1. SUBJECT
Resolution No. 11136 - A Resolution of the City Council of the City of Orange identifying
private off-street parking lots and creating time limits for public off-street parking lots
within the city of Orange.
2. SUMMARY
This Resolution identifies the locations where recently adopted Ordinance No. 15-18
pertaining to parking in off-street parking lots and .allowing enforcement of certain Vehicle
Code Sections in public off-street parking lots applies.
3. RECOMMENDED ACTION
Approve Resolution No. 11136.

6. DISCUSSION AND BACKGROUND
The California Vehicle Code allows cities to enforce state vehicle codes on privately
owned off-street parking lots as well as set rules for its own public off-street lots. This
Resolution identifies the locations, both Ipublic and private where enforcement can take
place..

RESOLUTION NO. 11136
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE IDENTIFYING
PRIVATE OFF-STREET PARKING LOTS AND
CREATING TIME LIMITS FOR PUBLIC OFF-
STREET PARKING LOTS WITHIN THE CITY
OF ORANGE.
WHEREAS, Chapter 10.42 of the Orange Municipal Code authorizes the City Council
of the City of Orange to make certain vehicle code sections enforceable in privately owned and
maintained off-street parking facilities and set time limits and other rules for the operation of
public off-street parking lots ; and
WHEREAS, the creation of a master resolution which contains all the privately owned
and maintained off-street parking facilities to which Chapter 10.42 applies and identifies the
public off-street parking time limit rules into a single document will eliminate the need to revise
the Orange Municipal Code every time it is necessary to adjust parking rules in public parking
lots, or add additional private lots.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orange
does resolve as follows:
Section I
Sections 22350, 23103 and 23109 of the California Vehicle Code shall apply to the
following privately owned and maintained off-street parking facilities:
1. That private parking lot known as the Village at Orange, and its successors, parking
lot, and more particularly described as being bounded on the north by Heim
Avenue, on the east by Tustin Street, on the south by Meats Avenue, and on the
west by Canal Street;
2. That private parking lot known as The Outlets at Orange, and its successors,
parking lot, and more particularly described as being bounded on the north by
Chapman Avenue, on the east by City Drive, on the south by Metropolitan Drive,
and on the west by Lewis Street;
3. That private parking lot known as the Century Promenade, and its successors,
parking lot, and more particularly described as being bounded on the north by its
property limits, on the east by Main Street, on the south by Katella Avenue, and on
the west by the Santa Ana River Channel.
Section II
No person shall stop or park a vehicle longer than three hours continuously during
designated hours of designated days, as identified by proper signage, upon the following parking
lots owned and under the control of the City and located in the City:
1. The southwest corner of Orange Street and Maple Avenue;
2. The southeast corner of Olive Street and Maple Avenue;
3. On South Grand Street between 124-142 South Grand Street and 230 E. Chapman
Avenue;
4. The 100 block of South Orange Street;
5. The 100 block of North Orange Street;
6. On the east and west sides of the 100 block of South Olive Street;
7. The 100 block of North Olive Street; and
8. Those parking spaces so designated within the Old Towne West/Metrolink parking
structure.
9. The northwest corner of Chapman Avenue and Lemon Street.
Section III
This Resolution shall take effect from and after its adoption.
