SUMMARY At the February 12th City Council meeting, staff presented the findings and recommendations from a report commissioned to provide analysis on the City's current Information Technology (IT) services and options for the future of these services. Staff recommended at the time that some IT functions be brought in-house. The City Council directed staff to bring back recommendations for the City's IT services model going forward. This report contains staff's recommended classifications, structure, and potential for contracted services. 3. RECOMMENDED ACTION 1. Approve the establishment of the Information Technology Department, under the � direction of the Administrative Services Director. 2. Approve the Information Technology Department Organizational Chart, attached as Exhibit "A". 6. Approve the Information Technology Department Schedule of Positions, attached as Exhibit "B". 4. FISCAL IMPACT None. The cost of the proposed positions will be offset by the expiration of the City's contract with Avenu. The staffing costs versus the cost of the Avenu contract will provide $339,910 for additional contracted services. 5. STRATEGIC PLAN GOALS Goal 4: Provide outstanding public service. a: Attract, retain and develop quality employees. c: Enhance technology to improve public accessibility to information and services. 6. DISCUSSION AND BACKGROUND Background The City has contracted for Information Technology (IT) services since 1984. The current contract, which began on July 1, 2011, was originally entered into with Affiliated Computer Services (ACS). Subsequently, ACS was acquired by Xerox in late 2011. In 2016, Xerox spun off its business process sourcing services into a company called Conduent, Inc. In 2018, Conduent sold its Local and Municipal Constituent Government Software Solutions business to Avenu. Avenu does not have previous experience in the managed IT services sector, and has delegated oversight of services to the company's Chief Information Officer (CIO). With the current contract for IT services expiring on June 30, 2019, at the February 12 Council meeting, staff presented options for IT services moving forward. At the time, staff recommended bringing at least some IT functions in-house. The City Council requested that staff bring back a final recommendation as to the structure and model of IT services for consideration and adoption. Evaluation The City's contract with Avenu includes ten full-time employees working in various capacities. The staff members include the IT Manager, Service Delivery/Project ITEM 2 04/09/2019 Manager, Network Engineer, five Desktop Technicians, Systems Administrator and Help Desk Coordinator. Currently, the Service Delivery/Project Manager is vacant, and the Systems Administrator and Help Desk Coordinator positions are being filled by temporary employees. The IT Manager is the top employee on-site at the City and is responsible for all day-to-day operations at the City. The IT Manager reports to a regional director, who, in turn, reports to Avenu's CIO. The Administrative Services Director is the City's contract manager and is the liaison for IT issues with in the City. The on-site staff has done a tremendous job in supporting the City's IT infrastructure. There has been relatively low turnover in staff despite the numerous acquisitions that their company has experienced. This can be attributed primarily to the culture and work environment of the City because they are assigned full-time to the City. As presented previously, the City engaged SDI Presence to evaluate the City's current IT environment, as well as outline alternatives for the future. SDI presented four alternatives for the future of IT services, including advantages and disadvantages of each approach. The options are as follows: • Status Quo — Negotiate a new contract based on the parameters of the current contract; • Re-compete — Prepare a Request-for-Proposals (RFP); • In-house — Create a model similar to the current contract, but staffed with City employees; and � • Hybrid — Bring higher level employees in-house and supplement with contracts. As detailed in the report, there are various advantages and disadvantages to each approach. However, as public sector processes and services become more reliant on technology, it appears that the Status Quo option would not be suitable for such reliance. Also, based on the RFP process that resulted in the current contract, and the numerous spinoffs that have taken place with this contract, it is clear that the market for full outsourcing of IT services for an organization the City's size is very slim. With so few options available in the market, the prospects of obtaining adequate services from a single provider are small. Looking at other similar sized cities in Orange County, except for Orange, all have at least some IT resources as city employees. Irvine recently transitioned from full outsourcing to a hybrid model. Anaheim has used a hybrid approach for IT for quite some time. All other cities, including Fullerton, Garden Grove, Huntington Beach, and Newport Beach have IT in-house. As stated previously, the City's IT environment would not function as well as it does without the talent and commitment of the current IT staff. Therefore, it would be in the best interest of the City to retain the services of many of these staff members to ensure continuity of IT operations. Additionally, there are services that would be contracted out, as further described below. Finally, the City has several current staff members in IT-related roles. These include the Senior GIS Analyst and Assistant Engineer (assigned to GIS) in the Public Works Department, and the Library Technology and Support Services Manager and Library Technology Coordinator in the Library Department. ITEM 3 04/09/2019 Recommended Staffing Levels Staff has reviewed the structures and salaries of surrounding cities. Based on current IT needs, as well as considering feedback received from Council in February and in light of SDI's report, staff is recommending the following positions, with the recommended number of full-time equivalent (FTE) employees, and a brief description of each role: • Information Technology Manager (1.0 FTE) o Oversees and manages the day-to-day operations of the City's IT Division. o Evaluates the performance of IT personnel. o Manages outside consultants and contracts. o Establishes business cases for the implementation of new technologies. o Establishes and maintains effective professional working relationships with co-workers, City departments, and outside suppliers and contractors. o Monitors the division's budget and makes recommendations for budgetary requirements. o Monitors the City's cyber security to ensure vulnerabilities are minimized. • Information Technology Project Manager (1.0 FTE) o Creates and manages project plans. o Defines project schedules, allocates resources and monitors progress. o Aligns project objects with departmental and city goals. o Develops Requests for Proposal (RFP) for external services. o Oversees service delivery quality on projects and operations. o Maintains IT budget. o Leads meetings and sets expectations for project team. o Works with IT Specialists and Systems Analyst to identify innovative solutions for business challenges and processes. • Network/Security Analyst (1.0 FTE) o Monitors and addresses security of the City's computer networks. o Works closely with contracted security consultants to improve network security and ensures that identified vulnerabilities are quickly addressed. o Works with City's Traffic Division to coordinate work on the City's fiber optic network. o Works with mobile carriers to ensure continued connectivity for mobile devices, including devices used in public safety vehicles. • Systems Analyst (1.0 FTE) o Provisioning, installation, configuration, operation and maintenance of systems hardware and software and related infrastructure. o Technical research and development to enable continuing innovation within the infrastructure. o Ensures system hardware, operating systems, software systems and related procedures adhere to organizational values and standards. o Assists project team with technical issues with in the initiation and planning phases of projects, including identifying needs, benefits and technical strategy, research and development, and technical analysis and design. o Supports operations staff in executing, testing and rolling-out solutions. • Information Technology Specialist (4.0 FTE) o Works with assigned departments to seek out solutions for business challenges and needs. ITEM 4 04/09/2019 , o Provides support to IT Project Manager to implement and rollout new technologies and products to assigned departments. o Provides Tier 2 and higher technical support to assigned departments. o Works closely with the City's Purchasing Division for the procurement of technology products and services. The above model includes the addition of eight FTE's to the City's workforce. Each City department will be assigned an IT Specialist. Due to the size and complexity of their IT infrastructure, one IT Specialist will be dedicated to the Police Department. One of the IT Specialists will be assigned primarily to the Fire Department, as well as assist other IT Specialists as needed. The remaining two will split the balance of the City departments. The recommended salary ranges and bargaining group placement are commensurate with the experience required for these positions, as well as the confidential and sensitive nature of each position. Specifically, the IT Specialists will be expected and required to provide a higher level of service than is required by the Desktop Technician positions, and staff is confident that the individuals that will move into those positions have the background and experience necessary to provide the higher level of service expected. Contracted Services With the in-sourcing of certain IT positions, the City would contract for a number of services, including: • Help Desk/Tier 0 Support (primarily on-site) • Tier 1 Support (on-site, may be assigned to a specific department, i.e. Police Department) • Cyber security testing and preventative services, including the use of a part-time Chief Information Security Officer. • Transitioning to Office 365 and hosting e-mail in the cloud • Expanding the City's use of cloud-based services and transitioning existing applications to the cloud • Additional support for Sharepoint • Subject matter experts • Strategic and long-term IT planning Contracting for these services will be a priority for staff, so we expect to bring those forward for bid soon after onboarding the IT staff. As the IT staff comes on board with the City, we will research and identify additional services that are needed. Aside from the services previously provided by Avenu, the City currently contracts for a number of services, including: • Network security penetration testing • Maintenance and support for servers • Maintenance and support for network core switches • Maintenance and support for web appliances, including web filters and firewalls • Cloud hosted services • Cloud backup for some of the City's applications • Microsoft Azure • Document management system support • Managed print services ITEM s 04/09/2019 • Surveillance system support • Copier repair and servicing • Data and fiber optic cabling • Website administration and hosting • Telephone system maintenance Timeline and Transition In order to ensure continuity of IT operations, staff is requesting that the City Council consider the addition of the recommended IT positions described above at this meeting. This will allow staff ample time to complete class specifications and onboard the employees on or around July 1, 2019, at the conclusion of the contract with Avenu. Having the positions approved by the City Council will allow us to begin recruiting for those positions that will not be filled by current contract staff and minimize the amount of time that those positions remain vacant. For contracted services, pending approval of the proposed positions, staff will begin crafting a Request for Proposal for help desk and technical support services. There may be some lag between the end of the contract with Avenu, and the beginning of services with the successful bidder. As such, we will also begin planning to bridge that gap and will report back to the City Council how we intend to do so. For the balance of contracted services, staff will begin researching those once the help desk and technical support contracted services are determined. Examples include business license software, library platforms, permitting software, and various Police Department applications. and WHEREAS, per California Code of Regulations, Title 2, Section 570.5, the City must abide by the California Government Code when establishing and reporting compensation for its employees; and WHEREAS, the attached Citywide Salary Schedule must meet the following requirements: must be duly approved and adopted by the employer's governing body in accordance with requirements of applicable public meeting laws, identifies the position title of every employee position, shows the pay rate for each position, indicates the time base for each pay rate, is posted at the office of the employer or immediately accessible for public review during normal business hours or posted on the employer's internet website, indicates an effective date and date of any revisions, is retained by the employer and available for public inspection for a period not less than five years, and does not reference another document in lieu of disclosing the pay rate; and WHEREAS, the City Council approved Resolution No. 11135, which last amended the Citywide Salary Schedule effective February 3, 2019; and WHEREAS, the City Council approved Resolution No. 11146, which amended Resolution No. 11141 between the City of Orange and the Orange Management Association to include the new salary range for the new classification of Information Technology Specialist, effective April 14, 2019; WHEREAS, the City Council approved Resolution No. 11147, which amended Resolution No. 11142 relating to the classification, compensation, and terms of employment of Executive Directors and Top Management employees to include the new salary ranges for the new classifications of Information Technology Manager, Information Technology Project Manager, Network and Security Analyst, and Systems Analyst, effective April 14, 2019;
