6. DISCUSSION AND BACKGROUND .
T.he Oran.ge International Street Fair (Street Fair),is an .annual event helcl in the Orange
Plaza (Plaza) area over the_ Labor Day weekend. The popular e�ent draws hundreds of
thousands of visitors over the three-day period and is a main fundraising source for
Orange non-profit organizations.: During this time, th:e C.ity has offered::certain public
parking lots:for additional fundraising opportu.nities to those :non-profits that do not
participate .in the Street Fair. :The Senior. Center, OC Frie.nds of Nlusic, and the Orange
Public Library Foundation each have long-term agreements with the City for the use of
the Civic Center and Orange Main Library parking lots. The remaining public parking lots
were available for use by the public during:the event at no cost, or.:used for staging by the

Orange International Street Fair (OISF) and the City. In 2010, based on interest by other
non-profit organizations, the City Council made available, by lottery, additional parking
lots for fundraising purposes based on specific criteria identified by the City Council.
Originally, three lots were made available to non-profits: East Almond St. (36), South
Grand St. (21), and North Lemon St. (172), which was shared by two non-profit groups.
During construction of the Old Towne West Metrolink Parking Structure (Structure), the
N. Lemon St. lot was unavailable, leaving only two lots available for non-profits. For the
2019 Street Fair, it is proposed that, in addition to the three that have long term
agreements, the following three lots also be made available to local non-profit groups:

It is also proposed that the Structure become a pay-for-parking lot administered and
contracted out by the City with the proceeds used to help offset the $92,000 annual
maintenance and operating costs of the Structure. It is estimated that the City could
generate approximately $25,000-$40,000 during the three-day event. It should be noted
that the City's funding agreement with Orange County Transportation Authority (OCTA)
requires that any revenue generated by the Structure must contribute to the operating
cost of the Structure. As such, allocating parking spaces in the Structure for use by non-
profit groups would violate our funding agreement.
All other city lots will be used for staging to support OISF and City operations or for free
public parking. The designated free parking lots each have layout challenges (i.e. shared
alleys and multiple access points) that would hinder the ability to charge for parking during
the Street Fair either by the City or non-profit groups. Therefore, provided below is the �
proposed parking lot allocation for the 2019 Street Fair.
