1. SUBJECT
Appropriation of $11,786 in designated emergency preparedness grant funding received.
2. SUMMARY
The County of Orange has authorized a reimbursement grant award to the Orange City
Fire Department in the amount not to exceed $17,786 for FY 2018-19. There is no
matching fund requirement. The goal of the Emergency Management Performance Grant
is to assist local government to establish a system of emergency preparedness for the
protection of life and property in the City of Orange.
3. RECOMMENDED ACTION
1. Accept into the City's revenue budget $17,786 in emergency preparedness grant funds
from the County of Orange.
2. Authorize the appropriation of $17,786 in the following expenditure account number
100.3021.50221.30113, General Fund — Overtime — Safety — EMPG Grant 2018.
4. FISCAL IMPACT
The total appropriations for this grant are funded by the additional revenue received from
the County of Orange and will be available to cover the cost of Emergency Services
Coordinator overtime.

6. DISCUSSION AND BACKGROUND
The City's Emergency Services Coordinator position is managed by the Fire Department
and includes several key components: emergency preparedness, education, training,
funding, response, and multi -agency coordination. The City of Orange is served by the
Orange County Sheriff's Department Emergency Management Bureau, which is the lead

agency of the Orange County Operational Area (OA). The OA is the county -wide advisory
body responsible for preparing for, responding to, and mitigating local emergencies. A
primary function of this group is the coordination of state and federal grants.
The Emergency Management Performance Grant (EMPG) program provides grants to
states to assist state, local, tribal and territorial governments in preparing for all hazards,
as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act
(42U.S.C. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for
the purpose of providing a system of emergency preparedness for the protection of life
and property in the United States from hazards and to vest responsibility for emergency
preparedness jointly in the federal government, the states and their political subdivisions.
The purpose of EMPG is to sustain and improve comprehensive emergency management
programs at the state, tribal, territorial governments and local levels from all man-made
and natural disasters through the prevention, mitigation, response and recovery for all
hazard events.
The grant requires:
• The training, tuition, overtime, backfill, travel and per diem costs must be in
accordance with the City and Fire Department's approved travel policies
• Payment of overtime expenses will be for work performed by employees in excess
of the established workweek, usually 40 hours. In no case is dual compensation
allowable. The agency must have incurred the expense of paying overtime to fill
a position vacated by an employee sent to training
• All backfill and overtime must be tracked including the emergency personnel
attending the training and the personnel backfilling the vacant position .
• All reimbursement applications must be submitted within 30 days of the training
• The City of Orange preserves and maintains all documents, papers, and records
relevant to the training costs overtime backfill travel costs per diem for a period of
three years
• _ The City of Orange shall provide all records and information pertaining to the grant
to the Anaheim/Santa Ana Urban Areas Urban Areas Security Initiative (UASI) for
quarterly reports

Dear Alan Velasco,
The California Governor's Office of Emergency Services (CaIOES) has approved the County of Orange
application, including the proposed project for your city in the amount of $17,786. A copy of the approved
Subaward is enclosed for your records.
All payment requests must be submitted on the Financial Management Forms Workbook. In addition,
expenditures can only be made for items listed in the approved Subaward.
Any activities requiring an Environmental and Historic Preservation (EHP) review and approval are prohibited
from expending Subaward on those activities until an EHP clearance has been obtained. Failure to adhere to
this requirement will result in the de -obligation of Subaward funds.
This Subaward is subject to all policies and provisions of the Single Audit Act of 1984 and the Single Audit Act
Amendments of 1996. Any funds received in excess of current needs, approved amounts, or those found
owed as a result of a final inspection or audit, must be refunded to the State within 30 days upon receipt of an
invoice from CalOES.
Quarterly reports must be prepared and submitted to CalOES for the duration of the performance period or
until all activities are completed and the Subaward is formally closed. Failure to submit quarterly reports could
result in grant reduction, suspension, or termination.
