1. SUBJECT
A Resolution of the City Council of the City of Orange approving additional temporary
closure of sections of public streets for a special event and revising an existing approved
closure.
2. SUMMARY
Approve special events and pageants and authorize the closure of additional public
streets for the 2019-2020 Fiscal Year.
3. RECOMMENDED ACTION
Approve Resolution No. 11143 authorizing the additional closure of municipal parking lots
and temporary suspension of neighborhood permit parking restrictions for certain events
and dates occurring in Fiscal Year 2019-2020.

6. DISCUSSION AND BACKGROUND
On February 12, 2019, the City Council approved a list of special events and pageants
that will require the closure of the Plaza and public streets. Due to the renovation of Fred
Kelly Stadium, the City's Annual 3�d of July event has been relocated to Grijalva Park and
Community Services requested one additional street closure around .Grijalva Park.

Also, the May Festival Parade, a new special event, has been planned to take place on
May 4, 2019. This event will require closure of the Plaza and adjacent streets, in addition
to the suspension of permit parking restrictions in Chapman University Neighborhood
Permit Parking Area A.
Provided below are the additional event and street closures from February 2019 through
June 2020.

A 1�ESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ORANGE APPROVING
ADDITIONAL TEMPORARY CLOSURE
OF SECTIONS OF PUBLIC STREETS
FOR A SPECIAL EVENT AND REVISING
AN EXISTING APPROVED CLOSURE.
WHEREAS, Vehicle Code Section 21101(e) authorizes cities to close portions of streets
for celebrations and local special events when, in the opinion of the City Council, the closure is
necessary for the safety and protection of persons who are to use that portion of the street during
the temporary closing; and
WHEREAS,the City Council previously approved street closures for the following special
events during 2019: Orange Plaza Car Show, 3`d of July Celebration, Orange International Street
Fair, Treats in the Streets, Veteran's Tribute, and Tree Lighting Ceremony and Candlelight
Procession; and
WHEREAS, an amendment is needed to the previously approved street closure for the 3ra
of July Celebration; and
WHEREAS,the Community Services Department and the Orange Chamber of Commerce
� are requesting temporary street closures to accommodate an additional special event in the streets.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Orange as
follows:
MAY FESTIVAL PARADE:
Section I•
That Chapman Avenue be closed from Cambridge Street to Lemon Street and that Glassell
Street be closed from Palmyra Avenue to Maple Avenue from 12:00 A.M.to 2:00 P.M., Saturday,
May 4, 2019.
Section II•
That before said closure shall occur the Orange Chamber of Commerce shall comply with
any and all terms and conditions required by City.
Section III:
That the Orange Chamber of Commerce shall notify area residents and businesses of the
event and temporary street closure as required by City.
3rd OF JULY CELEBRATION:
Section I•
That Walnut Avenue be closed from North Prospect Street to Grijalva Park, that North
Prospect Street be closed from Spring Street to Walnut Avenue, and that McPherson Road be
closed from East Pearl to Grijalva Park 9:00 A.M. to 11:00 P.M., Wednesday, July 3,2019.
Section II•
That before said closures shall occur,the City of Orange Community Services Department,
with assistance from the Public Works Department and the Orange Police Department, shall
provide all signage, barricades, and traffic control necessary for the closure, as acceptable to the
City.
Section III:
That before said closures shall occur,the City of Orange Community Services Department
shall notify area businesses, residents, and HOAs of the event, temporary street closures, and
secondary access points in accordance with the Orange Police Department's directions.

3.19 Purchase and installation of a modular office and electrical improvements for the
Department of Public Works,Water Division. (C2500.P; AGR-6758)
ACTION: 1)Approved the Sales Agreement and Site Services Agreement for the purchase,
installation, and electrical improvements of a new modular office from Mobile Modular
Management Corporation for $173,608, and authorized the Mayor and City Clerk to
execute on behalf of the City; and 2) Authorized the appropriation of$82,983 from the
Water Fund unreserved fund balance to expenditure account number
600.8041.56020.18934, Water Fund—Field Supervisor's Office.
3.20 Purchase of vehicle parts and labor service from Iry Seaver BMW, Inc. and Quinn
Company as sole source vendors. (C2500.M.7)
ACTION: 1)Approved the purchase of parts and labor from Iry Seaver Motorcycles in the
amount of$45,000;and 2)Approved the purchase of parts and labor from Quinn Company
in the amount of$50,000.
3.21 General Plan Annual Progress Report to the State of California. (C2500.G.2.0)
ACTION: Received and filed the 2018 General Plan Annual Progress Report for submittal
to the State.

A Resolution of the City Council of the City of Orange approving additional temporary
closure of sections of public streets for a special event and revising an existing approved
closure.
Councilmember Nichols asked about the May 4 Festival Parade's impact on the Orange
Public Library. Economic Development Manager Susan Galvan stated that staff is working
with the Library to secure alternative parking options in the surrounding area. Notices of
the changes will be advertised to the public through the City's website and Chamber of
Commerce.
