1. SUBJECT
Appropriation of funds from the County of Orange for Orange County Regional Narcotics
Suppression Program overtime costs.
2. SUMMARY
Due to new Department of Justice and Department of Treasury policies, the transfer of
certain program funds to other member agencies for overtime expenses are now
prohibited. As a result, the Orange County Regional Suppression Program task force has
liquidated its cash assets for a one-time disbursement of$175,100 to the City of Orange
Police Department to assist with overtime expenses through June 30, 2020.
3. RECOMMENDED ACTION
1. Accept into the City's revenue budget a $169,312.19 deposit from the County of
Orange, into revenue account number 358.4033.48410.12325, Asset Seizure -
Regional Narcotics Suppression Program - Federal.
2. Accept into the City's revenue budget a $5,787.81 deposit from the County of Orange,
into revenue account number 359.4033.48411.12325, Asset Seizure - Regional
Narcotics Suppression Program -Treasury.
3. Authorize the appropriation of $169,312.19 into expenditure account number
358.4001.50221.12325, OT Safety— Regional Narcotics Suppression Program.
4. Authorize the appropriation of $5,787.81 into expenditure account number
359.4001.50221.12325, OT Safety— Regional Narcotics Suppression Program.
4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the cost of overtime for the Regional
Narcotics Suppression Program as follows:

6. DISCUSSION AND BACKGROUND
The Orange County Regional Suppression Program (RNSP) is a multi-agency and multi-
jurisdictional task force established to investigate and prosecute high-level organized
crime. As the Administrative Manager, the Orange County Sheriff's Department is
responsible for reimbursing participating agencies for overtime hours worked by RNSP
personnel. On July 23, 2018, the Department of Justice's Money Laundering and Asset
Recovery Section and the Department of the Treasury's Executive Office for Asset
Forfeiture released new equitable sharing policy prohibiting the transfer of program funds
to other member agencies for overtime expenses. As a result, the Orange County RNSP
task force has liquidated its cash assets for a one-time disbursement of$175,100, to the
City of Orange Police Department to assist with overtime expenses through June 30,
2020.
