1. SUBJECT
Purchase of Police Department uniforms and duty gear from Galls, LLC.
2. SUMMARY
Galls, LLC and Keystone Uniforms merged their operations in April 2019. Galls, LLC will
supply law enforcement uniform attire, duty gear, and tailoring services to Police
Department personnel through a .Cooperative Purchasing Agreement for Fiscal Year
2019-2020.
3. RECOMMENDED ACTION
Approve the purchase of Police Department uniforms and duty gear from Galls, LLC in
an amount not to exceed $90,000.
4. FISCAL IMPACT
The total expenditure for this purchase is $90,000 and will be funded upon adoption of
the proposed Fiscal Year 2019-2020 budget through General Fund (100).

6. DISCUSSION AND BACKGROUND
Police employees are required to wear a uniform to be identified as a law enforcement
authority in society and a source of assistance in an emergency, crisis, or other time of
need. New officers and office staff are initially issued two types of uniforms for wear.Worn
or damaged items are replaced on an annual or as needed basis. Specialized units such
as SWAT, Motor Officers, K9, Mounted Patrol, and Bicycle Patrol are issued different
uniforms specific to their unit.

The Orange Police Department has been purchasing uniforms and equipment from
Keystone Uniforms (Keystone) since 2014. Keystone, a regional retail-based distributor
of uniforms and duty gear was acquired by Galls, LLC (Galls) in April 2019. Galls is
headquartered in Lexington, Kentucky and currently maintains retail locations in Orange
and now Santa Ana. As the largest distributor of uniforms and equipment to public safety
personnel, Galls offers an extensive selection of products and brands, competitive pricing,
convenient online ordering, and alteration services to meet the Department's needs.
The procurement of uniforms and duty gear will be acquired through a Cooperative
Purchasing Agreement with Galls for a total amount not to exceed $90,000.
