Dear Mayor Murphy,
I respectfully submit my application for appointinent to the City Planning Commission for your consideration.
I have a passion for public serviee and believe that my professional experience and education have prepared me to
be an effective Planning Commissio�er for the good of tl�c City I love so dearly. My professional expericnce
includes service at the state aild local levels of government, as wcll as overseeing goveri�ment affairs for a private
university in Orange County.
Specifically, I have served as policy advisor to a California state senator and managed all legislation dealing with
housing, transportation, and local governments. I have a(so worked at the Association of California Cities—Orange
County(ACC-0C), ���l�ere I oversaw all policy initiatives of the Association and advised Orange County mayors
and eotmcil members on critical issucs, such as transportation, i�lfrastructure, aud engaging the public. Currently, I
oversee goverument affairs oversee at Vanguard Uuiversity, where I have led a number of plauning and
development projects through the City planning process, ii�cluding projects before the Planning Comrnission. These
experiences havc provided me with a depth of tmderstanding and knowledge in the issues a Planning Commission
must consider in its decision making, including land use, zoning, and environmental impact.
ln addition to my professional experience, I have received a Master of Public Administration from the USC Sol
Price Schooi of Public Policy. I also teach Constitutional Law to undergraduate students at Vanguard U�iiversity,
wl�ere I emphasize tl�e importance of our government of, by, and for the people.
I have a deep love for Orange. Orange is �vllere my wife and I have lived fi�om the time we were married and is
where we will raise our growing family(our tirst child is due in May). As a member of the Planning Commission, I
will work to protect and enhance tlle types of�ise and development that make Orange a diverse and balanced
commuuity for its 140,000 residents.

County Enga�ement
City Manager Otto provided an update on the Anita Street property project. The County Board of
Supervisors approved an agreement for the funding of the development and operations for the
Crisis Stabilization Unit proposed for the Anita Street project. It is proposed that the facility will
be operational by 2020. This is the City's contribution to the homelessness effort in the County by
serving the homeless population with mental health issues. The facility will be open by
appointment only.
