SUBJECT A Resolution of the City Council of the City of Orange approving the adjustment of the Library Page salary to comply with California's minimum wage law. A Resolution of the City Council of the City of Orange approving the amendment of the Citywide Salary Schedule in accordance with the requirements of California Code of Regulations, Title 2, Section 570.5. 2. SUMMARY Resolution No. 11134 amends the compensation for the Library Page classification to comply with California's minimum wage law. Resolution No. 11135 updates the Citywide Salary Schedule in accordance with CaIPERS regulations. 3. RECOMMENDED ACTION Approve Resolution Nos.11134 and 11135. 4. FISCAL IMPACT The Fiscal impact will be minimal. 5. STRATEGIC PLAN GOALS Goal 1: Provide for a safe community a: Provide staffing and resources to deliver services that ensure public safety. DISCUSSION AND BACKGROUND In late 2016, Governor Jerry Brown signed into law Senate Bill 3, raising California's minimum wage to $15.00 per hour by 2022. The most recent increase was effective ITEM 3• a� � 02/12/19 January 1, 2019, which raised the minimum wage from $11.00 per hour to $12.00 per hour. Increases are scheduled through 2022 as follows: Effective Date Non-Exem t Hourf Wa e Janua 1, 2019 $12.00 Janua 1, 2020 $13.00 Janua 1, 2021 $14.00 Janua 1, 2022 $15.00 The Library Page classification within the Orange Municipal Employees' Association (OMEA) is currently paid less than the new California minimum wage. Staff is therefore recommending the Council address salary for this classification with an effective date of December 23, 2018 to comply with the new state minimum wage. The recommended adjustment would result in a 2% increase to the current pay (from $11.79 per hour to $12.03 per hour). CaIPERS uses publicly available pay schedules in order to determine final compensation and to calculate retirement benefits for City employees. Section 570.5 of the CCR sets forth the requirements of this pay schedule. The City Council originally adopted Resolution No. 10976, which created a Citywide Salary Schedule in compliance with Section 570.5 of the CCR, in October 2016. The schedule was last updated in October 2018 via Resolution No. 11113. Resolution No. 11135 incorporates the changes discussed above into the Citywide Salary Schedule. 7. ATTACHMENTS 1.
