1 . SUBJECT
Purchase of one fire apparatus vehicle for the Orange City Fire Department.
2. SUMMARY
Purchase of Fire Apparatus for the Orange City Fire Department from South Coast Fire
Equipment, located in Ontario, CA through a Cooperative Purchasing Agreement.
3. RECOMMENDED ACTION
1. Authorize the purchase of a one-piece Fire Apparatus for the Orange City Fire
Department from Pierce Manufacturing, located in Appleton, Wisconsin, in the amount —"
of$881,495.
2. Authorize the purchase of equipment and supplies needed to outfit Fire Apparatus
from various vendors (lowest qualified bidder) in the amount of$149,328.
3. Authorize the replaced Pumper, Unit 1229 a 2000 Seagrave (74k miles) to be rotated
in as a Best of Used Reserve Unit; and the donation of Unit 30-1144 a 1997 Seagrave
pumper with 145k miles to Santa Ana College Fire Academy.
4. FISCAL IMPACT
The total expenditure for this purchase is $1,030,823 and will be funded through:
Equipment Replacement (720) $ 974,122
Fire Facility Fees (560) 34,086
EMT Transport Fund (125) 22,615
Total $1,030,823

6. DISCUSSION AND BACKGROUND
After review of the current vehicle replacement list, it was determined that the purchase
of one replacement fire engine (Pierce Pumper) is needed. This vehicle has been placed
on the approved vehicle replacement list in fiscal year 2019-2020 (FY20). Ancillary
equipment and communications outfitting is also needed. Additional funds have been set
aside within the budget for this equipment and installation will be perFormed by Public
Works Fleet Services and the Orange City Fire Department (OFD).
The purchase of one Fire Engine for OFD, will be completed using a Cooperative
Purchasing Agreement (CPA) with the Houston-Galveston Area Council (HGACBuy),
Contract No. FS12-15 through South Coast Fire Equipment (SCFE), in Ontario,
California. SCFE is the local Pierce Manufacturing representative.
South Coast Fire Equipment - Pierce Manufacturing:

Cummings Engine - 10 year extended warranty (included)
Pre-wire inputs to front & side scene lights (included)
Other Vendors/Suppliers used for outFitting of Apparatus:

OFD Communications Equipment $ 34,086
OFD Paramedic Medical Supplies $ 22,615
The Fire Engine (pumper) to be replaced is Unit 1229, a 2000 Seagrave with 75k miles.
Unit 1229 will be rotated in as a Best of Used Reserve Unit replacing Unit 1144. Orange
Fire Department recommends that Unit 1144 (145k miles) a 1997 Seagrave be donated
to Santa Ana College for use by their Fire Academy Program.
Specifications, cost sheets, and the H-GAC Buy Contract No. FS12-17 are available for
public review in the City of Orange Finance Department.
