SUBJEC.T A Resolution of the City Council of the City of Orange approving temporarily closing sections of public streets for:approved special eyents. 2. SUMMARY Approve special events/pagearits and authorize the closure of portions of public streets for the 20t9-2020 Fiscal Year. 3. RECOMMENDED ACTION : Approve Resolution No. 11132 authorizing the closure of municipal parking lots and temporary suspension of neighborhood permit parking restrictions for certain events and dates occurring in Fiscal Year 20t9-2020. 4. FISCAL IMPACT None. ,�� 5. STRATEGIC PLAN GOALS % � , Goal 3: Enhance and promote quality of life in the community b. Deliver.high quality and safe recreational, social, environmental, educational, and cultural services. 6. DISCUSSION AND BACKGROUND In August 1997, Council approved a process allowing approval of special events/pageants that will close the Plaza and adjacent public streets in a single action. The Council-approved criteria alfows the Plaza to be closed for special events twenty days total, twelve of those are Friday, Saturday, and Sunday. This request includes Plaza closures of ten days total, six of those are Friday, Saturday, and Sunday. ITEM 3;a � � � 02/12/2019 For non-city events, cash deposits will be required approximately 30 days prior to each event date. If deposits are not provided, the event will be canceled. Thirty days prior to the exact event, the promoter or sponsor shall obtain a special event permit from the Community Development Department. Due to the renovation of Fred Kelly Stadium, no requests were received for stadium events, specifically high school graduations. In addition, the City's Annual 3�d of July event has been relocated to Grijalva Park as a result of this closure. Provided below are the known events from February 2019 through June 2020. Note, the 2019 Rotary Car Show on April 14t" was approved in 2018. Plaza Closure Closure of the Plaza including all four spoke streets. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE APPROVING TEMPORARILY CLOSING SECTIONS OF PUELIC STREETS FOR APPROVED SPECIAL EVENTS. WHEREAS, Vehicle Code Section 21101(e) authorizes cities to close portions of streets for celebrations and local special events when, in the opinion of the City Council, the closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing; and WHEREAS, the Community Services Department and the Orange International Street Fair, Inc. have requested temporary street closures to accommodate several special events in the streets. We are expecting approximately 10,000 guests over the three days for the various ceremonies. Although we have parking structures to facilitate the parking of our guests it is quite probable that visitors from out of the area may attend the ceremony and choose to park on surrounding streets, unaware of the neighborhood parking permit requirement. For that reason,we are submitting our traditional request, asking that the parking ban be lifted from Friday, May 17t�'through Sunday,May 19`� Additionally we would like to request a suspension for Move in Day on Tuesday August 20, 2019 for similar reasons. December 10, 2018 City of Orange 300 East Chapman Avenue Orange, CA 92866 Re: Boutique Noel 2019 Dear Honorable Mayor and City Council Members: The Assistance League�of Orange will hold their 27th annual holiday Boutique Noel on October 16—19,2019.Approximately 25 vendors will set up their merchandise inside the Chapter House on October 13 & 14 and return daily during the event to re-stock their booths. Boutique Noel draws approximately 3,000 people who shop our boutique, as well as enjoy dining and shopping in the Orange Plaza. For the past several years, the City of Orange has graciously provided us with dedicated � parking for our vendors along South Orange Street, thereby reducing the impact on parking in the lots at 100 South Orange Street and the parking lot south of Chapman Avenue between Grand and Orange Streets. This dedicated street parking for "Boutique Noel Vendors Only" has freed up city parking lots for use by local shoppers and patrons. We respectFully request the city's support in providing us with dedicated "Vendor Only Parking" on South Orange Street, adjacent to the 100 S. Orange Street lot, between the 2 driveways. We also request the space in the northeast corner of that same lot and one additional space in the corner of the lot behind our building. We request that this dedicated street parking begin Sunday, October 13, 2019, and end on Sunday, October 20, 2019. Boutique Noel is one of our most important fundraising efforts of the year.
