 68.5 acres of open space on a site commonly referred to as 5ully Miller,located at 6145 East Santiago Canyon Road,previously identified as 6118 East Santiago Canyon Road. 4) Approve Resolution No. 11188.A Resolution of the City Council of the City of Orange approving General Plan Amendment No. 2018-0001, a request to change the general plan designation of an approximately 109.2 acre site from Low Density Residential LDR) (approximately 15.4 acres), Resource Area (RA) (approximately 77.3 acres), and Open Space (OS) (approximately 16.5 acres) to Low Density Residential (LDR) approximately 40.7 acres), and Open Space (OS) (approximately 68.5 acres) on a site commonly referred to as Sully Miller, located at 6145 East Santiago Canyon Road, previously identified as 6118 East Santiago Canyon Road. 12.
