SUBJECT A Resolution of the City Council of the City of Orange rescinding Resolution No. 11116, and adopting a revised Master Resolution of Permit Parking Areas within the City of Orange. 2. SUMMARY Approve new resolution to include the addition of the 100 block of North Shaffer Street to the.Area `A' Neighborhood Permit Parking Area. 3. RECOMMENDED ACTION Appcove Resolution No. 11133. 4. FISCAL IMPACT . The total expenditure for the project is $1,000 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improyement Measure M2 (263). 5. STRATEGIC PLAN GOALS Goal 1: Provide for a safe community b. Provide. and maintain infrastructure necessary to ensure the safety of the public. 6. DISCUSSION AND BACKGROUND . Mr. Steve Soest, a resident living on North Shaffer Street, is requesting that the 100 block of North Shaffer Street be included in the Chapman University Neighborhood Parking Permit Area (Area `A'). The subject neighborhood is located between Chapman and Maple Avenues. It adjoins existing parking permit areas on Shaffer Street and Maple Avenue. Existing Conditions Per the City's Parking Permit Ordinance, the program is to mitigate the intrusion of college-oriented and other long-term vehicle parking either by commercial or institutional use on streets in residential areas, assuring local residents and their guests of convenient ITEM� •3 � 02/12/2019 parking on streets in proximity to their homes. A resident of the neighborhood must provide the Traffic Division with a letter of request. Those neighborhoods in the Chapman University Neighborhood Parking Permit Area are exempt from paying the application fees since this is the first permit parking area and the application fees were waived at the July 24, 2001 City Council Meeting. The original Parking Permit Area `A' was established in February 1987. The Orange City Council approved the implementation of a permit parking program in the neighborhood adjacent to Chapman University, to prevent University student parking encroaching into the residential neighborhood. With the adoption of Parking Permit Area `A', it was the intent that each eligible street within the permit area could request activation of permit parking on a case-by-case basis. This portion of Shaffer Street is currently located in the boundary of the Chapman University Neighborhood Permit Parking Area and with the approval of the City Council, the parking permit program will be implemented for this segment of Shaffer Street. Parking Study After receipt of the letter of request, Traffic Engineering staff provided a petition form to Mr. Soest with instructions to make a good faith effort to contact all the addresses on the petition. The completed petition was returned to Traffic Engineering Division. The table below show the results of the neighborhood polling. 17 Affected Addresses In Favor 0 osed Unsi ned Total 15 2 0 Percenta e 88.2% 11.8% 0 Analysis There is a minimum threshold of 55% majority (per guideline under the original parking permit program) of the affected residents to be in favor of the proposal. In the affected area, 88.2% of the residents are in favor of the parking permit program. The petition for the subject area has met the minimum requirements for a parking permit program. Parking permits are issued for residents only. Participation in the permit program is voluntary however, after implementation any vehicle parked on the street without a permit can be cited. Recommendation At the November 14, 2018 Traffic Commission meeting, one resident spoke in favor of this item and no one spoke against. The Traffic Commission recommends that the City Council approve the request for permit parking on the 100 block of North Shaffer Street, from the southerly property line of 133 North Shaffer Street on the east side to Maple and from the Southerly property line of-146 North Shaffer Street on the west side to Maple. All residents on the 100 block of North Shaffer Street were notified by mail of this item on the City Council meeting agenda. 7. ATTACHMENTS 1. Resolution No. 11133 2. Letter of Request 3. Exhibit B Page 5 of 5 9/6/2018 Hello Neighbor..... if you were here about 4 years ago, you might remember our first discussion regarding street parking on the 100 block of North Shaffer Street. At that time, the city recognized the need for permit parking on this block, but budget issues calfed for a postponement, and I was asked to reach out again in a few years. We are now impacted not only by the Library, St. John's church and school, Chapman University, Orange High School ; but a new restaurant and medical office building on the corner at Chapman. The impact has heightened now, as we are the only block in the immediate area that does NOT have permit parking. The city has agreed now to take this up at a meeting on , ' e i i I will be away all next week, so I would hope we could get the document signed by Saturday or Sunday morning. At the time of the previous contact, the city told me they would waive the application fee ( which in the past had been paid for by the University on the surrounding streets). I can come by sometime tomorrow to collect a pro or con signature from you if you are available. If we miss this first deadline, the next Traffic Commission meeting is in mid-November. Shaffer St. Attachment 2 - Letters of Request �,01 `� Hello neighbors- Some time ago, we held a meeting with the residents of the 100 block of north Shaffer regarding the ongoing parking problems on our street. We discussed the pros and cons of the permit parking program and agreed to pick up the discussion when more information was available, and after monitoring the problem . Since that last meeting, I spoke to Mr. Dave Allerbach, traffic engineer for the city of Orange. The city is quite aware of the situation, and not only is our block pre-approved for permit parking, he also told me that the city would waive the usual fees collected to implement the process .With the library attendance rising monthly ( the parking quite often spills over onto the south end of the block, even when the lot has plenty of space), St. lohn's school at � record enrollment ( the south end of our block becomes a parking lot/drop off point for parents around 8 a.m. and 3 p.m. on school days, and they even park in the red zone east of the library lot, leaving their kids to cross busy Chapman ave. ) The north end of our block has seen ongoing problems with Chapman University faculty and students, since the surrounding blocks are already by permit only. As most of you know, the restaurant space at the corner of Chapman and Shaffer has been leased to a "high end" oyster/seafood restaurant with a full bar coming in. You can see what might happen if the place becomes a popular spot. I would like to see if we can plan another meeting to discuss these developments. (54000.5.3.1.2) A Resolution of the City Council of the City of Orange Rescinding Resolution No. 11116, and adopting a revised Master Resolution of Permit Parking Areas Within the City of Orange. Transportation Analyst Dave Allenbach presented the staff report. The request is for the 100 block north of Shaffer within an already permitted area. The Traffic Commission recommends approving the addition to Permit Parking Area A. (A2100.0; Agr-1071.I.2) Economic Development Manager Galvan and Finance Assistant Director Katrin Bandhauer provided Council with an update on the audit performed by a third party. Public Speaker: Adam Feliz, Orange International Street Fair Board President — answered Council's questions regarding the timing of the agreement. If the agreement is approved in April, it still allows enough time for the Board to notify participants. During discussion, Council directed staff to bring back a report at the March meeting for discussion with the agreement possibly coming back in April for approval. PAGE 11
