2. SUMMARY
The City of Orange has entered into a contract with Sequel Contractors, Inc. for the
Community Development Block Grant Fiscal Year 2017-2018 Tularosa Neighborhood/
West Palmyra Avenue Street Rehabilitation Project. Extra work has been added at agreed
unit prices in the amount of$46,695. The work has been completed to the satisfaction of
the Public Works Department.
3. RECOMMENDED ACTION
1. Approve Final Contract Change Order in the amount $46,695 to Sequel Contractors,
Inc. for the additional work.
2. Authorize the transfer of $48,000 from 310.9645.57130.11070, CDBG FY 2017-18
Contingency to 310.9645.56330.30094, West Palmyra Avenue Rehabilitation.
3. Accept as complete Bid No. 189-12; SP-4059, Community Development Block Grant
Fiscal Year 2017-2018 Tularosa Neighborhood/West Palmyra Avenue Street
Rehabilitation and authorize staff to file Notice of Completion with the County
Recorder.
4. FISCAL IMPACT
The total expenditure for this project is $625,160, and will be funded in Community
Development Block Grant (310):
West Palmyra Avenue Rehabilitation (30094) $372,703
Tularosa Neighborhood Street Rehabilitation (30095) 252,457

6. DISCUSSION AND BACKGROUND
The City Council awarded the Community Development Block Grant (CDBG) Fiscal Year
2017-2018 (FY 2017-18) Tularosa Neighborhood/West Palmyra Avenue Street
Rehabilitation Project on December 11, 2018 to Sequel Contractors, Inc. The scope of
street rehabilitation consists of: ADA compliant access ramps, localized removal and
replacement of the existing pavement, asphalt concrete overlay, removal and
replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters,
spandrels, and adjustment of manholes and water valve covers to grade. Due to existing
field conditions, the scope has changed, which led to an increase in cost for the Palmyra
Avenue street rehabilitation. The work has been completed to the satisfaction of the
Public Works Department.
The project was completed in May 2019 and the original contract amount was $578,465.
This Final Contract Change Order represents an 8.1% increase from the original contract
amount bringing the final contract amount to $625,160.
