A Resolution of the City Council of the City of Orange amending the Master Schedule of
Fees and Charges to adjust Ground Amublance Transportation Rates
2. SUMMARY
Emergency Ground Ambulance Transportation rates for Orange have been kept
consistent with those approved by the Orange County Board of Supervisors. The Orange
County Health Care Agency has made an annual adjustment, effective July 1, using an
approved methodology. Staff recommends City Council adopt the new rates for the City
of Orange effective August 1, 2019.

4. FISCAL IMPACT
The ground ambulance transportation rate changes will result in an approximate increase
of $285,300 in additional revenue to the Emergency Transport Program Fund (125).

6. DISCUSSION AND BACKGROUND
On August 8, 2017 the Orange County Board of Supervisors (BOS) passed Resolution
No. 17-094 which adopted methodology for future rate changes and authorized the
Orange County Health Care Agency (HCA) to make an annual adjustment effective July
1 of each year. The BOS have determined maximum rates relative to emergency
ground ambulance transportation by private ambulance service providers.
The new rates, effective July 1, 2019, include a 9.1% increase in the Emergency
Transportation Base Rate to reflect the economic effects of the minimum wage

increase. The change also applies a 3.8% increase to Mileage, Oxygen, and
Expendable Medical Supplies based on the Los-Angeles-Long Beach-Anaheim "all-
item" Consumer Price Index.
As with other EMS providers within the county, The Orange Fire Department's operating
costs continue to rise, and we repeatedly experience a shortfall in reimbursements for
emergency ground transportation. The Ambulance Transport Program will never fully
recover all costs due to complexities with insurance billing. This rate change is justified
to increase the cost recovery associated with serving the community. The Fire
Department recommends updating our transport fees to remain consistent with those of
other ambulance providers throughout Orange County, as well as, to help offset rising
costs of supplies, fuel, labor and other operational costs.

Based upon the revenue from emergency transports performed thus far in FY 2019, the
proposed ground ambulance transportation rate changes should result in an increase of
approximately $285,300 in additional revenue to the Emergency Transport Program
Fund (125) when adjusting for our average collection rate of 30%.

RESOLUTION NO. 11174
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING THE MASTER
SCHEDULE OF FEES AND CHARGES TO ADJUST
EMERGENCY MEDICAL SERVICES AND GROUND
AMBULANCE TRANSPORTATION RATES.
WHEREAS, pursuant to Chapter 3.10 of the Orange Municipal Code, the City
Council has established and maintained a Master Schedule of Fees and Charges, consisting
of fees and charges for services provided by the City to persons using such services; and
WHEREAS, in accordance with Chapter 3.10 of the Orange Municipal Code, the
Master Schedule of Fees and Charges has been periodically amended and revised from
time to time by the City Council; the last time being December 12, 2017 when Resolution
No. 11047 was adopted by the City Council; and
WHEREAS, the City Council hereby finds and determines that the Master
Schedule of Fees and Charges should be amended, in part, in order to reflect the true cost
of services provided by the City in connection with emergency medical services and ground
ambulance transportation services and to conform to the same rate structure recently
adopted by the Orange County Health Care Agency.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Orange as follows:
1. The Master Schedule of Fees and Charges is hereby amended and
Attachment "A" to this Resolution is hereby adopted, modifying the Master Schedule of
Fees and Charges to provide for the inclusion of the various of fees for emergency ground
ambulance transportation services chargeable by the City of Orange, as more particularly
described in Attachment"A".
2. The City Council finds that the fees set forth in Attachment "A" do not
exceed the reasonable cost of services provided by the City in connection with the
provision of emergency ground ambulance transportation services.
3. The fees listed in Attachment"A" shall be effective August 1, 2019.
4. If the fees set forth in this Resolution or the application thereof to any person
or circumstance is held to be unconstitutional or otherwise invalid by any court of
competent jurisdiction, such invalidity shall not affect any other fee, charge, or rate, or
application thereof, which can be implemented without the invalid fee, charge, or rate, or
application thereof, and to this end the fees, charges and rates of this Resolution are
declared to be severable.
