AGENDA ITEMS:
Continued Items:
(1) Design Review No. 4855-16 – ORANGE SKY VILLAS
A proposal to demolish an existing single-family residence and related accessory structures in
order to construct a 23-unit senior apartment building. This is the second review by the
Design Review Committee.

DRC Action: Recommendation to the Planning Commission
Anna Pehoushek, Assistant Community Development Director, provided an overview of the project
consistent with the staff report.
Seimone Jurjis, applicant and Darian Radac, project architect spoke on behalf of the project and
explained changes to the width of the garage, line of sight, and landscape plan.
Peter Duarte, landscape architect, explained the landscaping and the amenities that will be provided.
Chair McDermott opened the public comment portion of the meeting.
There were no speakers.
The Committee had comments and questions on the following:
Distance between the property line and the existing building to the south and the close
proximity of the property line wall to the building.
The bio retention basin's:
o Depth, size, and placement
o Options to remove the guardrail/fence
o Grade and sustainability of the soil
o Drainage
o Need for a more creative solution
The height, distance and length of time for the trees to mature on the south may not provide
enough privacy for the residential neighbors in the interim.
Other color options instead of the proposed white paint on the interior of the garage.
Preferably use diffused glass in the window next to the garage entrance.
The side yard fences should stop at the front building setback.
Material callouts are needed on all of the elevations.
The elevators/stairs are not located in the same place on each floor.
Front columns in the garage should be painted the same color as the exterior finish.
Concerns with the oblique view into the neighbor's backyard from the second floor deck.
The project cannot rely on trees or buildings that are on the other properties for screening.
Trees on the south and west edge should be planted closer together and preferably be 24 inch
boxes.

Water will tend to pool within the retention basin on the south side; therefore plants will
perform differently.
Festival lighting will be hovering over the yards behind the project and is not a good option
for the second floor deck.
Committee Member Fox made a motion to recommend approval to the Planning Commission for
Design Review No. 4855-16 – Orange Sky Villas based on the findings and conditions in the staff
report with the additional conditions as follows:
Materials shall be called out on all elevations prior to plan check submittal to the Building
Department.
The property line fences on the side yards shall be cut back to the point of the building front
setback.
Diffused glass shall be used in the storefront portion of the east façade of the garage and for
the entire deck rail on the podium.
A lighting plan shall return to the DRC prior to the issuance of building permits.
A landscape plan shall return to the DRC prior to issuance of building permits.
A finish color other than white inside the entry to the garage shall return to the DRC before
issuance of the building permit and once it has been vetted through the Police Department.
Lighting and landscape plans shall incorporate comments made during this meeting.
Mr. Jurjis agreed with all the conditions of approval.
Committee Member Fox added an additional condition:
The location and cut sheet for the garage light that will be visible from the street shall return
to the DRC.

(2) Design Review No. 4975-19 – MALLOY GARAGE
A proposal to demolish an existing garage and construct a new two-car garage with attached
covered patio for a single-family residence. The existing house and garage are non-
contributors to the Old Towne Historic District.

Marissa Moshier, Historic Preservation Planner, provided historic background and report of previous
alterations that were done on the property with an overview of the project consistent with the staff
report.
Bryce Hove, project architect, and Michelle Malloy, applicant, spoke on behalf of the project.
Jeff Frankel, representing the Old Towne Preservation Association, spoke in opposition to the
request.
The Committee had comments and questions on the following:
The height of the new garage compared to the neighbor to the north and south.
The garage should not block the primary structure.
The height, design elements, placement on the property and compatibility with surrounding
historic properties are not in compliance with the Old Towne Design Standards.
The DRC recommended denial on the previously proposed garage due to roof pitch and this
project does not address those prior comments.
The Committee would consider a design if it were low-profile and not oversized.
The property is already an anomaly in terms of the historic development patterns and this
proposal makes it more of an anomaly.
The Committee cannot make the required findings to approve the project.
The applicant needs to return with a more sympathetic, low-profile garage that is further
from the street.
Ms. Moshier explained a continuance versus a denial for the benefit of the applicant.
Chair McDermott explained the appeal process to the applicant.
Mrs. Malloy asked for a continuance in order to redesign the project.
Committee Member Skorpanich made a motion to continue Design Review No. 4975–19 - Malloy
Garage to a date uncertain in order to allow the applicant to revise the plans per the Committee's
comments.

(3) Design Review No. 4972-19 – RUPPE RESIDENCE
Final determination regarding the site plan and window framing details for an addition to an
existing single-family residence. The property is a contributing historic resource within the
Old Towne Historic District. The project was approved by the Design Review Committee on
August 7, 2019.

Kelly Ribuffo, Associate Planner, provided an overview of the project consistent with the staff
report.
Carrie Piscotty, representative for the applicant, provided a brief explanation of the revisions that
were made to the project.
The Committee had comments and questions on the following:
Corrections to several notes on the plans.
The Building Official's approach to the rear setback for the garage.
Recommendations to solve the irregularity and difficulties with the curvature of the ribbon
driveway; Committee Member McCormack provided a drawing with a possible solution for
the applicant.
Importance of ensuring the concrete driveway ribbons are at least six inches thick.
The finish of the plaster on the addition.
Committee Member Imboden made a motion to approve Design Review No. 4972 – 19 Ruppe
Residence per the findings and conditions in the staff report with the following recommendations:
If the applicant so chooses, they may install a solid concrete area in front of the garage
behind the rear corner of the house.
Keynote 8 on Sheet A 3.10: change the plaster specifications to state that the plaster on the
addition shall match the existing irregular trowel sand finish without the gouge treatment.
Keynote 15 on Sheet A 1.10: recommend that the thickness of the concrete used in the ribbon
driveway be a minimum of 6 inches.
Correct error on Keynote 22 on A 23.1., which does not point to the canvas awning to be
demolished.
The note on Detail 7 on Sheet A5.10 shall be changed from “roof rafters per structural
drawings” to “rafter tails shall match depth and profile of existing rafter tails”.
