Approve the transfer of funds for the Community Development Block Grant Tularosa
Neighborhood and West Palmyra Avenue Street Rehabilitation Project, Fiscal Year 2017-
2018 (Bid No. 189-12; SP-4059).
2. SUMMARY
Transfer of surplus funds from Tularosa Neighborhood Street Rehabilitation account to
West Palmyra Avenue Rehabilitation account to ensure sufficient funds for construction
costs including contingency and construction engineering for the two project locations.
3. RECOMMENDED ACTION
Authorize the transfer of $31,291 from 310.9645.56330.30095, Tularosa Neighborhood
Street Rehabilitation to 310.9645.56330.30094, West Palmyra Avenue Rehabilitation.
4. FISCAL IMPACT
The total expenditure for this contract is $578,465 and will be funded through Community
Development Block Grant (310):
West Palmyra Avenue Rehabilitation (30094) $340,739
Tularosa Neighborhood Street Rehabilitation (30095) 286,033
Total: $626,772

6. DISCUSSION AND BACKGROUND
On December 11, 2018, the City Council awarded the contract for the Community
Development Block Grant (CDBG) Tularosa Neighborhood and West Palmyra Avenue
Street Rehabilitation Project, Fiscal Year 2017-2018 to the apparent low bidder, Sequel
Contractors, Inc. of Santa Fe Springs, California in the amount of $578,465. This project
consists of two project locations, each with its own budget account, both under the CDBG
fund. At the same meeting, the City Council also approved the transfer of $41,493 from
310.9645.56330.30095 (Tularosa Neighborhood Street Rehabilitation) to
310.9645.56330.30094 (West Palmyra Avenue Rehabilitation). However, the approved
transfer of funds did not include contingency and construction engineering. Therefore,
staff is requesting this additional transfer of funds. The funds are available in each account
as follows:
