Approval of plans and specifications for Water Division Parking Lot Expansion Project
and authorization to advertise Bid�No. 189-16.
2. SUMMARY
Construction plans and specifications are complete for the Water Division Parking Lot
Expansion Project. The project is ready to be advertised for bids. The estimated
construction cost is $247,779.
3. RECOMMENDED ACTION
Approve the plans and specifications, and authorize advertising for bids.
4. FISCAL IMPACT
The total expenditure for this project is $247,779 and will be funded in the Water Plant
Warehouse Replacement (18935) through Water Fund (600).

6. DISCUSSION AND BACKGROUND
In May 2018, City Council approved the plan to demolish an existing water reservoir at
the Water Division Headquarters located at 189 S. Water Street. The ultimate goal of this
demolition is to provide additional parking spaces for City and employee vehicles. The
Water Division has completed the preparation of plans and specifications for the project
and is requesting authorization from the City Council to advertise and receive public bids.
The scope of work includes clearing and grubbing, grading, asphalt concrete paving,

fencing, concrete curb, mow strips, wheel stops, electrical conduits for lighting, striping
and traffic markers.
The total estimated construction cost is $247,779. Construction is scheduled to begin in
the spring of 2019 and is expected to be completed within 60 calendar days.
The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing
Facilities" Class 1 (c). The CEQA Notice of Exemption will be filed with the County _
Recorder's Office upon Council's approval of the plans and specifications.

ACTION: 1) Approved the amendment and authorize the Mayor and the City Clerk to
execute on behalf of the City; and 2) Authorized the appropriation of$17,998 from the
Park Acquisition (Infill) unreserved fund balance to expenditure account number
510.7021.56020.30042, Park Acquisition and Development (Infill) — Shaffer Park
Renovation.
3.5 Third Amendment to Consulting Services Agreement with Pacific Advanced Civil
