SUBJECT Bid No. 189-12; Approval of plans and specifications and authorization to advertise for bids for construction of Fiscal Year 2017-18 (FY18) Community Development Block Grant (CDBG) Tularosa Neighborhood 1 West Palmyra Avenue Street Rehabilitation Project(SP-4059). 2. SUMMARY Plans and specifications have been completed for the street rehabilitation of the Tularosa Neighborhood, which includes Fashion Park Street, Tularosa Avenue, Rosewood Avenue, Cypress Street, Fairway Drive, and the street rehabilitation of West Palmyra Avenue under the FY18 CDBG Program. The project is ready to be advertised for bids. The Engineer's construction estimate is $635,700 including contingencies and staff costs. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for the CDBG FY18 Tularosa Neighborhood/West Palmyra Avenue Street Rehabilitation Project. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 3.0: Ensure adequate maintenance of public rights-of-way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights- of-way. 7. DISCUSSION and BACKGROUND The Federal CDBG Program provides grant funds to enable eligible localities to upgrade Low and Moderate Income Areas within their jurisdictions. Based on 2010 census data, designated areas within the City of Orange qualify for CDBG funds. Eligible activities include infrastructure upgrades such as street improvements. The proposed streets improvements in the Tularosa Neighborhood and West Palmyra Avenue qualify for CDBG funds and have been selected for rehabilitation and reconstruction. 1) Fashion Park Street Rehabilitation: Tularosa Avenue to Fairway Drive 2) Tularosa Avenue Rehabilitation: West end to Fashion Park Street 3) Rosewood Avenue Rehabilitation: Cypress Street to Fashion Park Street 4) Fairway Drive Rehabilitation: Cypress Street to Fashion Park Street 5) Cypress Street Rehabilitation: Rosewood Avenue to Fairway Drive 6) Palmyra Avenue Rehabilitation: Batavia Street to 140' east of Pixley Steet These streets were rated in the Citywide Pavement Management Program with a Pavement Condition Index (PCI)ranging from 34 - 47 (out of a maximum score of 100) indicating the need for street rehabilitation. The scope of street rehabilitation consists of but is not limited to: ADA compliant access ramps, localized removal and replacement of the existing pavement, asphalt concrete overlay, removal and replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels, and adjustment of manholes and water valve covers to grade. The total project cost estimate is $635,700 including 10% contingencies and staff costs. At the time bids are received and actual bid prices are known, staff may request an additional appropriation, if necessary,to award the contract. The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1. The CEQA Notice of Exemption will be filed with the County Clerk's Office upon Council's approval of the plans and specifications. The proposed project is also categorically excluded from the provisions of the National Environtnental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this determination is on file. ITEM 2 10/09/18 Construction is scheduled to begin in January 2019 and is expected to be completed within 45 calendar days. 8.
