1. SUBJECT
Appropriation of funds from the County of Orange for local law enforcement overtime
costs.
2. SUMMARY
Assembly Bill 109, the Public Safety Realignment Act, contains a budget to fund overtime
senrices for local agencies to assist counties with case management of adult felon �
offenders. The County of Orange has allocated $46,770.24 in funding to the City of
Orange Police Department to assist the Orange County Probation Department during
fiscal year 2019-2020.
3. RECOMMENDED ACTION
1. Accept into the City's revenue budget a $46,770.24 deposit from the County of
Orange, into revenue account number 100.4031.45495.20159, Other Grant
Revenue-Post Release Community Supervision.
2. Authorize the appropriation of $46,770.24 into expenditure account number
100.4031.50221.20159, Overtime — Post Release Community Supervision.
4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the cost of overtime as follows:

6. DISCUSSION AND BACKGROUND
In 2011, the Public Safety Realignment Act/Assembly Bill 109 (AB109) transferred the
responsibility for managing and supervising adult felon offenders from the California

Department of Corrections and Rehabilitation to each county under the Post Release
Community Supervision (PRCS) program. AB109 helps mitigate the impact of longer
sentences and is an alternative frequently used to transition inmates back into the
community. Inmates eligible for release to local jurisdictions for supervision under PRCS
must be:
• Currently incarcerated for non-violent and non-serious offenses
• Released on parole and non-revocable parole
• Are not high-risk sex offenders
As of March 31, 2019, it is estimated that 1,441 offenders are actively supervised in
Orange County. The Police Department is working closely with Orange County Probation
to help manage these offenders. The objective is to closely monitor these individuals by
conducting scheduled sweeps during Fiscal Year 2018-2019. The allocation amount of
$46,770.24 to the City of Orange Police Department will reimburse overtime costs for
public safety services during fiscal year 2018-2019.
