1 . SUBJECT
Appropriation of $10,000 in charitable donation from the Higgins Family Trust.
2. SUMMARY
This $10,000 donation will be used to purchase Class A uniform hat badges for all Fire
Department uniform personnel.
3. RECOMMENDED� ACTION
1. Accept into the City's revenue budget a $10,000 donation from the Higgins Family
Trust, into revenue account number 100.3011.48390.00000, General Fund —
Donations.
2. Authorize the appropriation of $10,000 into expenditure account number
100.3011.53030, General Fund — Uniforms & Other Clothing.
4. FISCAL IMPACT
The total appropriations for this donation are funded by the additional revenue received
from the Higgins Family Trust.

6. DISCUSSION AND BACKGROUND
On April 9, 2019, the Orange City Fire Department received a charitable donation from
the Estate of the Higgins Family Trust and represents the full amount of the bequest made
by Floyd D. Higgins and Marjorie R. Higgins. Floyd D. Higgins served as Fire Chief of the �
Orange Fire Department from May 1963 through November 1976. Chief Higgins was a

strong supporter of image, uniformity, and professionalism. He would be very honored to
see the funds of his estate used to elevate the Fire Department's dress uniforms.
