Approval of."NO FEE'' parking;permits in Municipal Parking Lot No. 2 on South Orange Street for the Assitance League of Orange (ten:permits) and the First United Metfiodist Church (two permits). 2. SUMMARY ' The Assistance League of Orange and First United Methodisf Church are requesting issuance of "NO FEE" parking permits to accommodate their charitable medical and community activities. This request is reviewed annually by tFie City Council. 3. RECOMMENDED ACTION 1. Approve the reques#and issue the twelve parking permits to be valid from July 1, 2019; through December 31, 2019; and also from January 1, 2020, fhough June 30; 2020. 2. Authorize the Fublic Works Director to approve "NQ FEE" parki❑g permits in the Municipal.Parking Lot on an annual basis, not to exceed fifteen permits. 4. FISCAL IMPACT Loss of $4,320 parking permit fees. 5. STRATEGIC PLAN GOALS Goal 3: Enhance and promote quality of life in the community e. Develop and sfrengthen collaborative partnerships to enhance anci promote quality of life programs, project"s, and services. 6.: DISCUSSION AND BACKGROUND . : The Assistance League of Orange and First United Methodist Church are requesting the annual issuance of "NO FEE" parking permits. ITEM 3- aa � 02/12/2019 These are non-profit organizations and contribute significantly to the community (as described in their attached letters of request). Neither of the organizations have their own on-site parking and their charitable medical and community activities require most of their discretionary funds. For those reasons, the City Council has, in prior years, found substantial community benefits and has traditionally waived the fees for the "Permit Parking" passes for these organizations. The Assistance League receives ten passes per year. In the past, the First United Methodist Church has requested two passes. This year, they are requesting seven. Staff is recommending issuing only two due to heavy parking demands. The City's Police Department is responsible for administering these permits. The twelve parking stalls that would be used by the Assistance League and the First United Methodist Church are located in the City's South Orange Street Municipal Parking Lot No. 2. The cost of parking permits for the Municipal Parking Lots is $30 a month. Waiver of the permit costs for twelve permits will result in a loss of $4,320 annually. The revenue generated by the permits goes to the Old Towne Parking Facility account that provides for municipal parking lot maintenance. It is staff's recommendation the City Council approve issuance of the twelve "NO FEE" permits. This approval is subject to annual review. Staff is also asking City Council to authorize the Director of Public Works to approve up to fifteen "NO FEE" permits annually in the future to streamline the approval process for this type of request. 7.
