DISCUSSION AND, BACKGROUND Public Works sfaff plans to submit the :list of projects proposed to be funded by Road IVlaintenance and Rehabilitation Account .(RMRA) for Fiscal. Year.2019-2020 (FY20) to the California Transportation Commission (CTG): This new funding program was created ; ITEM :a 3 1 04/09/2019 on April 28, 2017 when Governor Brown signed Senate Bill (SB) 1 (Beall, Chapter 5, Statutes of 2017), known as the Road Repair and Accountability Act of 2017.The program will address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets and road system. SB 1 increases per gallon fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees. Due to the apportionment nature of this program, the exact amount of funding the City will receive is unknown; however, in anticipation of this program's implementation, these funds will be included in the FY 20 Annual Budget to be adopted by Council. Staff will return to Council for authorization to bid these projects upon project approval by CTC. The Public Works Department has identified a list of streets to present to CTC for funding approval for FY 20. These streets were rated in the Citywide Pavement Management Program with a Pavement Condition Index (PCI) ranging from 21-74 (out of a maximum score of 100) indicating the need for street rehabilitation. The cost estimate for these improvements is approximately $2.4 million. Staff will only select the number of streets that can be funded by the amount of RMRA actually received. The scope of rehabilitation in general consists of American with Disabilities Act (ADA) compliant access ramps, localized removal and replacement of the existing pavement, asphalt concrete overlay, removal and replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels, and adjustment of manholes and water valve covers to grade. Because the City is receiving an apportionment of RMRA funds, staff is required to sustain a maintenance of effort (MOE) by spending at least the annual average of FY 09-10 through FY 11-12 general fund expenditures for street, road, and highway purposes. Attachment "A" (Project list) ITEM 2 04/09/2019 RESOLUTION N0. 11144 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE APPROVING THE FISCAL YEAR 2019-2020 PAVEMENT MANAGEMENT PROGRAM BUDGET TO INCORPORATE A LIST OF TWENTY FIVE CITY STREETS TO BE FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT WHEREAS, the City of Orange (the City) is a municipal corporation that exercises governmental functions and powers, and is organized and existing under the laws of the State of California; and WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor in April 2017 in order to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS,SB 1 includes accountability and transparency provisions that will ensure the residents of the City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and � WHEREAS,the City must include a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account(RMRA) created by SB 1, in the City budget, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the City will receive an estimated $2,400,000 in RMRA funding in Fiscal Year 2019-20 from SB 1; and WHEREAS, the City Public Works Department used the Citywide Pavement Management Program to find streets rated with a Pavement Condition Index (PCI) ranging from 21-74 (out of a maximum score of 100)indicating the need for street rehabilitation to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the community's priorities for transportation investment; and WHEREAS, the funding from SB 1 will help the City rehabilitate 25 streets, The scope of rehabilitation in general consists of ADA compliant access ramps, localized removal and replacement of the existing pavement,asphalt concrete overlay,removal and replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels, and adjustment of manholes and water valve covers to grade throughout the City this year and hundreds of similar projects into the future; and WHEREAS, maintaining and preserving the local street and road system in good condition will reduce drive times and traffic congestion, improve bicycle safety, and make the pedestrian experience safer and more appealing, which leads to reduce vehicle emissions helping the State achieve its air quality and greenhouse gas emissions reductions goals; and WHEI�EAS, the local street and road system is also critical for farm to market needs, interconnectivity, inultimodal needs, and commerce; and WHEREAS,restoring roads before they fail also reduces construction time which results in less air pollution from heavy equipment and less water pollution from site run-off; and WHEREAS, the proposed street rehabilitation will extend the estimate useful life of the road system up to an additional 15 years; and WHEREAS, the 2016 Califomia Statewide Local Streets and Roads Needs Assessment found that the City streets and roads are in an "Good" condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into a"Good" condition; and WHEREAS, the City Public Works Department will select streets from the project list based on the available funding received. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange, on the basis of the facts set forth in the agenda report presented to it and any testimony received at the meeting at which this matter was considered, as follows: 1.
