SUMMARY A resolution is proposed to demonstrate that the City of Orange is committed to collaborating with the U.S. Census Bureau to help ensure a full and accurate population count in 2020 3. RECOMMENDED ACTION Approve City Council Resolution No. 11149 4. FISCAL IMPACT None. 5. STRATEGIC PLAN GOALS Goal 3: Enhance and promote quality of life in the community: e. Develop and strengthen collaborative partnerships to enhance and promote quality of life programs, projects, and services. 6. DISCUSSION AND BACKGROUND In January of 2019, staff met with Census staff who requested that the City support the efforts of Census staff, with limited City participation, to ensure a full and accurate population count in April 2020. Census staff specifically requested that the City disseminate 2020 Census information via available media outlets, assist in providing a list of key stakeholders, and encourage Orange residents and stakeholders to participate in the Census. . ITEM �� � 04/09/2019 City Council Resolution No. 11149 is provided for Council consideration in furtherance of City and Census mutual goals to maximize securing state and federal funding, obtain full counts to ensure fair congressional representation, stimulate economic growth and employment opportunities, and raise awareness of the 2020 Census. 7. ATTACHMENTS , City Council Resolution No. 11149 ITEM 2 04/09/2019 RESOLUTION NO. 11149 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE RECOGNIZING THE 2020 CENSUS WHEREAS, an accurate census count is vital to the community and residents of the City of Orange by helping the City gain an understanding of the population it serves, determine where to locate infrastructure and land uses, and is used to make decisions concerning business growth and housing needs; and WHEREAS, more than $675 billion per year in federal and state funding is allocated to states and communities based on census data; and WHEREAS, census data ensure fair congressional representation by determining how many seats each state will have in the U.S. House of Representatives as well as the redistricting of state legislatures, county and city councils, and voting districts; and WHEREAS, the 2020 Census creates jobs that stimulate economic growth and increase employment opportunities in our community; and WHEREAS, the information collected by the census is protected by law and remains confidential for 72 years. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orange as follows: 1. The City of Orange is committed to collaborating with the U.S. Census Bureau to help ensure a full and accurate count in 2020. 2. As a 2020 Census Partner, the City of Orange: A. Supports the goals and ideals for the 2020 Census and will disseminate 2020 Census information to encourage residents of our communities to participate; B. Encourages people in the City of Orange to place on emphasis on the 2020 Census and participate in events and initiative that will raise overall awareness of the 2020 Census and ensure full and accurate census; and C.
