1. SUBJECT
Approval of plans and specifications for SP-3951; Fire Station No. 2 Apparatus Bay and
authorization to advertise Bid No. 189-42.
2. SUMMARY
Plans and specifications have been completed and the project is ready to be advertised
for bids. The total estimated construction cost including 10% for contingencies and
construction engineering is $1,700,000.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for the Fire Station
No. 2 Apparatus Bay.
4. FISCAL IMPACT �
The total expenditure for this project is $1,700,000 and will be funded in Fire Station No.
2 (20107) through Fire Facility Fee (560).

6. DISCUSSION AND BACKGROUND
� On February 12, 2019, the City Council approved the First Amendment to Consultant
Services Agreement with Wolff/Lang/Christopher (WLC) Architects, Inc. for the scope
modification to essentially replace the existing apparatus bay at Fire Station No. 2. The
replacement of the existing apparatus bay at Station No. 2 will allow deployment of larger,
modern firefighting apparatus and will ensure that the existing station is able to continue
use into the future.

WLC has completed the preparation of plans and specifications. The Public Works
Department has assembled the bid document, and the project is ready to be advertised.
The work will remove the existing apparatus bay and construct a new one similar to Fire
Station No. 4 with greater height clearances and accommodation for longer vehicles. It
will also include the addition of a small exercise room at the rear of the fire station. The
existing fire station building will remain unchanged but there will be some minor aesthetic
improvements (such as paint, cleaning of signs, etc.) to match the rebuilt apparatus bay.
The total estimated construction cost including 10% for contingencies and construction
engineering is $1,700,000.
The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing
Facilities" Class 1 (c). The CEQA Notice of Exemption will be filed with the County
Recorder's Office upon Council's approval of the plans and specifications.
Construction is scheduled to begin in October 2019 and is expected to be completed by
June 2020.
Specifications and cost estimates are available for review in the Public Works
Department.
