Sheatz, 'ty Attorney '(Z� REVIEW: City Manag r )Finance 1. SUBJECT Tentative hearing schedule necessary for the City Council to adopt an ordinance establishing district -based elections. 2. SUMMARY Pursuant to California Elections Code Section 10010, Attachment A to this staff report outlines the tentative hearing schedule referenced in Resolution No. 11155. The schedule outlines the public hearing process required by law for the City Council to adopt an ordinance establishing district -based elections. 3. RECOMMENDED ACTION Receive and file proposed hearing schedule to establish district based elections. 4. FISCAL IMPACT While there is no fiscal impact to the City by adopting the tentative hearing schedule, it is a necessary step associated with the transition from at -large elections to district -based elections. As the process. unfolds, a request for appropriation of funds will be presented as needed. 5. STRATEGIC PLAN GOALS Goal 2: Be a fiscally healthy community a. Expend fiscal resources responsibly. DISCUSSION AND BACKGROUND On April 23, 2019 the City Council adopted Resolution No. 11155 declaring its intent to adopt an ordinance that establishes a district -based election system for the election of city councilmembers beginning with the November 2020 election. As part of that ITEM q • 1 1 5/14/2019 resolution, staff received authorization to retain a demographer and other qualified experts to assist with the creation of the district maps in accordance with state law. Part of this process requires the establishment of a tentative schedule of community meetings and city council hearings. The community input received at the meetings will be used in conjunction with demographic information to create draft City Council district maps for the Council to consider. Pursuant to California Elections Code Section 10010, Attachment A outlines the tentative hearing schedule recommended by staff and the demographer. The first two community meetings in June are informal and will be conducted prior to maps being drawn. These two meetings must occur within 30 days of each other. Staff proposes holding the meetings in the evening at Grijalva Park on June 13th and Shaffer Park on June 26tn Subsequently, the demographer will present City Council with a report about the feedback from the first two meetings and a recommendation for adopting districting criteria, in addition to those legally required. The third hearing scheduled for the end of August is the public hearing in which the proposed maps are presented by the demographer. At that meeting, the City Council and the public will have an opportunity to provide input on the proposed maps. Per state law, the maps must be made available for public review seven days prior to this meeting. The fourth public hearing would occur when the ordinance establishing district -based elections is presented to the City Council for first reading. The fifth and final public hearing would be the second reading of the ordinance. The proposed schedule is subject to change based on City Council direction. Once adopted, staff will ensure that a link to the schedule is available on the City website. 7.
