1. SUBJECT
First Amendment to Cooperative Agreement No. C-5-3587 between Orange County
Transportation Authority, County of Orange, and the Cities of Orange and Garden Grove
for the implementation of the Measure M2 Funded Chapman Avenue Regional Traffic
Signal Synchronization Project.
2. SUMMARY
Amendment No. 1 to Cooperative Agreement No. C-5-3587 between Orange County
Transportation Authority and participating agencies extends the expiration date of the
Agreement from June 2019 to December 31, 2021.
3. RECOMMENDED ACTION
Approve the First Amendment to Cooperative Agreement No. C-5-3587 between Orange
County Transportation Authority, County of Orange, and the Cities of Orange and Garden
Grove for the implementation of the Measure M2 Funded Chapman Avenue Regional
Traffic Signal Synchronization Project and authorize the Mayor and City Clerk to execute
on behalf of the City.

6. DISCUSSION AND BACKGROUND
On June 13, 2016, Orange County Transportation Authority (OCTA) and the participating
agencies of the County of Orange, City of Orange, and City of Garden Grove entered into

a cooperatiVe agreement for the implementation of.the Measure M2 Funded Chapman
Avenue Regional Traffic Signal Synchronization Project (TSSP.) The project is part of an
OCTA program known as Project "P" fhat strives to improve synchronization of traffic
signals along.key corridors and across multiple jurisdictions to enhance traffic flow and .
reduce congestion countywide.
This project involves a fourteen-mile-long.segment of Chapman Av.enue, from Valley View
Street in the City of Garden Gove to Cliffway Drive in the City of Orange. Approximately
seven of #hose rniles lie within our city limits. The total project cost remains unchanged
at $2,935,055, of which $222,792 ;is the city's share. In order to complete the project,
OCTA and participating agencies have agreed to extend the term of the agreement for
an additional 31 months, to December 31, 2021.
