6. DISCUSSION AND BACKGROUND
With the Old Towne West Metrolink Parking Structure opening in February, the City
continues to identify and analyze opportunities to expand the parking capacity in the Old
Towne Historic District. The City-owned properties on the west side of the 100 block of S.
Grand Street have been evaluated in the past and after reviewing several potential
parking alternatives, the City has selected this site to begin the conceptual design process
for a future parking structure.
The site currently contains four parcels:the City of Orange Fire Department headquarters,
Community Services headquarters, the Grand Street Parking Lot, and the Grand Street
Apartment Complex. In the project scope outlined in the Request for Proposal (RFP), the
City requested conceptual designs to explore several alternatives for the construction of
a parking structure on all or a portion of the four parcels.
Staff requested proposals from eight qualified architectural and parking structure
consulting firms for the preparation of a dual-alternative conceptual design package for
the Old Towne East Parking Structure. At the end of the 30-day RFP period, four well-
qualified proposals were received from the following firms (alphabetical order):
1. DSEA, Inc.
2. LPA Design Studios
3. PDA, Inc.
4. Watry Design, Inc.
After evaluation of all proposals, staff interviewed and ranked the top two firms as follows:
1. Watry Design, Inc.
2. DSEA, Inc.
Staff recommends awarding a contract in the amount of $56,000 to the top ranked Watry
Design, Inc. (Watry). Watry consistently demonstrated their capability in executing
projects similar to the proposed Old Towne East Parking Structure, through both their
proposal and presentation. Watry has a vast resume of work in all phases of parking
structure projects, with several in historic districts whose scope demanded similar local
sensitivity and understanding necessary for the Old Towne East Parking Structure
conceptual study. The cost of the Watry proposal is consistent with industry standards.
This proposed project is only a conceptual design and will study alternatives with the
same building footprint that spans all four parcels between Chapman Avenue and Almond
Avenue. Alternatives will look at a standalone parking structure and at options for a
parking structure with mixed-use space (including office spaces for city staff). The project
will be split into two phases. The first phase will develop preliminary concepts with
architectural renderings. From these renderings, staff will develop recommendations for
the City Council's consideration regarding the merit of a parking structure located on
Grand Street. The second phase is the development of plans and specification to a 30%
completion, predicated upon City Council authorization after the approval of the
conceptual plan. The second phase will proceed only after the City has determined there
is continued demand for more parking in the Plaza area.

II at a later date should there be a need to develop the conceptual plan further. The

CONSULTANT SERVICES AGREEMENT
THIS CONSULTANT SERVICES AGREEMENT (the "Agreement") is made at
Orange,California,on this day of ,2019(herein referred to as the"Effective
Date")by and between the CITY OF ORANGE, a municipal corporation ("City"), and WATRY
DESIGN,INC., a California corporation("Consultant"),who agree as follows:
1. Services. Subject to the terms and conditions set forth in this Agreement,
Consultant shall provide to the reasonable satisfaction of City the services set forth in Exhibits"A"
(Scope of Work) and "B" (Proposal), which are attached hereto and incorporated herein by this
reference. As a material inducement to City to enter into this Agreement, Consultant represents �
and warrants that it has thoroughly investigated and considered the scope of services and fully
understands the difficulties and restrictions in performing the work. Consultant represents that it
is experienced in performing the work and will follow the highest professional standards in
performance of the work. All services provided shall conform to all federal, state and local laws,
rules and regulations and to the best professional standards and practices. The terms and conditions
set forth in this Agreement shall control over any terms and conditions in Exhibits "A" and"B"to
the contrary.
Mr. Kevin Yamakawa, Associate Civil Engineer (herein referred to as the "City's Project
Manager"), shall be the person to whom Consultant will report for the performance of services
hereunder. It is understood that Consultant's performance hereunder shall be under the direction
and supervision of City's Project Manager(or his/her designee), that Consultant shall coordinate
its services hereunder with City's Project Manager to the extent required by City's Project
Manager, and that all performances required hereunder by Consultant shall be performed to the
satisfaction of City's Project Manager and the City Manager.
2. Compensation and Fees.
a. Phase 1 - Consultant's total compensation for all services associated with
"Phase 1: Programming/Concept Study," as set forth in Exhibit "A," performed under this
Agreement, shall not exceed FIFTY-SIX THOUSAND DOLLARS and 00/100 ($56,000.00).
b. Phase 2 Option — At the option and direction of City, Consultant shall
perform and be compensated for all services associated with "Phase 2: Concept Design Package
and Review," as set forth in Exhibit "A," for an amount that shall not exceed TWO HiJNDRED
FIVE THOUSAND SEVEN HUNDRED FIFTY-SIX DOLLARS and 00/100($205,756.00). The
exercise of this option by City is subject to additional approval by City Council, which approval
may be made by amendment to this Agreement. The term for exercising this Phase 2 Option shall
commence on the Effective Date and shall expire two calendar years thereafter.
c. The above fees shall include all costs and reimbursables, including,but not
limited to, all clerical, administrative, overhead, insurance, reproduction, telephone, travel, auto
rental, subsistence and all related expenses.
3. Pavment.
a. As scheduled services are completed, Consultant shall submit to City an
invoice for the services completed, authorized expenses and authorized extra work actually
performed or incurred.
b. All such invoices shall state the basis for the amount invoiced, including
services completed,the number of hours spent and any extra work performed.
c. City will pay Consultant the amount invoiced within thirty-five (35) days,
but may withhold 10%of any invoice until all work is completed,which sum shall be paid within
thirty-five(35)days of completion of the work and receipt of all deliverables.
d. Payment shall constitute payment in full for all services, authorized costs
and authorized extra work covered by that invoice.
4. Chan�e Orders. No payment for extra services caused by a change in the scope
or complexity of work, or for any other reason, shall be made unless and until such extra services
and a price therefor have been previously authorized in writing and approved by the City Council
as an amendment to this Agreement. The amendment shall set forth the changes of work,extension
of time for preparation and adjustment of the fee to be paid by City to Consultant.
5. Licenses. Consultant represents that it and any subcontractors it may engage,
possess any and all licenses which are required under state or federal law to perform the work
contemplated by this Agreement and that Consultant and its subcontractors shall maintain all
appropriate licenses, including a City of Orange business license, at its cost, during the
performance of this Agreement.
6. Indeuendent Contractor. At all times during the term of this Agreement,
Consultant shall be an independent contractor and not an employee of City. City shall have the
right to control Consultant only insofar as the result of Consultant's services rendered pursuant to
this Agreement. City shall not have the right to control the means by which Consultant
accomplishes services rendered pursuant to this Agreement. Consultant shall, at its sole cost and
expense, furnish all facilities, materials and equipment which may be required for furnishing
services pursuant to this Agreement. Consultant shall be solely responsible for, and shall
indemnify, defend and save City harmless from all matters relating to the payment of its
subcontractors,agents and employees,including compliance with social security,withholding and
all other wages, salaries, benefits, taxes, exactions, and regulations of any nature whatsoever.
Consultant aclaiowledges that Consultant and any subcontractors, agents or employees employed
by Consultant shall not,under any circumstances,be considered employees of City, and that they
shall not be entitled to any of the benefits or rights afforded employees of City, including,but not
limited to, sick leave,vacation leave,holiday pay, Public Employees Retirement System benefits,
or health, life, dental, long-term disability or workers'compensation insurance benefits.
7. Consultant Not Agent. Except as City may specify in writing, Consultant shall
have no authority, express or implied, to act on behalf of City in any capacity whatsoever as an

agent. Consultant shall have no authority, express or implied, to bind City to any obligation
whatsoever.
8. DesiQnated Persons. Except as otherwise authorized by City's Project Manager,
only those persons designated in Exhibit "B" shall perform work provided for under this
Agreement. It is understood by the parties that clerical and other nonprofessional work may be
performed by persons other than those designated.
9. Assignment or Subcontractins. No assignment or subcontracting by Consultant
of any part of this Agreement or of funds to be received under this Agreement shall be of any force
or effect unless the assignment has had the prior written approval of City. City may terminate this
Agreement rather than accept any proposed assignment or subcontracting. Such assignment or
subcontracting may be approved by the City Manager or his designee.
10. Time of Completion. Consultant agrees to commence the work provided for in
this Agreement within ten (10) days of the date herein above stated and to diligently prosecute
completion of the work in accordance with the time period set forth in Exhibit "B" or otherwise
agreed to by and between the representatives of the parties.
11. Time Is of the Essence. Time is of the essence in this Agreement. Consultant
shall do all things necessary and incidental to the prosecution of Consultant's work.
12. Reserved.
13. Delays and Extensions of Time. Consultant's sole remedy for delays outside its
control, other than those delays that are caused by City, shall be an extension of time. No matter
what the cause of the delay, Consultant must document any delay and request an extension of time
in writing at the time of the delay to the satisfaction of City. Any extensions granted shall be
limited to the length of the delay outside Consultant's control. If Consultant believes that delays
caused by City will cause it to incur additional costs,it must specify,in writing,why the delay has
caused additional costs to be incurred and the exact amount of such cost at the time the delay
occurs. No additional costs can be paid that exceed the not to exceed amount absent a written
amendment to this Agreement.
14. Products of Consultant. The documents, studies, reports, plans, citations,
materials, manuals and other products produced or provided by Consultant for this Agreement
shall become the property of City upon receipt. Consultant shall deliver all such products to City
prior to payment for same. City may use, reuse or otherwise utilize such products without
restriction.
15. Equal Emplovment Opportunity. During the performance of this Agreement,
Consultant agrees as follows:
a. Consultant shall not discriminate against any employee or applicant for
employment because of race, color,religion, sex, national origin,mental or physical disability, or
any other basis prohibited by applicable law. Consultant shall ensure that applicants are employed

and that employees are treated during employment, without regard to their race, color, religion,
sex,national origin,mental or physical disability, or any other basis prohibited by applicable law.
Such actions shall include,but not be limited to the following: employment,upgrading, demotion
or transfer,recruitment or recruitment advertising,layoff or termination,rates of pay or other forms
of compensation and selection for training, including apprenticeship. Consultant agrees to post in
conspicuous places, available to employees and applicants for employment, a notice setting forth
provisions of this non-discrimination clause.
b. Consultant shall, in all solicitations and advertisements for employees
placed by, or on behalf of Consultant, state that all qualified applicants will receive consideration
for employrnent without regard for race, color, religion, sex, national origin, mental or physical
disability, or any other basis prohibited by applicable law.
c. Consultant shall cause the foregoing paragraphs(a)and(b)to be inserted in
all subcontracts for any work covered by this Agreement, provided that the foregoing provisions
shall not apply to subcontracts for standard commercial supplies or raw materials.
16. Conflicts of Interest. Consultant agrees that it shall not make, participate in the
making, or in any way attempt to use its position as a consultant to influence any decision of City
in which Consultant lrnows or has reason to know that Consultant, its officers, partners, or
employees have a financial interest as defined in Section 87103 of the Government Code.
17. Indemnitv.
a. To the fullest extent permitted by law, Consultant agrees to indemnify,
defend and hold City, its City Council and each member thereof, and the officers, employees and
representatives of City(herein referred to collectively as the"Indemnitees")entirely harmless from
all liability arising out of:
(1) Any and all claims under workers' compensation acts and other employee
benefit acts with respect to Consultant's employees or Consultant's contractor's
employees arising out of Consultant's work under this Agreement; and
(2) Any claim, loss,injury to or death of persons or damage to property caused
by any act, neglect, default, or omission other than a professional act or omission
of Consultant, or person, firm or corporation employed by Consultant, either
directly or by independent contract, including all damages due to loss or theft
sustained by any person, firm or corporation including the Indemnitees, or any of
them, arising out of, or in any way connected with the work or services which are
the subject of this Agreement, including injury or damage either on or off City's
properiy; but not for any loss, injury, death or damage caused by the active
negligence or willful misconduct of City. Consultant,at Consultant's own expense,
cost and risk,shall indemnify any and all claims,actions, suits or other proceedings
that may be brought or instituted against the Indemnitees on any such claim or
liability covered by this subparagraph, and shall pay or satisfy any judgment that

may be rendered against the Indemnitees,or any of them,in any action,suit or other
proceedings as a result of coverage under this subparagraph.
b. To the fullest extent permitted by law, Consultant agrees to indemnify and
hold Indemnitees entirely harmless from all liability arising out of any claim, loss, injury to or
death of persons or damage to property caused by the negligent professional act or omission in the
performance of professional services pursuant to this Agreement.
c. Except for the Indemnitees, the indemnifications provided in this
Agreement shall not be construed to extend any third party indemnification rights of any kind to
any person or entity which is not a signatory to this Agreement.
d. The indemnities set forth in this section shall survive any closing,
rescission,or termination of this Agreement,and shall continue to be binding and in full force and
effect in perpetuity with respect to Consultant and its successors.
18. Insurance.
a. Consultant shall carry workers' compensation insurance as required by law
for the protection of its employees during the progress of the work. Consultant understands that it
is an independent contractor and not entitled to any workers' compensation benefits under any
City program.
b. Consultant shall maintain during the life of this Agreement the following
minimum amount of comprehensive general liability insurance or commercial general liability
insurance: the greater of(1) a combined single limit of One Million Dollars ($1,000,000); or (2)
all the insurance coverage and/or limits carried by or available to Consultant. Said insurance shall
cover bodily injury, death and property damage and be written on an occurrence basis.
c. Consultant shall maintain during the life of this Agreement, the following
minimum amount of automotive liability insurance: the greater of(1) a combined single limit of
One Million Dollars ($1,000,000); or (2) all the insurance coverage and/or limits carried by or
available to Consultant. Said insurance shall cover bodily injury, death and property damage for
all owned,non-owned and hired vehicles and be written on an occurrence basis.
d. Any insurance proceeds in excess of or broader than the minimum required
coverage and/or minimum required limits,which are applicable to a given loss, shall be available
to City. No representation is made that the minimum insurance requirements of this Agreement
are sufficient to cover the obligations of Consultant under this Agreement.
e. Each policy of general liability and automotive liability shall provide that
City, its officers, agents, and employees are declared to be additional insureds under the terms of
the policy, but only with respect to the work performed by Consultant under this Agreement. A
policy endorsement to that effect shall be provided to City along with the certificate of insurance,
which endorsement shall be on Insurance Services Office, Inc. Form CG 20 10 10 O1. In lieu of
an endorsement, City will accept a copy of the policy(ies) which evidences that City is an

additional insured as a contracting party. The minimum coverage required by subsection b and c,
above, shall apply to City as an additional insured.
f. Consultant shall maintain during the life of this Agreement professional
liability insurance covering errors and omissions arising out of the performance of this Agreement
with a combined single limit of One Million Dollars($1,000,000). Consultant agrees to keep such
policy in force and effect for at least five(5)years from the date of completion of this Agreement.
g. The insurance policies maintained by Consultant shall be primary insttrance
and no insurance held or owned by City shall be called upon to cover any loss under the policy.
Consultant will determine its own needs in procurement of insurance to cover liabilities other than
as stated above.
h. Before Consultant performs any work or prepares or delivers any materials,
Consultant shall furnish certificates of insurance and endorsements, as required by City,
evidencing the aforementioned general liability, automotive and professional liability insurance
coverages on forms acceptable to City, which shall provide that the insurance in force will not be
canceled or allowed to lapse without at least ten(10)days prior written notice to City.
i. Except for professional liability insurance coverage that may be required by
this Agreement, all insurance maintained by Consultant shall be issued by companies admitted to
conduct the pertinent line of insurance business in the State of California and having a rating of
Grade A or better and Class VII or better by the latest edition of Best's Key Rating Guide. In the
case of professional liability insurance coverage, such coverage shall be issued by companies
either licensed or admitted to conduct business in the State of California so long as such insurer
possesses the aforementioned Best's rating.
j Consultant shall immediately notify City if any required insurance lapses or
is otherwise modified and cease performance of this Agreement unless otherwise directed by City.
In such a case, City may procure insurance or self insure the risk and charge Consultant for such
costs and any and all damages resulting therefrom, by way of set-off from any sums owed
Consultant.
k. Consultant agrees that in the event of loss due to any of the perils for which
it has agreed to provide insurance, Consultant shall look solely to its insurance for recovery.
Consultant hereby grants to City,on behalf of any insurer providing insurance to either Consultant
or to City with respect to the services of Consultant herein, a waiver of any right to subrogation
which any such insurer of said Consultant may acquire against City by virtue of the payment of
any loss under such insurance.
1. Consultant shall include all subcontractors, if any, as insureds under its
policies or shall furnish separate certificates and endorsements for each subcontractor to City for
review and approval. All coverages for subcontractors shall be subject to all of the requirements
stated herein.

19. Termination. City may for any reason terminate this Agreement by giving
Consultant not less than five (5) days written notice of intent to terminate. Upon receipt of such
notice, Consultant shall immediately cease work,unless the notice from City provides otherwise.
Upon the termination of this Agreement, City shall pay Consultant for services satisfactorily
provided and all allowable reimbursements incurred to the date of termination in compliance with
this Agreement, unless termination by City shall be for cause, in which event City may withhold
any disputed compensation. City shall not be liable for any claim of lost profits.
20. Maintenance and Inspection of Records. In accordance with generally accepted
accounting principles, Consultant and its subcontractors shall maintain reasonably full and
complete books, documents, papers, accounting records, and other information (collectively, the
"records")pertaining to the costs of and completion of services performed under this Agreement.
City and any of their authorized representatives shall have access to and the right to audit and
reproduce any of Consultant's records regarding the services provided under this Agreement.
Consultant shall maintain all such records for a period of at least three (3) years after termination
or completion of this Agreement. Consultant agrees to make available all such records for
inspection or audit at its o�ces during normal business hours and upon three(3) days notice from
City, and copies thereof shall be furnished if requested.
21. Comuliance with all Laws/Immi�ration Laws.
a. Consultant shall be knowledgeable of and comply with all local, state and
federal laws which may apply to the performance of this Agreement.
b. Consultant represents and warrants that Consultant:
(1) Has complied and shall at all times during the term of this Agreement
comply, in all respects, with all immigration laws, regulations, statutes, rules,
codes, and orders, including, without limitation, the Iinmigration Reform and
Control Act of 1986 (IRCA); and
(2) Has not and will not knowingly employ any individual to perform services
under this Agreement who is ineligible to work in the United States or under the
terms of this Agreement; and
(3) Has properly maintained, and shall at all times during the term of this
Agreement properly maintain, all related employment documentation records
including, without limitation, the completion and maintenance of the Form I-9 for
each of Contractor's employees; and
(4) Has responded, and shall at all times during the term of this Agreement
respond, in a timely fashion to any government inspection requests relating to
immigration law compliance and/or Form I-9 compliance and/or worksite
enforcement by the Deparhnent of Homeland Security, the Depariment of Labor,
or the Social Security Administration.

c. Consultant shall require all subcontractors or sub-consultants to make the
same representations and warranties as set forth in Section b.
d. Consultant shall, upon request of City, provide a list of all employees
working under this Agreement and shall provide,to the reasonable satisfaction of City,verification
that all such employees are eligible to work in the United States. All costs associated with such
verification shall be borne by Consultant. Once such request has been made, Consultant may not
change employees working under this Agreement without written notice to City, accompanied by
the verification required herein for such employees.
e. Consultant shall require all subcontractors or sub-consultants to make the
same verification as set forth in Section d.
f. Any Consultant, subcontractor or sub-consultant who knowingly employs
an employee providing work under this Agreement who is not authorized to work in the United
States,and/or fails to follow federal laws to determine the status of such employee shall constitute
a material breach of this Agreement and may be cause for immediate termination of this Agreement
by City.
g. Consultant agrees to indemnify and hold City, its officials, and employees
harmless for, of and from any loss, including but not limited to fines, penalties and corrective
measures, City may sustain by reason of Consultant's failure to comply with said laws, rules and
regulations in connection with the performance of this Agreement.
22. Governin� Law and Venue. This Agreement shall be construed in accordance
with and govemed by the laws of the State of California and Consultant agrees to submit to the
jurisdiction of California courts. Venue for any dispute arising under this Agreement shall be in
Orange County, California.
23. Inte�ration. This Agreement constitutes the entire agreement of the parties. No
other agreement,oral or written,pertaining to the work to be performed under this Agreement shall
be of any force or effect unless it is in writing and signed by both parties. Any work performed
which is inconsistent with or in violation of the provisions of this Agreement shall �not be
compensated.
24. Notice. Except as otherwise provided herein, all notices required under this
Agreement shall be in writing and delivered personally or by first class mail, postage prepaid, to
each party at the address listed below. Either party may change the notice address by notifying
the other party in writing. Notices may be sent by either e-mail or U.S. Mail. Notices shall be
deemed received upon receipt of same or within three (3) days of deposit in the U.S. Mail,
whichever is earlier. Notices sent by e-mail shall be deemed received on the date of the e-mail
transmission.

25. Counternarts. This Agreement may be executed in one or more counterparts,each
of which shall be deemed an original, but all of which together shall constitute one and the same
instrument. Signatures transmitted via facsimile and electronic mail shall have the same effect as
original signatures.

alternative parking structures will be studies: 1 stand-alone parking structure,1 parking structure with a mixed-use
component.
SCOPE OF SERVICES
The design services to be provided are described in the attached Scope of Work(Exhibit A).
COMPENSATION
Compensation for our services shall be on an hourly,time and materials NTE basis billed monthly.Additional Services shall
be charged at our current standard hourly rates.Reimbursables will be billed at cost.
If the chosen option in Phase 1 does not include a mixed-use component,the fees in Phase 2 will be reduced accordingly
(approximately$15,000).

EXHIBIT A-SCOPE OF WORK
1. General Requirements
1.1. The A/E Design Firm shall provide all administrative functions required to complete the Grand Street
Parking Structure Project. Administrative functions shall include, but not be limited to,attendance at
regularly scheduled project meetings,site visits,coordination of A/E Design Firm subconsultants,
coordination with other Project Team members, record keeping, preparation of progress reports and
verification reports,and submittal reviews.
1.2. The A/E Design Firm shall provide presentations,submittals, information,drawings,and written and/or
graphic explanatory materials necessary for the Grand Street Parking Structure Project approval.
1.3. The extent of the design shall include multi-level parking structure and site improvements to the Grand
Street site in its entirety.
1.4. The A/E Design Firm shall comply with all applicable laws, local ordinance and regulations,and notify
the City of any change,discrepancy or inconsistency it discovers in applicable laws and regulations that
may affect the Grand Street Parking Structure Project. ,
1.5. The A/E Design firm will respond to Peer Reviews performed.
1.6. A/E Design Firm software must be compatible with City/City software. Compatibility to the determined
by the City's Project Manager. The Software requirements for the Grand Street Parking Structure
Project are as follows:
• Specifications, Report and other pocuments-Microsoft Word 2016
• Cost Estimates-Microsoft Excel 2016
• Computer Aided Drafting-AutoCAD 2018
1.7. Submit Final document package to the City shall include and have incorporated all City and Plan Check
comments. Submission shall be in both electronic(AutoCAD 2017)and hard copy versions. Consultant
shall provide three(3)copies of Final Conceptual Plan (30"x42")on bond.
2. Programming/Conceptual Design
2.1. Attend the Grand Street Parking Structure Project planning and design kickoff meeting(s). At the
meeting,discuss and the City's wants, needs,and expectations for the Project.
2.2. Work directly with the City's historic preservation planner to develop architectural design concepts.
2.3. Present two(2)alternatives of preliminary conceptual designs for site alternative 2 for internal review.
Conceptual Plans to include as a minimum the following:
• Site Plans including ingress,egress,and site circulation
• Floor Plans
• Exterior elevations
• Estimate of probable costs
3. Concept Design Package
3.1. Prepare a detailed CPM schedule for the concept design phase of the project showing all relevant tasks,
deliverables,and review times.
3.2. Conduct research on existing utility maps and easements
3.3. Meet with the City's Planning Division staff and present the conceptual design for the Grand
Street Parking Structure Project for input.
3.4. Make changes to the conceptual designs as required by the City and finalize conceptual floor
plans, elevations, and site plans for using during the Planning Commission and City Council Meetings.

3.5. Support the City's Planning Division during presentations at both the Planning Commission and
City Council Meetings.
3.6. Conduct and produce a site topographic survey to be used as a base map for the Grand Street Parking
Structure Project. �
3.7. All design services will be performed in accordance with all applicable codes and requirements,
including but not limited to the current CBC and City of Orange Standards,Codes,and Ordinances.
Design services will include,at a minimum,two coordination/progress review meetings with the City to
review design progress and discuss project issues/concerns.
3.8. Review and respond to Peer Reviews and incorporate recommended changes as required.
3.9. Submit Package for submission to City of Orange Streamlined, Multi-disciplined,Accelerated
3.10.Review,Team (SMART) meeting and Design Review Committee meeting all of the requirements of the
Site Plan Requirements per the City's Planning Application form; incorporate comments; resubmit as
necessary to attain final approval.
3.11.The A/E Design Firm shall prepare all necessary conceptual design documents to confirm the interior
building common areas,site layouts,exterior elevations and treatment to demonstrate conformance
with City and other City requirements. Conceptual Design includes but not limited to the subtasks
listed below.
3.11.1. Preliminary code information.
3.11.2. Site plans(existing and proposed).
3.11.3. Floor plans.
3.11.4. Assignable square footage tabulation.
3.11.5. Exterior elevations.
3.11.6. Roof plan including drainage and slopes.
3.11.7. Building sections showing general construction methods and materials
3.11.8. Outline specifications including basis of design for materials and equipment.
3.11.9. Exterior Color and Materials Boards.
3.11.10. Submit Conceptual Design package to the City for review; incorporate comments. The A/E
Design Firm shall provide six(6) copies of Conceptual Design PS&E.
3.11.11. Review and respond to Peer Reviews and incorporate recommended changes as required.
3.12.Prepare Conceptual Design Development for approval by the City. Services shall expand the
development of the approved conceptual design and site plan to include dimensioned drawings,and
material and equipment standards, including, but not limited to,the subtasks listed below.
Architectural Design
• Architectural detail include building height and width.
• Floor plans of each area,walls,doors shall be clearly referenced. All materials clearly indicated.
• Floor plans shall show interior finishes.
• Roof plans:equipment layout including ductwork and attachments.
• Elevations: All wall features, including details of all awnings or shade systems, materials
indications,and refined dimensions.
• Sections: all integrated features in specific areas, dimensions, materials indications.
• Schedules: All partition/demising wall types defined,complete paint/finish schedule. Complete
door/frame schedule,complete window schedule.
• Provide material and color board for exterior and interior finishes.
• Colored rendering of all four sides of proposed structure.
• Depth of architectural transition.

Watry Design, Inc. worked with Kimley-Horn to create a solution for the displaced parking.The team
concluded that structured parking was needed to meet the growing BART ridership, as well as the
Amtrak,AC Transit, Golden Gate Transit and Capitol Corridor train passengers who use the station.
To supportthe project's overall goals,the Watryteam designed retail atthe ground level ofthe parking
structure and tied it architecturally to the existing BART Station by incorporating Art Deco design
elements.

public parklet that is a part of the project.A bridge provides safe pedestrian and bicycle access to the
Station over a busy street while creating a strong architectural connection to the station.A pedestrian

• Recipient of the 2007 structure in the downtown area. The site, a former City parking lot, is bordered by two major
International Parking Insfitute's streets and two new pedestrian paseos and.serves local business including the Granada Theater,
Award of Excellence,American shopping, restaurants, offices, public library and the Santa Barbara Courthouse. As a central
Society of Civil Engineers' downtown locafion,the design needed to meet the high level of standards reflected in the Mission
2006 Project of the Year&
the American Public Works Revival style architecture found throughout the area. Watry Design not only met this challenge,
Association's 2006 Best Project but delivered the 572 stall project on time and on budget in the face of a number of obstacles.

� Showcasing the Regional Style
The design firm worked with a local architect to create not only a design that supports Santa
Barbara's historic Spanish-style architecture, but also fits into the architectural context of the
downtown area.In addition to capturingthe distinct regional style ofthe City,the project represents
a visual treasure trove of architectural detailing and fine craftsmanship.The design includes alcoves,
ornamentation, scalloped parapets, wood framed doors and windows, metal spires, terra.cotta

they have just ascended the grand
stair and discovered the mirrored orb atop a parapet or turned the corner while driving on the
paseo behind the structure to gaze on the Summer Solstice Celebration murals,the structure goes
far beyond the functional. Although the architectural style plays a leading role in blending the
project into its environment, special attention to detail played a key supporting role.
Functional Design
The 214,500 square foot parking structure features 2 subterranean and 4 above ground levels.An
additional 9,892 square feet of office and retail space is located on the ground level and second
story,which provides homes to several divisions of the City's Public Works Department and a bike
station. A Grand Stair visually and physically points users down a path to the City's library. The
garage also features mechanical ventilation and a Public Tenant Improvement office. A Parking
Guidance System includes a car counting system that informs visitors via signage which floor has
stalls available and how many. The design also incorporates a Bike Stafion that features showers
and a repair area.
On-Time, On-Budget Delivery
From its inception,the project's tight schedule was a concern. In addition,the parking structure was
designed on a very difficult site.A separate housing project was planned for construction up against

• 362 square feet per stall The city of Mountain View had a vision of providing additional parking while at the same time
• 5 levels above grade creating a landmark and gateway into downtown.Watry Design was selected to help them realize
it.The resulting 405 stall parking structure, located at the corner of California and Bryant, reflects
the traditional architecture of the area and features a spectacular public art focal point.
To create a building that fits into the context of the site,the structure is stepped back along Bryant
Street and tradifional building proportions were used for the openings. The parking structure's
five-levels include 12,000 square feet of retail at the pedestrian level. Marked by a beautiful
wrought iron gazebo, a pedestrian walk connects the parking structure to Castro Street,which is
the main downtown shopping and dining area.Trees now line ample sidewalks along both Bryant
and California.Decorative exterior lighting fixtures,which complement the building's unique style,
enhance the fa�ade at night.
