SUMMARY The patrol fleet's current weapon system is past its useful life, and either cannot be repaired or are too costly to repair. The Police Department recommends the purchase of 50 Colt M4 semi-automatic weapons for a total not-to-exceed amount of$87,003. 3. RECOMMENDED ACTION 1. Approve the purchase of 50 Colt M4s from ProForce Law Enforcement, for a total not- to-exceed amount of$87,003. 2. Authorize the appropriation of $87,003 in the following expenditure account number 354.4011.55131.00000, AB3229-COPS/State — Supplemental Law Enforcement Services— Equipment Additions. 4. FISCAL IMPACT The total expenditure for this purchase is $87,003 and will be funded through A63229- COPS/State - Supplemental Law Enforcement Services (354). 5. STRATEGIC PLAN GOALS Goal 1: Provide for a safe community b: Provide and maintain infrastructure necessary to ensure the safety of the public. 6. DISCUSSION AND BACKGROUND T'he Orange Police Department patrol fleet currently has basic versions of shoulder-fired weapons in its inventory. They are the M16 and AR-15 rifles in various configurations. In addition, the members of the Orange Police Department Patrol Rifle Officers Unit are all issued a variant of each platform. The patrol rifles have far exceeded the average service life and have been showing signs of fatigue and parts failure. ITEM �� 1 02/12/2019 The department is proposing to replace current patrol rifles with the Colt M4. It is � lightweight, easy to handle, and reliable. These weapon systems are military standard (Mil-Spec) and manufactured by numerous companies. Due to standardization, Colt Mil- Spec parts are readily available at competitive prices. Further, ammunition is cheaper and �• more readily available. Two quotes for 50 Colt M4s have been received from Adamson Police Products of Los ' Alamitos, and ProForce Law Enforcement of Brea, California. The quotes are listed below.
