SUBJECT Appropriation of $38,812 in designated grant funding received from the California Department of Resources Recycling and Recovery for the Oil Payment Program. 2. SUMMARY Based on an agreement with California Department of Resources Recycling and Recovery, the Public Works department receives an allocation of per-capita grant funds to utilize towards activities related to collecting used oil and oil filter collection. 3. RECOMMENDED ACTION 1. Accept into the City's revenue budget $38,812 in grant funds from California Department of Resources Recycling and Recovery Oil Payment Program 18-19 Cycle 9 into revenue account number 220.5022.45290.20419, Sanitation & Sewer — Oil Payment Program 18-19 (Cycle 9). 2. Authorize the appropriation of $38,812 into following expenditure account numbers � Sanitation & Sewer— Oil Payment Program 18-19 (Cycle 9): $15,000 into 220.5022.51001.20419 Contractual Services $ 5,000 into 220.5022.50002.20419 Regular Salaries - Miscellaneous $18,812 into 220.5022.53001.20419 Materials and Supplies 4. FISCAL IMPACT The total appropriations for the grant are funded by the additonal revenue received from California Department of Resources Recycling and Recovery. 5. DISCUSSION AND BACKGROUND The City participates in California's Department of Resources Recycling and Recovery (CalRecycle) Local Government Oil Payment Program. The City must submit an application to CalRecycle to secure the grant funding. The program provides opportunities for local governments to receive funds for used oil and used filter collection programs. The focus of the program is to promote and provide alternatives to the illegal disposal of used oil by establishing a statewide network of collection opportunities and undertaking outreach efforts to inform and motivate the public to recycle used oil. Currently, The City is working with the County of Orange to administer the oil-recycling program. The County's program includes public outreach, advertising, and education at City events and locations such as the upcoming July 3�d celebration and Treats in the Streets in the Fall. The City is also using grant funds to coordinate with several auto parts stores and oil change business to accept used oil from the City's residents who change their own oil. The remainder of the grant funding is dedicated toward program advertising and the acquisition of resources for Orange residents, who change their own automotive motor oil filters. 7.
