SUBJECT Approval of plans and specifications for SP-4089; Community Development Block Grant Fiscal Year 2018-2019 Maple Neighborhood, Sacramento Neighborhood and Palm Avenue, Street Rehabilitation and authorization to advertise Bid No. 189-41. 2. SUMMARY Plans and specifications have been completed and the project is ready to be advertised for bids. The total estimated construction cost including 15% for contingencies and construction engineering is $744,600. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for the Community Development Block Grant Fiscal Year 2018-2019 Maple Neighborhood, Sacramento Neighborhood and Palm Avenue, Street Rehabilitation project. 4. FISCAL IMPACT The total expenditure for this contract is $623,314 and will be funded through Community Development Block Grant (310): Maple Neighborhood Street Rehabilitation (30103) $307,608 Sacramento Neighborhood Street Rehabilitation (30104) 174,946 Palm Avenue Street Rehabilitation (30105) 140,760 Total: $623,314 5. DISCUSSION AND BACKGROUND The federal Community Development Block Grant Program (CDBG) provides grant funds to enable eligible localities to construct public improvements in Low and Moderate Income Areas within their jurisdiction. Eligible activities include infrastructure upgrades such as street improvements. The proposed streets improvements in the Tularosa and West Palmyra Avenue neighborhood qualify for CDBG funds and have been selected for rehabilitation and reconstruction. The street segments are: Mt Vernon Avenue -West end to Sacramento Street Martha Avenue -West end to Sacramento Street Sycamore Avenue -West end to Sacramento Street Palm Avenue -West end to Sacramento Street Dana Place -West end to Sacramento Street Palm Avenue - Milford Road to Handy Street Maple Avenue - Prospect Street to Olympia Way Olympia Way- Maple Avenue to Spring Street , Vine Street -West end to Olympia Way Shasta Street - North end to Maple Avenue Dunas Street - North end to Maple Avenue These streets were rated in the Citywide Pavement Management Program with a Pavement Condition Index (PCI) ranging from 14 - 59 (out of a maximum score of 100) indicating the need for street rehabilitation. The scope of street rehabilitation includes: ADA compliant access ramps, localized removal and replacement of the existing pavement, asphalt concrete overlay, roadway widening, improvement of drainage inlets, removal and replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels and adjustment of manholes and water valve covers to grade. The total project cost estimate is $744,600 including 15% for contingencies and construction engineering. At the time bids are received and actual bid prices are known, staff may request an additional appropriation, if necessary, to award the contract. The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1. The CEQA Notice of Exemption will be filed with the County Clerk's Office upon Council's approval of the plans and specifications. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this determination is on file. Construction is scheduled to begin in September 2019 and is expected to be completed within 60 calendar days. Specifications and cost estimates are available for review in the Public Works Department. 7.
