Purchase of two Zero Emission Electric Vehicles (EV) for the Orange, Fire Department and the
Orange Police Department, and the purchase and installation of a dual electric charging station.
2. SUMMARY
Purchase of two vehicles from Selman Chevrolet, Orange CA through a formal bidding process,
and the purchase and installation of a dual electric charging station.
3. RECOMMENDED ACTION
1. Authorize the purchase of two EV Vehicles from Selman Chevrolet for the amount of $72,168.
2. Authorize the purchase and installation of one Private Fleet Level 2, Dual Port Electric Charging
Station from AeroVironmental for $3,096 plus approximately $2,000 for installation.
3. Authorize the City Manager to surplus the replaced vehicles.
4. FISCAL IMPACT
The total expenditure for this purchase is $77,264 and will be funded through AB 2766 Air
Pollution Reduction (245).

6. GENERAL PLAN IMPLEMENTATION
Natural Resources Element Goal 2.0: Protect air, water, and energy resources from pollution and
overuse.
Policy 2.10: Work toward replacing existing City vehicles with ultra -low or zero emission
vehicles. At a minimum, new City vehicles shall be low emission vehicles as defined by the
California Air Resources Board, except if certain vehicle types are not available in the marketplace.
Public safety vehicles are exempt from this requirement.
Infrastructure Goal 3.0: Ensure adequate maintenance of public rights -of -way to enhance public
safety and improve circulation.
7. DISCUSSION and BACKGROUND
The most recent EV purchase took place in September 2017 when four vehicles were purchased.
After review of the current vehicle replacement list, it was determined that two gasoline powered
vehicles (units 1202 and 1423) needed to be replaced. Two EVs are on the FY 18-19 approved
vehicle replacement list as indicated below.
• One sub -compact EV for the Orange Fire Department, Unit # V 1804.
• One sub -compact EV for the Orange Police Department, Unit # V 1793.
Bid No. 189-08 was advertised and distributed by our Purchasing Department following the
normal procurement process. A total of two Bid Packages were sent out, with two bidders
responding to the bid request. Selman Chevrolet was the lowest qualified bidder on the Chevrolet
Bolt, Zero Emission Electric Vehicles.
Selman Chevrolet:

AeroVironmental will supply one Private Fleet Level 2, dual port charging station. The cost to
purchase the Level 2, weatherproof UL Listed EV Charger is $3,096, and the estimated cost of
installation is $2,000, for a total expenditure of $5,096.
Selman Chevrolet qualifies for the Local Bidder Preference. Section 3.08.250 of the Orange
Municipal Code provides that local bidders shall be granted a sales tax preference of one percent
of the amount of that portion of the bid amount, which is subject to sales tax (Ord. 12-99).
Grants:
The Department of Public Works, Fleet Services Division has secured a Mobile Source Air
Pollution Reduction Review Committee (MSRC) Grant Funding to reimburse the Vehicle
Replacement Fund in the amount of $10,000 per Electric Vehicle for a total amount of $20,000.
The Level 2 Electric Charging Station qualifies for MSRC Grant funding rated at 50% of total
cost, which equates to $2,548 in additional grant funding.

Additionally, staff will apply for other Grant funds that will reimburse the Vehicle Replacement
Fund through the Air Resources Board, California Public Fleet Pilot Project in the amount of
$2,500 per electric vehicle totaling $5,000. This requires a binding approval by City of Orange
Council to purchase subject electric vehicles or a copy of a signed purchase order.
