2. SUMMARY
Orange County Transportation Authority provides funding for 6us stop enhancements at
1 QO :stops in Orange County with tfie highest ridership through its Project "W" funding
program. :The: City currently has five stops. that:are included in the Top-100 list and are
eligible for this funding. New_and larger bus shelters _with. bigger benches-would be
installed at these five:locations along with additional trash receptacles.

Measure M2 Project"1111".provides funding�for passenger amenities at the 100 busiest bus
stops in Orange County.
Renewed Measure M (M2) is a 30=year, multi-billion dollar program extension of the
original Measure M (approv.ed in 1990) with a new slate of :planned projects and
programs:

Jurisdictions must conform to annual eligibility requirements in order to receive fair share
funding and participate in the Comprehensive Transportation Funding Program (CTFP)
process.
Under the Project "W" format, Orange County Transportation Authority (OCTA) intends
to provide funding for bus stop enhancements to the 100 county-wide bus stops with the
highest ridership. Each identified bus stop is eligible for a project maximum of either
$20,000 or$35,000, depending on passenger ridership. The maximum project funding is
determined by passenger ridership calculations conducted by OCTA.
OCTA has identified five bus stops in Orange which meet the criteria for the Project "W"
Funding Program. The bus stop locations are:
1. Northbound The City Drive far side Justice Center
2. Westbound Chapman Avenue far side Main Street
3. Eastbound Chapman Avenue far side The City Drive
4. Westbound Chapman Avenue far side The City Drive
5. Orange Transportation Center— Dock #2
If selected for funding, the aforementioned five bus stops will all receive larger, solar
powered shelters, with more seating capacity for waiting bus passengers. New and larger
trash receptacles will also be added to the five bus stops.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ORANGE APPROVING
THE SUBMITTAL OF TRANSPORTATION
IMPROVEMENT PROJECTS TO THE
ORANGE COUNTY TRANSPORTATION
AUTHORITY FOR FUNDING UNDER THE
PROJECT "W" GRANT PROGRAM.
A Resolution of the Orange CiTy Council approving the submittal of five (5)
improvement project(s) to the Orange County Transportation Authority for funding under the
. Project"W' Prograxn.
The City Council of the City of Orange hereby resolves, determines, and orders as
follows, that:
WHEREAS, the City of Orange desires to implement the transportation improvements
noted on the attached map; and
WHEREAS, the City of Orange has been declared by the Orange County Transportation
Authority to meet the eligibility requirements to receive Measure M2 Project W funds; and
WHEREAS, the City's Circulation Element is consistent with the County of Orange
Master Plan of Arterial Highways; and
WHEREAS,the City of Orange will provide matching funds for each project as required
by the Orange County Transportation Authority Project"W"Procedures Manual; and
WHEREAS, the Orange County Transportation Authority intends to allocate funds for
transportation improvement projects within the incorporated cities and the County; and
WHEREAS, the City of Orange will not use Project "W" funds to supplant Developer
"Fees" or other commitments.
NOW, THEREFORE, BE IT RESOLVED,that the City Council of the City of Orange
hereby requests the Orange County Transportation Authority allocate funds in the amounts
specified in the City's application to said City from the Project "W" Programs. Said funds shall
be matched by funds from said City as required and shall be used as supplemental funding to aid
the City in the improvement of the bus stops as noted on the attached map.

ACTION: 1) Rejected the bid received from the first apparent low bidder, Sequel
Contractors, Inc., Santa Fe Springs, California, a California Corporation, on the basis that
the bid was non-responsive; and 2) Awarded the contract in the amount of$573,355 to
Alfaro Communications Construction, Inc. of Compton, California; and authorized the
Mayor and City Clerk to execute the contract on behalf of the City.

3.10 Authorization to approve the Recognized Obligation Payment Schedule ("ROPS")
for the period covering July 1,2019,through June 30,2020. Resolution No. SAORA-
032. (SA1000.0)
A Resolution of the Governing Board of the Successor Agency to the Orange
Redevelopment Agency approving a Recognized Obligation Payment Schedule for the
fiscal period covering July 1, 2019, through June 30, 2020 (ROPS 19-20), pursuant to
Health and Safety Code Section 34177 and taking certain related actions.
ACTION: 1) Approved Resolution No. SAORA-032; and 2) Directed staff to transmit
ROPS 19-20 to the Oversight Board of the Successor Agency to the Orange
Redevelopment Agency.
