6. DISCUSSION AND BACKGROUND
This project will add a second dedicated right-turn lane from northbound Cannon Street
to eastbound Serrano Avenue. Based on recent traffic studies and analysis perFormed at
this site, the additional right-turn lane would aid in accommodating the heavy volume of
right-turn movements that currently spill into the through lane during rush hour. The
project will also widen the northerly side of Serrano Avenue to add more stacking capacity
in the existing two left-turn lanes. In addition to the engineering design, the consultant will
complete all environmental investigations, technical studies, preparation of the initial
study and environmental documents in compliance with the California Environmental
Quality Act (CEQA).
Staff issued a Request for Proposal (RFP) to several consulting firms for the preparation
of the design plan and environmental document, and four well-qualified proposals were
received from the following firms (listed in alphabetical order):

2. Kimley Horn
3. Michael Baker International, Inc.
4. Stantec
After evaluation of all proposals by city staff, the definitive consensus was that Michael
Baker International, Inc. submitted the top-ranked proposal.
Staff recommends awarding a contract for $191,970 to Michael Baker International, Inc.
Michael Baker International, Inc. demonstrated an in-depth understanding of the project
scope and structured their proposal to emphasize the key project elements. In addition,
the collective experience of the project team's key personnel on projects of similar size
and scope will be a great benefit to the success of this project.
Public Works staff received $108,750 grant funding from Orange County Transportation
Authority (OCTA) for the project's engineering phase of this project through the
Intersection Capacity Enhancement (ICE) grant program. In the past year, staff has
experienced cost increases in professional consulting services due to an improving
economy and lack of interest from smaller engineering firms. Our initial RFP did not
receive any proposals and staff had to reach out to larger engineering firms to generate
interest for the engineering work. The cost proposal came in higher than the engineer's
estimate and will require more funding from the City's match. Staff is asking a transfer of
$100,000 from another project to cover the shortfall and staff cost.

CONSULTANT 5ERVICES AGREEMENT
THIS CONSULTANT SERVICES AGREEMENT (the "Agreement") is made at
Orange, California, on this day of , 2019 (the "Effective Date") by and
between the CITY OF ORANGE, a municipal corporation ("City"), and MICHAEL BAKER
INTERNATIONAL, INC., a Pennsylvania corporation("Consultant"),who agree as follows:
1. Services. Subject to the terms and conditions set forth in this Agreement,
Consultant shall provide to the reasonable satisfaction of City the services set forth in Exhibit"A,"
which is attached hereto and incorporated herein by this reference. As a material inducement to
City to enter into this Agreement, Consultant represents and warrants that it has thoroughly
investigated and considered the scope of services and fully understands the difficulties and
restrictions in performing the work. Consultant represents that it is experienced in performing the
work and will follow the highest professional standards in performance of the work. All services
provided shall conform to all federal, state and local laws, rules and regulations and to the best
professional standards and practices. The terms and conditions set forth in this Agreement shall
control over any terms and conditions in Exhibit "A"to the contrary.
Mr. Kevin Yamakawa, Associate Civil Engineer ("City's Project Manager"), shall be the
person to whom Consultant will report for the performance of services hereunder. It is understood
that Consultant's performance hereunder shall be under the direction and supervision of City's
Project Manager(or his/her designee),that Consultant shall coordinate its services hereunder with
City's Project Manager to the extent required by City's Project Manager,and that all performances
required hereunder by Consultant shall be performed to the satisfaction of City's Project Manager
and the City Manager.
2. Compensation and Fees.
a. Consultant's total compensation for all services performed under this
Agreement, shall not exceed ONE HCTNDRED NINETY-ONE THOUSAND NINE HUNDRED
SEVENTY DOLLARS and 00/100 ($191,970.00)without the prior written authorization of City.
b. The above fee shall include all costs, including, but not limited to, all
clerical, administrative, overhead, insurance, reproduction, telephone, travel, auto rental,
subsistence and all related expenses.
3. Pavment.
a. As scheduled services are completed, Consultant shall submit to City an
invoice for the services completed, authorized expenses and authorized extra work actually
performed or incurred.
b. All such invoices shall state the basis for the amount invoiced, including
services completed,the number of hours spent and any extra work performed.
c. City will pay Consultant the amount invoiced within thirty (30) days after
the approval of the invoice.
d. Payment shall constitute payment in full for all services, authorized costs
and authorized extra work covered by that invoice.
4. Change Orders. No payment for extra services caused by a change in the scope
or complexity of work, or for any other reason, shall be made unless and until such extra services
and a price therefor have been previously authorized in writing and approved by City as an
amendment to this Agreement. The amendment shall set forth the changes of work, extension of
time, and adjustment of the compensation to be paid by City to Consultant.
5. Licenses. Consultant represents that it and any subcontractors it may engage,
possess any and all licenses which are required under state or federal law to perform the work
contemplated by this Agreement and that Consultant and its subcontractors shall maintain all
appropriate licenses, including a City of Orange business license, at its cost, during the
performance of this Agreement.
6. Independent Contractor. At all times during the term of this Agreement,
Consultant shall be an independent contractor and not an employee of City. City shall have the
right to control Consultant only insofar as the result of Consultant's services rendered pursuant to
this Agreement. City shall not have the right to control the means by which Consultant
accomplishes services rendered pursuant to this Agreement. Consultant shall, at its sole cost and
expense, furnish all facilities, materials and equipment which may be required for furnishing
services pursuant to this Agreement. Consultant shall be solely responsible for, and shall
indemnify, defend and save City harmless from all matters relating to the payment of its
subcontractors, agents and employees,including compliance with social security,withholding and
all other wages, salaries, benefits, taxes, exactions, and regulations of any nature whatsoever.
Consultant acknowledges that Consultant and any subcontractors, agents or employees employed
by Consultant shall not,under any circumstances,be considered employees of City, and that they
shall not be entitled to any of the benefits or rights afforded employees of City, including,but not
limited to, sick leave,vacation leave,holiday pay, Public Employees Retirement System benefits,
or health, life, dental, long-term disability or workers'compensation insurance benefits.
7. Consultant Not A�ent. Except as City may specify in writing, Consultant shall
have no authority, express or implied, to act on behalf of City in any capacity whatsoever as an
agent. Consultant shall have no authority, express or implied, to bind City to any obligation
whatsoever.
8. Designated Persons. Except as otherwise authorized by City's Project Manager,
only persons identified in exhibit"A" shall perform work provided for under this Agreement. It
is understood by the parties that clerical and other nonprofessional work may be performed by
persons other than those designated.
9. Assignment or Subcontracting. No assignment or subcontracting by Consultant
of any part of this Agreement or of funds to be received under this Agreement shall be of any force

or effect unless the assignment has had the prior written approval of City. City may terminate this
Agreement rather than accept any proposed assignment or subcontracting. Such assignment or
subcontracting may be approved by the City Manager or his/her designee.
10. Time of Completion. Consultant agrees to commence the work provided for in
this Agreement within ten (10) days of the date herein above stated and to diligently prosecute
completion of the work in accordance with the time period set forth in Exhibit "A" hereto or
otherwise agreed to by and between the representatives of the parties.
11. Time Is of the Essence. Time is of the essence in this Agreement. Consultant
shall do all things necessary and incidental to the prosecution of Consultant's work.
12. Reserved.
13. Delays and Eztensions of Time. Consultant's sole remedy for delays outside its
control, other than those delays caused by City, shall be an extension of time. No matter what the
cause of the delay,Consultant must document any delay and request an extension of time in writing
at the time of the delay to the satisfaction of City. Any extensions granted shall be limited to the
length of the delay outside Consultant's control. If Consultant believes that delays caused by City
will cause it to incur additional costs, it must specify, in writing, why the delay has caused
additional costs to be incurred and the exact amount of such cost at the time the delay occurs. No
additional costs can be paid that exceed the not to exceed amount stated in Section 2.a, above,
absent a written amendment to this Agreement.
14. Products of Consultant. The documents, studies, reports, plans, citations,
materials, manuals and other products produced or provided by Consultant for this Agreement
shall become the property of City upon receipt. Consultant shall deliver all such products to City
prior to payment for same. City may use, reuse or otherwise utilize such products without
restriction. �
15. Equal Emulovment Opportunity. During the performance of this Agreement,
Consultant agrees as follows:
a. Consultant shall not discriminate against any employee or applicant for
employment because of race, color, religion, sex,national origin,mental or physical disability, or
any other basis prohibited by applicable law.Consultant shall ensure that applicants are employed,
and that employees are treated during employment, without regard to their race, color, religion,
sex,national origin,mental or physical disability, or any other.basis prohibited by applicable law.
Such actions shall include,but not be limited to the following: employment,upgrading, demotion
or transfer,recruitment or recruitment advertising,layoff or termination,rates of pay or other forms
of compensation and selection for training, including apprenticeship. Consultant agrees to post in
conspicuous places, available to employees and applicants for employment, a notice setting forth
provisions of this non-discrimination clause.
b. Consultant shall, in all solicitations and advertisements for employees
placed by, or on behalf of Consultant, state that all qualified applicants will receive consideration

for employment without regard to race, color, religion, sex, national origin, mental or physical
disability, or any other basis prohibited by applicable law.
c. Consultant shall cause the foregoing paragraphs(a)and(b)to be inserted in
all subcontracts for any work covered by this Agreement, provided that the foregoing provisions
shall not apply to subcontracts for standaxd commercial supplies or raw materials.
16. Conflicts of Interest. Consultant agrees that it shall not make, participate in the
making, or in any way attempt to use its position as a consultant to influence any decision of City
in which Consultant knows or has reason to know that Consultant, its officers, partners, or
employees have a financial interest as defined in Section 87103 of the Government Code.
17. Indemnity.
a. To the fullest extent permitted by law, Consultant agrees to indemnify,
defend and hold City, its City Council and each member thereof,and the officers, officials, agents
and employees of City(collectively the"Indemnitees") entirely harmless from all liability arising
out of:
(1) Any and all claims under workers' compensation acts and other
employee benefit acts with respect to Consultant's employees or Consultant's contractor's
employees arising out of Consultant's work under this Agreement; and
(2) Any claim,loss,injury to or death of persons or damage to property
caused by any act, neglect, default, or omission other than a professional act or omission of the
Consultant, or person, firm or corporation employed by the Consultant, either directly or by
independent contract, including all damages due to loss or theft sustained by any person, firm or
corporation including the Indemnitees, or any of them, arising out of, or in any way connected
with the work or services which are the subject of this Agreement, including injury or damage
either on or off City's property;but not for any loss,injury, death or damage caused by the active
negligence or willful misconduct of City. The Consultant, at Consultant's own expense, cost and
risk, shall indemnify any and all claims,actions, suits or other proceedings that may be brought or
instituted against the Indemnitees on any such claim or liability covered by this subparagraph,and
shall pay or satisfy any judgment that may be rendered against the Indemnitees, or any of them, in
any action, suit or other proceedings as a result of coverage under this subparagraph.
b. To the fullest extent permitted by law, Consultant agrees to indemnify and
hold Indexnnitees entirely harmless from all liability arising out of any claim, loss, injury to or
death of persons or damage to property caused by the negligent professional act or omission in the
performance of professional services pursuant to this Agreement.
c. Except for the Indemnitees, the indemnifications provided in this
Agreement shall not be construed to extend any third party indemnification rights of any kind to
any person or entity which is not a signatory to this Agreement.

d. The indemnities set forth in this section shall survive any closing,
rescission, or termination of this Agreement, and shall continue to be binding and in full force and
effect in perpetuity with respect to Consultant and its successors.
18. Insurance.
a. Consultant shall carry workers' compensation insurance as required by law
for the protection of its employees during the progress of the work. Consultant understands that it
is an independent contractor and not entitled to any workers' compensation benefits under any
City program.
b. Consultant shall maintain during the life of this Agreement the following
minimum amount of comprehensive general liability insurance or commercial general liability
insurance: the greater of (1) One Million Dollars ($1,000,000) per occurrence; or (2) all the
insurance coverage andlor limits carried by or available to Consultant. Said insurance shall cover
bodily injury, death and property damage and be written on an occurrence basis.
c. Consultant shall maintain during the life of this Agreement, the following
minimum amount of automotive liability insurance: the greater of(1) a combined single limit of
One Million Dollars ($1,000,000); or (2) all the insurance coverage and/or limits carried by or
available to Consultant. Said insurance shall cover bodily injury, death and property damage for
all owned,non-owned and hired vehicles and be written on an occurrence basis.
d. Any insurance proceeds in excess of or broader than the minimum required
coverage and/or minimum required limits which are applicable to a given loss shall be available
to City. No representation is made that the minimum insurance requirements of this Agreement
are sufficient to cover the obligations of Consultant under this Agreement.
e. Each policy of general liability and automotive liability shall provide that
City, its officers, officials, agents, and employees are declared to be additional insureds under the
terms of the policy, but only with respect to the work performed by Consultant under this
Agreement. A policy endorsement to that effect shall be provided to City along with the certificate
of insurance, which endorsement shall be on Insurance Services Office, Inc. Form CG 20 10 10
O 1. In lieu of an endorsement,City will accept a copy of the policy(ies)which evidences that City
is an additional insured as a contracting party. The minimum coverage required by Subsection
18.b and c, above, shall apply to City as an additional insured.
f. Consultant shall maintain during the life of this Agreement professional
liability insurance covering errors and omissions arising out of the performance of this Agreement
with a minimum limit of One Million Dollars ($1,000,000)per claim. Consultant agrees to keep
such policy in force and effect for at least five (5) years from the date of completion of this
Agreement.
g. The insurance policies maintained by Consultant shall be primary insurance
and no insurance held or owned by City shall be called upon to cover any loss under the policy.

Consultant will determine its own needs in procurement of insurance to cover liabilities other thari
as stated above.
h. Before Consultant performs any work or prepares or delivers any materials,
Consultant shall furnish certificates of insurance and endorsements, as required by City,
evidencing the aforementioned minimum insurance coverages on forms acceptable to City,which
shall provide that the insurance in force will not be canceled or allowed to lapse without at least
ten(10)days' prior written notice to City.
i. Except for professional liability insurance coverage that may be required by
this Agreement, all insurance maintained by Consultant shall be issued by companies admitted to
conduct the pertinent line of insurance business in California and having a rating of Grade A or
better and Class VII or better by the latest edition of Best's Key Rating Guide. In the case of
professional liability insurance coverage, such coverage shall be issued by companies either
licensed or admitted to conduct business in California so long as such insurer possesses the
aforementioned Best's rating.
j Consultant shall immediately notify City if any required insurance lapses or
is otherwise modified and cease performance of this Agreement unless otherwise directed by City.
In such a case, City may procure insurance or self-insure the risk and charge Consultant for such
costs and any and all damages resulting therefrom, by way of set-off from any sums owed
Consultant.
k. Consultant agrees tha4 in the event of loss due to any of the perils for which
it has agreed to provide insurance, Consultant shall look solely to its insurance for recovery.
Consultant hereby grants to City,on behalf of any insurer providing insurance to either Consultant
or City with respect to the services of Consultant herein,a waiver of any right to subrogation which
any such insttrer may acquire against City by viriue of the payment of any loss under such
insurance.
1. Consultant shall include all subcontractors, if any, as insureds under its
policies or shall furnish separate certificates and endorsements for each subcontractor to City for
review and approval. All coverages for subcontractors shall be subject to all of the requirements
stated herein.
19. Termination. City may for any reason terminate this Agreement,by giving the
Consultant not less than five (5) days' written notice of intent to terminate. Upon receipt of such
notice, the Consultant shall immediately cease work, unless the notice from City provides
otherwise. Upon the termination of this Agreement, Ciry shall pay Consultant for services
satisfactorily provided and all allowable reimbursements incurred to the date of termination in
compliance with this Agreement,unless termination by City shall be for cause,in which event City
may withhold any disputed compensation. City shall not be liable for any claim of lost profits.
20. Maintenance and Inspection of Records. In accordance with generally accepted
accounting principles, Consultant and its subcontractors shall maintain reasonably full and
complete books, documents, papers, accounting records, and other information (collectively, the

"records")pertaining to the costs of and completion of services performed under this Agreement.
City and its authorized representatives shall have access to and the right to audit and reproduce
any of Consultant's records regarding the services provided under this Agreement. Consultant
shall maintain all such records for a period of at least three(3)years after termination or completion
of this Agreement. Consultant agrees to make available all such records for inspection or audit at
its offices during normal business hours and upon three (3) days' notice from City, and copies
thereof shall be fiu-nished if requested.
21. Compliance with all Laws/Immigration Laws.
a. Consultant shall be lrnowledgeable of and comply with all local, state and
federal laws which may apply to the performance of this Agreement.
b. Consultant represents and warrants that Consultant:
(1) Has complied and shall at all times during the term of this
Agreement comply, in all respects, with all immigration laws, regulations, statutes, rules, codes,
and orders, including, without limitation, the Immigration Reform and Control Act of 1986
(IRCA); and
(2) Has not and will not knowingly employ any individual to perform
services under this Agreement who is ineligible to work in the United States or under the terms of
this Agreement; and
(3) Has properly maintained, and shall at all times during the term of
this Agreement properly maintain, all related employment documentation records including,
without limitation, the completion and maintenance of the Form I-9 for each of Consultant's
employees; and
(4) Has responded, and shall at all times during the term of this
Agreement respond, in a timely fashion to any government inspection requests relating to
immigration law compliance and/or Form I-9 compliance and/or worksite enforcement by the
Department of Homeland Security, the Department of Labor, or the Social Security
Administration.
c. Consultant shall require all subcontractors or sub-consultants to make the
same representations and warranties as set forth in Subsection 21.b.
d. Consultant shall, upon request of City, provide a list of all employees
working under this Agreement and shall provide,to the reasonable satisfaction of City,verification
that all such employees are eligible to work in the United States. All costs associated with such
verification shall be borne by the Consultant. Once such request has been made, Consultant may
not change employees working under this Agreement without written notice to City,accompanied
by the verification required herein for such employees.

e. Consultant shall require all subcontractors or sub-consultants to make the
same verification as set forth in Subsection 21.d.
f. If Consultant, subcontractor or sub-consultant knowingly employs an
employee providing work under this Agreement who is not authorized to work in the United States,
and/or fails to follow federal laws to determine the status of such employee,that shall constitute a
material breach of this Agreement and may be cause for immediate termination of this Agreement
by City.
g. Consultant agrees to indemnify and hold City, its officials, and employees
harmless for, of and from any loss, including but not limited to fines, penalties and corrective
measures, City may sustain by reason of the Consultant's failure to comply with said laws, rules
and regulations in connection with the performance of this Agreement.
22. Governin� Law and Venue. This Agreement shall be construed in accordance
with and governed by the laws of the State of California and Consultant agrees to submit to the
jurisdiction of California courts. Venue for any dispute arising under this Agreement shall be in
Orange County, California.
23. Integration. This Agreement constitutes the entire agreement of the parties. No
other agreement,oral or written,pertaining to the work to be performed under this Agreement shall
be of any force or effect unless it is in writing and signed by both parties. Any work performed
which is inconsistent with or in violation of the provisions of this Agreement shall not be
compensated.
24. Notice. Except as otherwise provided herein, all notices required under this
Agreement shall be in writing and delivered personally, by e-mail, or by first class U.S. mail,
postage prepaid, to each party at the address listed below. Either party may change the notice
address by notifying the other party in writing. Notices shall be deemed received upon receipt of
same or within three (3) days of deposit in the U.S. Mail,whichever is earlier. Notices sent by e-
mail shall be deemed received on the date of the e-mail transmission.

25. Counterparts. This Agreement may be executed in one or more counterparts,each
of which shall be deemed an original, but all of which together shall constitute one and the same
instrument. Signatures transmitted via facsimile and electronic mail shall have the same effect as
original signatures.

The Cannon Street/Serrano Avenue Intersection Widening Improvement Project will greatly benefit the local
community and traveling public by providing capacity enhancements and improving circulation to the intersection.
Specifically,the project will add a second dedicated right turn lane on northbound Cannon Street to eastbound
Serrano Avenue as well as relocate a portion of the northerly curb on the westbound side of Serrano Avenue to
widen the existing right turn lane. Michael Baker International, Inc. (Michael Baker) has brought together an
experienced team that has worked together on many similar projects and is ready to begin work immediately. The

qualified team led by Alan Su, PE,who is a highly experienced Project Manager in our Transportation

throughout Orange County,as well as significant experience with Caltrans on the state highway system. He is
currently managing the Jeffrey Road/Irvine Center Drive Intersection improvements for the City of Irvine and is
wrapping up services on Cow Camp Road in Rancho Mission Viejo.
Alan will be supported by Nathan Cope, PE,who will serve as our Engineering Lead and brings 15 years of
experience in transportation engineering with an emphasis on street improvement projects; Marc Violett, PE,
has 15 years of experience in traffic engineering will serve as Traffic Engineer;Quality Control Manager,Josh
Stone, PE,who has 24 years of experience in transportation engineering, including recent work in the City of
Orange consisting of$32 million of infrastructure improvements;and Alan Ashimine who brings 19 years of
experience in environmental compliance to lead CEQA/IS-MND services. In addition to these individuals, our
team will be supported by highly skilled engineers and in-house technical specialists in many other areas
required to deliver final PS&E and the Environmental Document. Our subconsultants include GMU
Geotechnical, lnc.for geotechnical engineering and Cogstone Resource Management, Inc.for cultural

• Successful Project Approach:The Michael Baker team will accomplish the City's key goals and objectives
through development of a comprehensive work plan that is based on careful planning in identifying critical
issues and appropriate construction sequencing associated with roadway,traffic, utilities,and landscaping. As a
company that has played a major role in development of Orange County's transportation network over the past
35 years,we have a background of successful interaction and track record of ineeting the requirements of local
and state agencies, including OCTA and Caltrans. In addition,our team is familiar with OCTA's Intersection
Capacity Enhancement grant program and will work closely with the City to ensure all requirements are met.
• Compliance with the Cityrs Insurance Re.quirements: Michael Baker has reviewed the Checklist in Attachment
C of the RFP containing the insurance requirements and will comply with the types and limits required. There
are some specific coverage elements, however,which are not commercially available,either due to being
outdated forms, or having to do with what is available to design professional firms.The insurance carriers which
provide our insurance are either admitted or authorized by each state in which we do business. Lloyd's of
London,our professional liability carrier,is not licensed or admitted in any U.S. state, but is legally authorized to
sell insurance and conduct business throughout the U.S.

Project Progress and Design Review Meetings. On a regular basis, Michael Baker will attend and chair Project Team
meetings with the City and other involved agencies. The purpose of these meetings is to discuss the project, review
schedule and work progress to date, resolve critical issues promptly,and address any project budget issues.
Coordination and Communication with Public Agencies.This is an area in which the Michael Baker team excels iri
each of our projects. Our proactive,spirited approach to building positive team relationships while maintaining the
mutual respect of all parties has been paramount to our success. Maintaining open lines of communication and
having the entire Project Team develop a commitment to fostering cooperative teamwork will result in the resolution
of critical issues in a timely manner.
Progress Reports. Michael Baker will provide biweekly progress reports for the duration of the design activities.The
Progress Report summarizes all work progress, billings to date,address potential problems that may delay achieving
the project milestones, and recommend how to avert such problems.
Project Delivery and Coordination.The design of the Cannon Street/Serrano Avenue Intersection Widening Project
brings forth numerous unique issues that will require interface with several jurisdictional and affected entities. The
successful completion of this project will require proactive and comprehensive management activities. Michael Baker
will use effective advanced planning,tight project controls,and close coordination with project stakeholders to avoid
delays and to build project consensus.
Quality Assurance/Quality Control. Michael Baker's Quality Assurance/Quality Control program is a six-step,
continuous process used at project milestones and a daily basis as work flows from desk to desk, discipline to
discipline,and consultant to client. Our QA/QC Manager provides ongoing review(quality assurance audit)to ensure
the Quality Control system is fully implemented throughout the design process. Michael Baker utilizes this QA/QC
program on every project undertaken to ensure that a high-quality product is delivered on schedule and within

Task 1e Existing Conditions and Constr��rats
2.1.Sunreying
Topographic Surveys. Field surveying the project limits to obtain existing topographic information with topo and
cross-sections that meet the following criteria:cross-section elevations shall be located at 50-foot intervals at
centerline, lane lines, lip of gutter, or edge of pavement flowline of gutter,top of curb, back of walk, and every 10-feet
past the back of walk to a minimum of 50-feet beyond the existing back of walk or as needed to correctly depict the
ground surface beyond the right-of-way relevant to proposed design. Locations and elevations will be needed at all
apparent grade breaks in the existing street section and in areas beyond the back of walk.Topographic features to be
located include, but are not limited to: existing striping, survey monuments, centerline ties, manholes,traffic detector
loops,utility poles, guy wires,traffic signal poles and related assemblies, pull boxes, catch basins, local depressions,
sidewalk,access ramps,curb and gutter,trees,fences,shrubs, signs,driveways, utility features,walls and any
substantial ground features.
Survey Control:
Survey shall be tied to the California State Plane Coordinate System (CCS83) North American Datum of 1983 (NAD 83)
2017.50 Epoch pursuant to the Public Resource Code §4 8801—8902.The survey shall be referenced to the County of
Orange GPS Horizontal Control Network.Vertical Datum will be North American Vertical Datum 1988 (NAVD88).
Record Data Search. Search,acquisition of appropriate deeds,field notes,and survey maps contained in State,
County, and City files.
Title Reports. Michael Baker will obtain up to two (2) preliminary title reports for 1884 Carlsbad Street(APNs: 370-
151-12) and 1878 Carlsbad Street(APNs:370-151-13).A copy of all documents listed in said reports will be requested.
Right of Way Land Net Base. Michael Baker will compile a Land Net Base file consisting of properly lines, existing
street centerlines, Right-of-Way.The record boundary data will be computed from appropriate deeds, plats,and
survey maps obtained during records research and information provided by the title company. Consultant will review
vesting and record encumbrances itemized in title reports. Easements of record, if plottable,will be computed and
incorporated into the Land Net Base CAD file, plats and legal will be excluded from this scope.
Notes:
All work associated with this project,within the definition of Professional Land Surveying described in Sections 8700
through 8805 of the California Business and Professions Code, Land Surveyors Act,will be performed under the

Peak flow rates will be calculated using the rational method as dictated in the Orange County Hydrology Manual.

included in the Orange County Drainage Design Manual. Based on preliminary research,the project does not appear

features, operation and maintenance, public education,and training will all be evaluated.

7.1 Utility Coordination. Michael Baker will coordinate with utility agencies within the public right-of-way, regarding
possible conflicts with existing public utilities within the limits of work and will submit copies of the proposed
improvements to utility agencies with facilities within the limits of work and affected by those improvements. Michael
Baker will review record drawings provided by utility agency and depict information on final designs and will provide
the City with a log of submittals and responses by utility agencies as to conflicts and any provisions for future projects.

Task�:CEQA Cotnpliance
Michael Baker will prepare an Initial Study/Mitigated Negative Declaration (IS/MND) under the California
Environmental Quality Act(CEQA). This scope of work assumes that no federal funding will be utilized for the project,
and that National Environmental Policy Act(NEPA) clearance through Caltrans Local Assistance will not be required.
Based on a preliminary review of the proposed project,a scope of work for environmental services is provided below.
8.1 Air Quality/Greenhouse Gas Emissions/Energy Analysis
AirQua/ity.• Fugitive dust and equipment exhaust emissions from construction activities will be quantitatively
evaluated using the California Emissions Estimator Model (CaIEEMod). The air pollutant emissions during construction
will be compared to the SCAQMD regional thresholds of significance. Modeled construction will also be compared to
the SCAQMD Localized Significance Thresholds to determine whether the localized impacts would occur. As the
project is a roadway widening and would not generate new trips,operational emissions analysis will be qualitative.
The operational analysis will be based on level of service and delay times at project intersections. Where necessary,
carbon monoxide hotspots will be evaluated. Project consistency with the 2016 Air Quality Management Plan will be
evaluated. Michael Baker will also qualitatively discuss naturally occurring asbestos impacts. In addition,as a result of
the California Supreme Court decision for Sierra Club vs.County of Fresno (Friant Ranch L.P.),the resultant human
health impacts from the project's short-term construction air emissions will be qualitatively analyzed.
Greenhouse GasEmissions• Michael Baker will prepare an inventory of the greenhouse gas (GHG) emissions
(i.e., nitrous oxide, methane,and carbon dioxide)from direct sources (i.e., construction equipment),which will be
compiled utilizing CaIEEMod. As the project is an intersection widening and would not generate new trips, operational
emissions analysis will be qualitative and will be based on level of service and delay times at project intersections. The
analysis will also review project consistency with the applicable GHG reduction plans. Mitigation measures will be
identified and incorporated,as necessary,to reduce potentially significant GHG impacts of the proposed project.

Energy.• Michael Baker will analyze the energy implications of the project pursuant to Public Resources Code Section
21100(b)(3) and Appendix G of the CEQA Guidelines. These statutes and guidelines require a project to describe,
where relevant,the wasteful,inefficient,and unnecessary consumption of energy caused by a project. In addition,
Appendix G of the CEQA Guidelines requires a consistency analysis with State or local plans for renewable energy or
energy efficiency. As the project consists of roadway widening and would not include a long-term operational energy
consumption source,the analysis will evaluate energy consumption from short-term construction activities.
Additionally,the assessment of environmental impacts on energy resources will include mitigation measures to reduce
inefficient and unnecessary consumption of energy, if necessary.
8.2 Phase I Environmental Site Assessment/Hazardous Materials Study. Michael Baker will prepare a Phase I
Environmental Site Assessment(Phase I ESA)for the project(the subject site)for the purposes of compliance with the
California Environmental Quality Act(CEQA). The Phase I will be prepared, using methods consistent with the ASTM
International (ASTM) E 1527-13 Standard Practice for Environmental Site Assessments,which complies with 40 Code of
Federal Regulations (CFR) Part 312 (the All Appropriate Inquiries [AAI] Rule). It should be noted that the completion
of this Phase I ESA is only one component of the process required to satisfy the AAI Rule. The Phase I will consist of
four components: Records Review; Site Reconnaissance; Interviews;and Report Preparation. Michael Baker will
document past activities,facilities,and/or waste disposal practices,which may have resulted in.soil or groundwater
contamination. Past site usage will be investigated through an aerial photograph review,intenriews, review of former
permits, review of documents on file with applicable agencies,and research of former citations from State and local
agencies. Current site conditions will be documented by an on-site inspection of the project area. A review of the
commercial database summaries, provided by Environmental Data Resources, Inc. (EDR), regarding public agency
records will be included. Regulatory sites within and surrounding the project area will be mapped within a one-mile
radius (as required by the ASTM E 1527-13 search radius requirements). Potential hazardous materials conditions
within the project site will be considered based on the EDR database search. The report will include a summary of the
report findings and a discussion of our opinions and conclusions regarding the absence or presence of recognized
environmental conditions (RECs) in connection with the subject site. Documentation supporting the conclusions
presented will be appended to the report.
8.3 Noise/Vibration Analysis. Michael Baker will review applicable noise and land use compatibility criteria for the
project area. Noise standards regulating noise impacts will be discussed for land uses adjacent to the proposed
roadway improvements. A site visit will be conducted,and short-term noise level measurements will be taken. The
noise monitoring survey will be conducted at up to three separate locations to establish baseline noise levels. Noise
recording lengths are anticipated to require approximately 10 minutes at each location. The construction noise
impacts will be evaluated in terms of maximum levels (Lmax) and hourly equivalent continuous noise levels (Leq) and
the frequency of occurrence. A screening level operational noise assessment will be conducted to determine the
change in ambient noise due to implementation of the proposed intersection improvements. Compliance with
applicable noise standards will be evaluated,with recommended mitigation measures included where appropriate.
8.4 Traffic Analysis. Michael Baker will incorporate the City-provided Traffic Impact Analysis. A qualitative analysis
discussing the project's resultant improvements to the function of the intersection will be disclosed. The project's
beneficial impact to the reduction in traffic delay at the intersection will be included.A separate traffic report is not
assumed in this scope.
8.5 Cultural and Paleontological Resources/Assembly Bill 52 Consultation Assistance. Michael Baker has retained
Cogstone Resource Management(Cogstone)to prepare cultural/paleontological resources documentation and assist
with Assembly Bill 52 (AB 52) for the proposed project. The primary components of this task consist of the following:

Commission (NAHC). A review of all relevant archival records (e.g., historic maps and aerials)will be conducted,and
all site records will be obtained to develop a brief context for cultural and paleontological resources.
NativeAme�ican Coordination. Cogstone will assist the City by providing draft AB-52 letters for City review and to be
put on City letterhead. Letters will be addressed to those tribes that have previously requested to be on the City's AB
52 notification list. This scope assumes the City will mail the letters via U.S. Certified Mail to initiate the consultation
process under AB-52. This scope of work excludes assistance with a request for consultation. However,this can be
provided under a separate scope and fee as requested by the City.
Site Visit. A Cogstone archaeologist/paleontologist will conduct a pedestrian survey of the project site and will take
photographs of the site and surrounding uses to document the project setting.
Report. Upon completion of these tasks, Cogstone will prepare a cultural/paleontological resources assessment
memorandum. The memorandum will document the results of the records search and consultation efforts,determine
baseline conditions,assess potential impacts to cultural/paleontological resources resulting from the project, and
make appropriate recommendations to avoid or minimize any potentially significant impacts.
Task 8.6 Research and Investigation. Michael Baker will initiate the CEQA process by attaining and evaluating
necessary information for the proposed project. Project research will include coordination with tfie City to acquire
relevant environmental data, previous studies for the area and other available files,exhibits, maps, and reference
documents. The investigation will include a site visit to review existing land uses and environmental conditions,as
well as a photographic inventory of on-site and surrounding uses. Based upon detailed information obtained during
project initiation, Michael Baker will draft a preliminary project description for incorporation into the Initial Study.
Task 8.7 Preparation of the Initial Study. Michael Baker will prepare an Initial Study in accordance with the CEQA
Guidelines. The Initial Study will include detailed explanations of all checklist determinations and discussions of
potential environmental impacts. The analysis shall be in accordance with Public Resources Code Section 21080 (c)
and CEQA Guidelines Section 15070.The Initial Study will be presented as follows:
8.7.1 Introduction.This section will cite the environmental review requirements of the project, pursuant to the
CEQA Guidelines.The Introduction will include the project location, environmental setting, existing uses on-and
off-site,the Project Description (confirmed by City staff in Task 8.6, Research and Investigation), project phasing,
and relevant background/history information.
8.7.1 Environmental Checklist.This section will include a summary page of project information followed by an
explanation of factors considered for potential impacts.The Initial Study Checklist will be presented in a four-
column layout, identifying: (1) potentially significant impacts, (2) potentially significant impacts unless mitigated,
(3) less than significant impacts, and (4) issues resulting in no impacts.
8.7.3 Environmental Analysis.The Environmental Analysis sections will provide vital supporting information for
the conclusions rendered for the Environmental Checklist. In accordance with Appendix G of the CEQA Guidelines,
this section includes a detailed review of the topics noted below. Each topical impact area will be analyzed in
detail based upon existing information or technical analyses described above. The existing environmental setting
related to each impact topic will be provided, and a summary of the project's potential impacts will be discussed.
Where necessary, project design features or mitigation measures will be provided to minimize impacts to a level
below significance.

8.7.4 Initial Study Determination.The determination page will conclude appropriate action based upon the
Initial Study evaluation.
8.1.5 Graphic Exhibits.The environmental document will include a maximum of five (5) exhibits to enhance the
written text and clarify the project and potential environmental impacts.
8.7.6 Administrative Draft Initial Study. Michael Baker will submit an electronic copy(PDF and word files) of the
Administrative Draft Initial Study for review and comment by the City. Should hard copies be required,additional
copies will be provided by Michael Baker at an additional fee. This scope of work assumes two rounds of review
by City staff prior to the 30-day CEQA public review process, Correspondingly,this scope is limited to two rounds
of revisions by Michael Baker in response to City comments.
Task 8.8 Preparation of the Public Review IS/MND.With the anticipated conclusion in the Initial Study that no
significant environmental effects will occur,a Mitigated Negative Declaration (MND)will be prepared. Following this
determination, Michael Baker will prepare the Notice of Intent to Adopt(N01) and the MND for City review. The N01
and MND will be attached to the Initial Study to fully explain the proposed project and its effects. Fifteen (15) hard
copies,thirty(30) CDs, one (1) camera-ready original, and an electronic file of the IS/MND and Appendices will be
provided to the City. Michael Baker will submit the IS/MND to the State Clearinghouse. A hard copy of the N01 will
be mailed to additional agencies/interested parties as directed by the City. This task assumes that the City would be
responsible for any radius mailing or newspaper noticing required for public review. The IS/MND would be subject to
a mandatory 30-day public review period.
Task 8.9 Preparation of the Final IS/MND. Michael Baker will prepare a draft Final IS/MND for City review and
approval,as well as respond to City comments on the draft final document.The final document will include a purpose
subsection, reference the review process, comments letters received, responses to comments,and any required
edits/updates to the Public Review document. Also included is Mitigation Monitoring and Reporting Program (MMRP)
in accordance with Public Resources Code Section 21081.6 (AB 3180). Fifteen copies (15), one (1) camera-ready
original,and an electronic file of the Final IS/MND will be provided to the City. Michael Baker will provide the
document to each agency/interested party who submitted a comment letter during the 30-day public review period.
Due to the unpredictable nature of potential comment letters received during the public review period,this task is
limited to a maximum of twenty(20) hours for Responses to Comments. Additional effort necessary for the Responses
to Comments process (due to a high volume of comment letters, complex issues raised in comment letters, etc.) would
be performed on a time and materials basis.
Upon adoption of the IS/MND by the City, Michael Baker will prepare a Notice of Determination (NOD) and will file
the notices at the Orange County Clerk's Office. This scope of work excludes any applicable CEQA filing fees required
by the California Department of Fish and Wildlife(CDFW).
Task 8.10 Coordination and Meetings. Mr.Alan Ashimine will be responsible for project oversight, quality assurance,
and quality control of environmental tasks. Ms. Kristen Bogue will undertake consultation and coordination of the

Cow Camp Road—Phase 1C.San Juan Capistrano,California. Roadway Design Manager. Responsible for the final
design of 1.3 miles of a new six-lane divided arterial through open and rugged open-space terrain for the Rancho
Mission Viejo Company.The improvements included preliminary roadway alignment analysis, horizontal and vertical
alignment design, structural design for a 1,400 feet multi-span, post-tensioned, reinforced concrete,box girder bridge,
roadway grading, adjacent site grading, local storm drain systems,water quality treatment basins,ADA curb ramps,
interim and ultimate intersection signalization,signing and striping,technical specifications, construction cost
estimates,construction phasing analysis, bid packaging,and sub-consultant management. Coordination between
public agencies and sub-consultants included the County of Orange,the Transportation Corridor Agencies,the Santa
Margarita Water District,San Diego Gas and Electric,and the Rancho Mission Viejo.
Irvine Center Drive/Bake Parkway Improvements, Irvine, California. Project Manager. Responsible for the Irvine
Center Drive/Bake Parkway widening project in support to the Planning Area 39 (PA-39) development for the Irvine
Apartment Community. The proposed improvements included widening the existing southbound Irvine Center Drive,
traffic signal modifications, utility relocations,ADA curb ramps and signing and striping. The proposed adjacent
developments include residential units, parks and trails to serve the community. Additionally,the proposed project
included demolition of the former Verizon Amphitheater,grading permits, San Diego Creek Embankment protections
design,street and wet utility improvements.
Technology Drive Improvements, Irvine,California. Irvine California. Project Manager. Michael Baker provided
conceptual design and final plans,specifications, and estimates for the new Technology Drive. Responsibilities also
included roadway alignment design,tie-back retaining wall for I-5 undercrossing, curb,gutter,sidewalk,ADA curb
ramps,storm drain improvements,sanitary sewer plans,traffic signal modifications,signing and striping plans,and
traffic handling,staging plans, Best Management Practices (BMP),coordination with Caltrans District 12, County of

client's Project Manager.
Tustin Ranch Road and Irvine Boulevard Intersection Widening,Tustin,California. Project Manager. Michael
Baker provided engineering services for the Irvine Company to develop engineering plans for the intersection
improvements at Tustin Ranch Road and Irvine Boulevard.The project consists of coordination between the Irvine
Company, City of Tustin,and County of Orange,and coordination with Southern California Edison for the relocation of
a vault within the limits of improvements. In addition,final plans and cost estimates were developed and construction
support provided.
Arroyo Parkway Enhancement Project, Pasadena, California. Project Engineer. Michael Baker worked closely with
the City of Pasadena to implement the entry corridor vision for the city on Arroyo Parkway,a 1.25-mile main arterial
that traverses-the center of the city. Michael Baker prepared conceptual design and final plans,specifications, and
estimates for the roadway rehabilitation and aesthetic enhancements of this roadway. Michael Baker developed
complete Portland cement concrete and asphalt concrete pavement rehabilitation plans;curb, gutter,and sidewalk
removal and replacement details; median turn pocket reconfigurations;storm drain improvements; sanitary sewer
plans;traffic signal modifications;signing and striping plans; and traffic handling and staging concepts for the
segment of Arroyo Parkway from Glenarm Street to Colorado Boulevard. Michael Baker develop and implemented a
complete landscape and urban aesthetic treatment for the parkways and medians of the Arroyo Parkway corridor.
Michael Baker also provided public involvement support and construction support services,working with adjacent
properly owners and site developers to modify and reconfigure specific roadway details and properiy entrances.
Interstate 15/State Route 79 South Interchange Improvements,Temecula, Riverside, California. Project
Engineer/Task Manager. Michael Baker completed a Project Report, Modified Access Report(MAR) and combined
CEQA/NEPA document for the Recommended Build Alternative,which required close coordination with both Caltrans
District 8 and the Federal Highway Administration. Michael Baker then prepared the Final PS&E for this$28M
interchange improvement project. The proposed project includes a new single span bridge across SR-79 South
(Temecula Parkway),ADA curb ramps, concrete sidewalk, design exception fact sheets, retaining walls,
waterlines/sewer lines/SCE utility relocations, coordination with an existing gas station and updating the Final Project
Modified Access Report(MAR).
State Route 1 (PCH) Pavement Rehabilitation,Traffic Signal Upgrades and ADA Curb Ramps. Project Manager.
Michael Baker is currently working on a Project Report that combines two separate Project Initiation Reports (PIR's)for
State Route 1. As part of the Capital Preventative Maintenance(CAPM),the proposed project includes pavement
rehabilitation (cold plane and overlay) between Warner Avenue and the Los Angeles/Orange County line, remove the
existing metal beam guardrail and replace with the current Midwest Guardrail System (MGS), remove and replace
existing curb ramps with ADA compliant curb ramps. Additionally,as part of Transportation Management System
program,the proposed project also includes traffic signal upgrades at 20 locations for State Route 1. This project is
funded by the State Highway Operation and Protection (SHOPP) program. The proposed project is within the cities of
Newport Beach, Huntington Beach, Sunset Beach, and Seal Beach. To clearly identify the right of way needs and also
avoid project delay with right of way"surprises" during the PS&E and Construction phases, Michael Baker developed
and included 65% PS&E level curb ramp construction details for this Project Report. Additionally, Michael Baker has
been working closely with Caltrans Right of Way Engineering staff to develop maps and exhibits for right of way
requirement purpose. Michael Baker prepared preliminary plans,cost estimates, right of way requirement maps, risk
register, design standard decision document for ADA curb ramps and Project Report.

Yorba Linda/Bastanchury Road Widening,Yorba Linda, California. Project Engineer. Responsible for budget and
schedule management,overall activity coordination,and engineering oversight.Also responsible for providing
technical assistance including 3D modeling and design standard review.
I-15 CORE Corridor Expansion Design-Build, Utah County, Lehi, Utah.Served as Segment Z Wall manager/design
engineer and a design technology expert in InRoads for the project. He assisted other segments in the implementation
of streamlined modeling that was highly-adaptable to meet the ever-changing nature of design within the design-
build process.The$1.7 billion I-15 CORE design-build project in Utah will rebuild 24 miles of I-15 in Utah County,
including 10 freeway interchanges.
Sunrise Boulevard Rehabilitation, Rancho Cordova, California. Design Engineer responsible for coordination
between City of Rancho Cordova, County of Sacramento and Caltrans reviewers,and supervision of other design staff.
PS&E development for widening Sunrise Blvd from a 2-lane conventional highway to 4-lanes with a raised median.
Responsible for geometric design, plan sheet development, specifications and estimate development,and electronic

S.R.91 PA/ED Improvements from S.R. 57 to S.R. 55, Orange County,California. Highway Engineer.

Manhattan Beach with preparation of an Initial Study/Mitigated Negative Declaration (IS/MND)for the Aviation
Boulevard at Artesia Boulevard Southbound to Westbound Right Turn Improvement Project(project). The proposed
project would widen the west side of Aviation Boulevard to the north of the intersection at Artesia Boulevard to
accommodate a 12.5 foot right turn lane and an eight-foot pedestrian walkway; construct a new Americans with

Intersection Improvement project(project). The intersection of Whittier Boulevard at Colima Road is one of the 33
intersections selected for improvements as a result of the analysis provided in the Los Angeles County Metropolitan
Transportation Authority(Metro) and the Gateway Cities Council of Governments (GCCOG), I-605 Congestion "Hot
Spots" Feasibility Report(Feasibility Report). This intersection currently operates at unacceptable levels of service
(LOS) and experiences significant congestion during peak periods. The proposed project would implement a range of
improvements to the existing intersection to improve its operation. The project would provide an additional
northbound left-turn lane and increase storage in the southbound left-and right-turn lanes along Colima Road.
Additionally,the project would provide a westbound right-turn pocket and increase westbound left-turn storage along
Whittier Boulevard. Lastly,the project would construct a new retaining wall, new curb and gutter, new sidewalks, and

Cypress Acres Street and Drainage Improvements, Orange County,California. Mr. Stone was responsible for
preliminary and final engineering of local street improvements and drainage at Belmont Street and Merten Avenue in
an unincorporated area of Orange County. The roadway improvements consisted of widening and adding sidewalk,
while ensuring that private properties drain to the street. Extensive research of previous hydrology reports and
thorough analysis of the Moody Creek Channel downstream control were required to determine the hydraulic grade
line in the storm drain mainline that had a slope of 0.10%and minimum cover. Mr. Stone prepared the engineer's
estimate and specifications, coordinated utility relocations,and provided bid and construction support.
Avenida Vista Hermosa Extension,San Clemente,California. Mr.Stone was responsible for the preparation of final
plans,specifications,construction cost estimates,and construction support for the proposed 1.5-mile corridor adjacent

the city's 65 CCTV cameras, eight video detection systems, and six changeable message signs controlled from the city's
traffic management center(ITRAC).The study included an evaluation of the existing system's worth and forecast costs
for the planned improvements.The study focused on generating long-range forecasts for maintaining and

Oceanside Boulevard/Melrose Drive Traffic Impact Analysis,Oceanside, California. Project Manager. Michael
Baker was contacted by DR Horton in late February to assist in the preparation of a traffic impact analysis report for a
high density residential and commercial project at the intersection of Oceanside Boulevard/Melrose Drive in the City of
Oceanside.
Citywide Traffic Calming Study and Master Plan,Temple City, California. Project Manager. Michael Baker provided
traffic planning and engineering services to the City to support their efforts to develop a comprehensive vision and
plan to establish a toolbox of traffic calming devices,evaluation and prioritization criteria,and a Master Plan to
implement them.Working in concert with residents,the plan analyzed primary problem areas and intersections, and
identified traffic calming measures for each to reduce congestion, high speeds and cut-through traffic.The plan was
developed in consideration of these mobility issues,as well as the Bicycle Master Plan and pedestrian mobility issues,

Site Assessment. Michael Baker performed a Phase I environmental site assessment as part of an environmental
impact statement for pavement rehabilitation of Chapman Avenue from Main Street to 300 feet east of Pixley Street
and from Hewes Street to 100 feet east of Cannon Street.The total project length is approximately 1.17 miles. In
addition,the project involved some new storm drain work at the intersection of Chapman Avenue and Cannon Street.
The excavation to install the storm drain work was approximately five feet in depth.
JefFrey Road/Irvine Center Drive Intersection Improvements Project, Irvine,California. Environmental Analyst.
Prepared the Phase I Environmental Site Assessment, photo simulations,and assisted in the preparation of the
environmental documentation. Michael Baker is assisting the City with preparation of an Initial Study/Mitigated
Negative Declaration for the Jeffrey Road/Irvine Center Drive Intersection Improvements Project. Due to the existing
traffic congestion at the intersection and with traffic volumes forecast to increase as planned development in the
project area is implemented,the City is proposing numerous intersection improvements. The proposed improvements
would provide traffic capacity enhancement accomplished by widening the intersection to include additional
turn/through lanes and additional bicycle lanes to improve mobility, safety, and access in the project area.
Aviation Boulevard at Artesia Boulevard Intersection Improvement Project- Initial Study/Mitigated Negative
Declaration, Manhattan Beach, California. Environmental Analyst. Michael Baker is currently assisting the City of
Manhattan Beach with preparation of an Initial Study/Mitigated Negative Declaration (IS/MND)for the Aviation
Boulevard at Artesia Boulevard Southbound to Westbound Right Turn Improvement Project(project). The proposed
project would widen the west side of Aviation Boulevard to the north of the intersection at Artesia Boulevard to
accommodate a 12.5 foot right turn lane and an eight-foot pedestrian walkway;construct a new Americans with
Disabilities Act(ADA) pedestrian curb ramp on the northwest corner of the Aviation Boulevard and Artesia Boulevard
intersection; re-stripe the north leg of Aviation Boulevard; and provide new crosswalk striping at the west and north
legs of the intersection.These improvements would address queuing deficiencies, improve roadway operations,and

project consisted of 3.8 miles of freeway widening to convert the westbound auxiliary lanes into through mixed flow
lanes between Brookhurst Street and Euclid Street, Euclid Street and Harbor Boulevard,and Raymond Avenue and
State College Boulevard.The project also added two-lane exit ramps and associated auxiliary lanes at three
interchange locations at the westbound exit ramps to Raymond Avenue, Lemon Street,and Brookhurst Street.
I-5/La Novia Avenue and Valle Road Interchange/Roundabout,San Juan Capistrano,California. Engineer.
Prepared SWDR and provided BMP design options. Michael Baker prepared plans,specifications,and estimate (PS&E)
and provided environmental studies and engineering for the Interstate 5 (I-5) and Valle Road/La Novia Avenue
Interchange Improvement Project.The purpose was to re-align the Northbound I-5 exit and entrance ramps,Valle
Road,and La Novia Avenue to eliminate the existing offset intersection and congestion due to geometric deficiencies.
Four alternative improvement concepts were evaluated, and a roundabout design was identified as the preferred form
of intersection control as part of the Caltrans Intersection Control Evaluation (ICE) process. The four-legged
roundabout was designed to have an inscribed circle diameter of 150 feet,a landscaped central island,a traversable
truck apron,single lane approaches, and raised splitter islands.The roundabout will improve intersection operations
and safety for all modes of transportation.
Interstate 605/Katella Avenue Interchange Project Study Report/Project Development Support (PSR/PDS), Los
Alamitos,California. Engineer. Responsible for overseeing preparation of the SWDR. Michael Baker prepared a

Garfield Avenue and Banning Avenue Overcrossings, Huntington Beach, California. Prepared project study reports
for the two bridges over Santa Ana River connecting Garfield Avenue to Gisler Avenue and Banning Avenue to 19th
Street for Orange County Transportation Authority.
State Route (SR) 91 Improvements from SR-241 to SR-55 and from SR-55 to Tustin Avenue,Anaheim, California.
Preparation of project study reports for improvements of SR-91 from SR-241 to SR-55 and from SR-55 to Tustin
Avenue. Two reports were provided which were provided to Orange County Transportation Authority and were
reviewed by Caltrans.
Golden Lantern Widening, Laguna Niguel, California. Geotechnical recommendations during design and
construction of 3,600 linear feet of retaining and sound walls. Height of the retained soil varied from couple of feet to
a maximum of 15 feet. The retaining walls supported 1.5H:1V(Hor.:Ver.) slopes with a maximum height of 25 to 30
feet in several areas. The slopes were constructed of highly expansive soils. Block walls and residential houses existed
at the slope top.
Sierra Highway Grade Separation,Santa Clarita, California. Project Manager in charge of the geotechnical
investigation for Sierra Highway overcrossing Metrolink railroad in city of Santa Clarita. Foundation report was
provided based on Caltrans requirements.
