03.19 Purchase 6 Misc Vehicles . 1. SUBJECT Purchase of six miscellaneous vehicles and one graffiti removal:equipped trailer for the Public Works Department and the:Community Services Department. 2. SUMMARY _ Purchase of six vehicles from Ford of Orange, Orange, CA, through a Cooperative Purchasing Agreement (CPAj and ttie purchase of one graf ti trailer from Hotsy of Southerri California. 3. RECOMMENDED ACTION 1. Authorize the purchase of six vehicles from Ford of Orange, in the amount of$197,395, and; 2. Authorize the purchase of one specialized graffiti removal trailer from Hotsy of Southern California, Analieim CA in the amount of$29,967, and; 3. Authorize the Ciry Manager to surplus the replaced vehicles. - 4. . EISCAL IMPACT The total expenditure for this purchase is $225,990 and will be funded through: Equipment Replacement (720) $198,392 Water Division Fund (600) 28,970 Total: $227,362 ITEM 3• 1 09/11/18 5. DISCUSSION and BACKGROUND We currently have six miscellaneous vehicles that are on the approved FY 18-19 vehicle replacement list. After review of the current vehicle replacement list,it was determined that these six vehicles could be replaced using a CPA. These vehicles are as follows: • One F-250 Service Truck for the Public Works,Maintenance Division; • Two F-250 Service Body Trucks for the Public Works, Maintenance Division; • One mid-size SUV for the Public Works, Maintenance Division; • One mid-size SUV for the Public Works, Water Division; • One F-150 Service Truck for the Community Services Department, and; • One specialized Graffiti Trailer for the Public Works, Maintenance Division. Purchase Orders have been issued to Ford of Orange for similar vehicles. Three of the above vehicles will be purchased using a CPA with the City of Newport Beach, Purchase Order No. 21700379-00 issued on November 17, 2016. Two of the above vehicles will be purchased using a CPA with the County of San Diego, Purchase Order (PO) No. 555398-0 issued on January 27, 2017. One of the above vehicles purchased using a CPA with Walnut Valley Water District Purchase Order No. 009339 issued on July 5, 2018. There are no additional costs or surcharges to be paid by the City to participate in these agreements. This job specific trailer will include a hot and cold high-pressure washer, 220 gallon water tank, a water recovery system and generator.There will also be ancillary equipment installed to make it a turnkey solution for graffiti removal. The Specialized Graffiti Removal Trailer was bid through an informal bidding process. Hotsy of Southern California $29,967 Total expenditure for six vehicles and one specialized trailer $227,362 The vehicles to be replaced are unit numbers 1136-V 1798, 1269-V 1780, 1275-V 1796, and 1386- V1795. Unit 1463 will be replaced with two F-250 trucks (#1806 &#1807) and one graffiti trailer(#1808) instead of one F-450. Therefore, one F-250 will be added to the fleet bringing the total vehicles being purchased to six, plus one specialized graffiti removal trailer. By adding an F-250 service truck, it will double the City's ability to address graffiti issues and improve efficiency. Unit 1463 will be retained as a reserve graffiti removal truck to use when equipment is being serviced or repaired. 8.
