SUBJECT Reinstatement of two frozen positions for the Fiscal Year 2019-20 City of Orange Annual Budget. 2. SUMMARY Request to reinstate two Police Sergeant frozen positions for the Fiscal Year 2019-20 City of Orange Annual Budget. 3. RECOMMENDED ACTION Authorize staff to amend the Fiscal Year 2019-20 City of Orange Annual Budget schedule of positions to include the two Police Sergeant frozen positions. 4. FISCAL IMPACT None. 5. STRATEGIC PLAN GOALS Goal 2: Be a fiscally healthy community. a: Expend fiscal resources responsibly. b: Analyze future fiscal needs and potential revenue opportunities. 6. DISCUSSION AND BACKGROUND The City Council approved the City's Fiscal Year 2019-20 Annual Budget and Five Year Capital Improvement Plan (FY 20 Budget) on June 11, 2019. The FY20 Budget document included a detailed schedule of positions for each department where, in addition to the 729 FY 20 budgeted Full Time Equivalent positions, the approximately 40 full-time frozen positions had been permanently removed from the schedule. These frozen positions had been vacant, in many cases, since the Great Recession. Since their funding had been eliminated in past years, there was no net impact to the budget. ITEM 3.�� � 07/9/2019 Two full-time Police Sergeant positions in the Police Department were inadvertently included as part of the frozen positions list that were removed. Staff is requesting that these two Police Sergeant positions be reinstated, and included as frozen positions in the City's schedule of positions for the FY 20 Budget. As these are frozen positions, they will be deemed vacant without funding, resulting in no fiscal impact to the FY 20 Budget. 7. ATTACHMENTS ' None. ITEM 2 07/9/2019
