1. SUBJECT
Purchase and installation of Mobile Data Computers for the Police patrol fleet.
2. SUMMARY
Purchase of 16 Panasonic Toughbooks from CDCE, Inc. using a Cooperative Purchasing
Agreement from the General Services Administration Federal Supply Schedule-70,
Contract No. GS-35F-0143R.The total estimated cost of equipment and labor is $110,956
which includes a 5% contingency.
3. RECOMMENDED ACTION
Approve the purchase of Mobile Data Computers from CDCE, Inc. in an amount not to
exceed $110,956.
4. FISCAL IMPACT
The total expenditure for this purchase is $110,956 and will be funded in CIP-Police
Vehicle Mobile Data Computer Systems (Project 20335)through Federal Asset Forfeiture
(355).
5. STRATEGIC PLAN GOALS

6. DISCUSSION AND BACKGROUND
Mobile Data Computers (MDCs) previously purchased by the Department are reaching
the end of their service life and are no longer covered under warranty. Replacing a quarter
of the MDCs on an annual basis allows the Department to maintain functional MDCs in
the patrol fleet. Of 55 in-car MDCs scheduled for replacement, 30 have successfully been
replaced since January 2018.
Capital Improvement Project No. 20335 provides for the replacement of Police
Department in-car MDCs.The total estimated cost of$110,956 includes equipment, labor,

and a 5% contingency fee reserved for additional expenses. CDCE, Inc. (CDCE) is an
authorized seller contracting with Synnex Corporation, an authorized dealer awarded a
General Services Administration (GSA) schedule contract through the GSA Multiple
Award Schedules program. The purchase of 16 Panasonic Toughbooks will be completed
using GSA Federal Supply Schedule-70, Contract No. GS-35F-0143R, expiring on
November 28, 2019.
The Police Department recommends the purchase of 16 Panasonic Toughbooks from
CDCE in an amount not to exceed $110,956. The third phase of this project is scheduled
to begin in September 2019 and is expected to be completed by June 30, 2020.
The GSA Federal Supply Schedule-70, Contract No. GS-35F-0143R is available for
review in the Records Bureau of the City of Orange Police Department.
