1. SUBJECT
Approval of plans and specifications for SP-4040; Katella Avenue and Struck Avenue
Intersection Improvements Project, and authorization to advertise Bid No. 189-36.
2. SUMMARY
Plans and specifications have been completed and the project is ready to be advertised
for bids. The total estimated construction cost including 15% contingencies and
construction engineering is $613,000.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for the Katella Avenue
and Struck Avenue Intersection Improvements Project.
4. FISCAL IMPACT
The total expenditure for this project is $613,000 and will be funded in Katella/Struck
Traffic Signal Modifications (20377) through:
Transportation System Improvement Program —Area "B" (284) $413,000
Reimbursable Capital Projects (550) 200,000
Total: $613,000

6. DISCUSSION AND BACKGROUND
This improvement project features the addition of a fourth leg on the north side of the
Katella Avenue and Struck Avenue intersection in order to provide access for the future
Branch West Orange Apartments at.1725 West Katella Avenue. This project access will

be integrated into the existing traffic signal system at the intersection. The project will
upgrade the aging signal equipment, provide landscaping and lighting enhancements,
and renovate the community service organization monument located at the southeast
corner of the intersection.
The total estimated construction cost, including 15% for contingencies and construction
engineering, is $613,000. As part of the development agreement, the developer of the
Branch West Orange Apartments will contribute $200,000 towards the completion of this
improvement project. Due to the long lead time for materials, construction is scheduled
to begin in February 2020 and is expected to be completed within 120 calendar days.
California Environmental Quality Act(CEQA) compliance for the project was satisfied with
the adoption of Mitigated Negative �Declaration (MND) No. 1853-16, approved by City
Council on November 14, 2017.
